EXPLAINED: How German schools are including more and more AI

AI products have been disrupting classrooms since they became publicly available.
Since the release of ChatGPT – a chatbot that can write essays on command in German or English and many other languages in a matter of seconds – teachers have warned the tools are being abused by students.
AI use among students is not only about 'cheating'. Experts have voiced concern that AI dependence is robbing young people of the chance to develop crucial skills for themselves.
On the other hand, there are educators who insist that AI has a place in the classroom, and who argue that trying to ban or ignore the technology would be to fail to train students for the world in which we live.
Here's a look at why some German schools are already bringing AI-powered tools into the classroom, and what it suggests about the future role of AI in education.

The high school uses an AI program called 'Study Buddy', which is based on ChatGPT and designed to support students in the classroom.
Students quoted in the report suggest that the tool is helpful: one notes that AI has endless patience for answering the same question in different ways to help them understand, another suggests they feel more engaged while interacting with the chatbot.
But of course the tool still needs a fair amount of fine tuning. A mathematics teacher who uses the tool in her classroom noted that not all of the chatbot's answers are suitable for her students' level of understanding.
Chatbots are also notorious for spitting out false answers.

The Cologne high school says its staff assess and discuss where and when AI use makes sense in the classroom and where it would be counter productive.
But the headmaster suggests that keeping up with the times is important: "Students use AI anyway…it's important to us they do it reflectively…in a way that promotes learning."

'Telli'
Meanwhile, the city-state of Bremen has announced plans to adopt the use of a particular AI tool in its schools state-wide.

that schools in Bremen will make use of a specially designed chatbot called 'Telli', and that the tool will later be used in schools across the country.
Telli is a large language model (LLM) similar to ChatGPT and other mainstream chatbots, but it differs from commercial AI products in its approach to data protection.
Because Telli is hosted entirely in the European Union, it's possible to prevent personal data about its users from being transferred to other AI companies.

The system is also designed not to collect user data to train underlying models, and it allows
teachers to upload documents so that students can get context-specific answers.
Sascha Aulepp, Bremen's Senator for Children and Education told

Not well regulated or understood
While some schools strive to integrate AI in the classroom with care, the us of AI by students in Germany is not generally well monitored.
A recent survey by Germany's digital association (Bitkom) found that less than a quarter of German schools have school-wide rules for the use of AI in lessons.
The survey, which polled about 500 German students between the ages of 14 and 19, also found that nearly half of students said their teacher wouldn't notice if they used AI without permission for class assignments and that 29 percent assume they are better at using AI than their teachers.

That last finding appears to be backed up by
research
from the Robert Bosch Stiftung, which found that nearly two-thirds of teachers (62 percent) feel insecure in using AI tools like ChatGPT.

Advocating for more programs such as those being introduced in Bremen or at the Thusneldastraße high school in Cologne, researchers maintain that the use of AI can't effectively be banished – instead educators and students alike need training, they say.
'ChatGPT and similar applications have long been part of young people's lives,' Dagmar Wolf of the Robert Bosch Stiftung said in a press release, adding that 'systematic training…is the only way to enable pupils to deal with each other in a reflective and responsible manner.'

In a leafy Nairobi suburb, a Kenyan firm helps foreigners track shoplifters, monitor lung damage from Covid-19 and identify whales -- tapping into the outsourcing market's artificial intelligence-boosted boom. Cloudfactory started in Kenya in 2014, initially doing simple tasks like transcription for overseas clients. But since 2024, it has taken on a wide array of AI-powered business that is transforming the sector and raising hopes Africa could become a new hub for digital outsourcing. Clients include Charles River Analytics, a US robotics firm that needed its AI trained to spot whales so its unmanned vessels would not collide with them. For other firms, Cloudfactory analyses medical X-rays, helps insurers spot damaged roofs and measures forest cover to see whether carbon-offsetting projects live up to their hype -- employing 130 staff and 3,000 freelancers in the process. "We still need people to tell machines what to do and verify what they produce," said Cloudfactory Kenya director Festus Kiragu. "And that is creating jobs -- lots of jobs." Kenya certainly needs them. Roughly a million people turn 18 in the east African country each year. Eighty percent end up in informal, poorly paid work, fuelling social unrest that has lately spilt over into violent protest. Traditional outsourcing is already booming. In the swanky recently built offices of CCI in Tatu City, a new town on Nairobi's outskirts, some 5,000 staff answer calls from customers of US airlines, banks and retailers. The firm hopes to double its personnel by 2030 and receives hundreds of hopeful candidates each week. "It's an entry-level job, let's not sugar-coat it, but you get a chance and you can build a real career," said CCI Kenya CEO Rishi Jatania, who said he started "on the phones" himself. Africa currently accounts for just two percent of the world's business outsourcing. But rising wages in established hubs like India and the Philippines are pushing firms towards the continent. Kenya is a frontrunner thanks to its educated, English-speaking, tech-savvy youth and good internet. Some 35,000 employees already work in outsourcing, and that could rise to 100,000 within three or four years with the right nudge from the government, according to Genesis, a global consultancy. However the push to grow the sector has not been universally welcomed. Last year a court ruled social media giant Meta could be sued in Kenya over working conditions at the outsourcing firm Sama, tasked with removing violent and hateful content from Facebook. Critics have also long alleged that moderation work poses a high risk to the mental health of workers. And overseas firms have frequently come under fire for outsourcing tasks to exploit cheap labour costs while investing little in their local employees' futures -- or the economies of host nations like Kenya. Meta argued it was not the direct employer, and many in the sector fear the Sama case will scare off clients, though it has taught them lessons. "Content moderation is still critical and our workers want those jobs because they pay a premium," said Kiragu, the Cloudfactory chief. "But that work needs to be on a rotational basis -- do it for two months and then do something else." The recently formed Outsourcing Association of Kenya is pushing for cheaper work permits and tax breaks to help it compete with Asia. But with debt-ridden Kenya in urgent need of revenue, the negotiations with the government have been tough. "We also need the government to market Kenya as (an outsourcing) centre, the same way they do for tourism," said Kiragu. Sometimes that means changing investors' outdated perceptions of Africa. "I've been asked... 'Are there giraffes and lions outside your window?'," said CCI's Jatania with a chuckle. Looming over everything is AI, which created those new jobs and could just as quickly destroy them if education and training do not keep pace. "Customer experience jobs at call centres are great for entry-level but they are the most vulnerable to AI," said Betty Maina, a Kenyan former trade and industrialisation minister now with the Genesis consultancy. "Reskilling people for the new demand is going to be critical." For now, there is still plenty of work for humans, insisted Jatania. "If you miss your flight... the last thing you want to do is talk to a bot."

Significantly more start-ups are emerging in Germany, thanks largely to the artificial intelligence (AI) boom. According to an analysis by the Startup Association, 1,500 new startups were founded in the first half of the year – that's nine percent more than in the second half of 2024. Most of the startups were founded in Bavaria, North Rhine-Westphalia and Berlin, but the eastern state of Saxony also saw tremendous growth. Many of the new companies were focused in the software sector - including AI-supported automation services - and online retail. The Startup Association suggested that the number of new startups sent a strong signal of recovery after the sector's recent challenges. Where in Germany are startups booming? In absolute numbers, Bavaria ( with 343 new startups), North Rhine-Westphalia (281), and Berlin (248) top the list for new company formations in the first half of 2025. As a city, Berlin remains Germany's most prominent startup hub with around 500 new companies founded annually. However, when measured per capita, Munich narrowly leads with 13.5 new startups launched per 100,000 inhabitants in the past year. Startup founders in the Bavarian capital can take advantage of support from some leading incubators and accelerators such as UnternehmerTUM . Other university cities such as Heidelberg, Darmstadt and Aachen also saw a large number of new startups founded relative to their size, highlighting the growing importance of research-driven locations. Technology and science-based startups tend to crop up in Germany's university cities, whereas Berlin and Munich attract a broader mix of ventures, including in the creative industries and digital platforms. The 'best' universities in Germany for 2025 Interestingly, the eastern German state of Saxony has seen by far the highest year-on-year increase in startup launches, with a staggering growth rate of 71 percent. In comparison Bavaria saw a growth rate of 23 percent, and North Rhine-Westphalia had 16 percent. According to the Startup Association report, Saxony's surge can be attributed to targeted regional initiatives and improved support structures. Advertisement How has the industry developed? After a record year in 2021, startup formations dropped to less than 2,500 in 2023, largely as a result of economic uncertainty and higher interest rates. Then in 2024 a turnaround began. Venture capital investment in German startups has risen significantly over the last 18 months, reaching a total of €4 billion in just the first half of this year, according to Germany's economic development bank (KfW). The AI boom, renewed investor confidence, and public support programs including the Digital Hub Initiative have all contributed to the rebound. The boom in AI is a key driver, with industrial solutions such as AI-supported automation growing by 29 percent.
