Public sector reform may be the only route left for Labour

It is more than a quarter of a century since Tony Blair complained about the 'scars on my back' from two years of trying to reform the public sector. As the Cabinet Office supremo, Pat McFadden, noted in a speech on the same subject in December, Blockbuster Video and Toys R Us were still in operation at the time of Blair's comments, while Airbnb, WhatsApp and Spotify had yet to be born. Twenty-six years later, creative destruction has reshaped the private sector, in some ways unrecognisably, but the same old arguments swirl about modernising government.
The case for public sector reform has become more urgent after the reversals of the past few weeks. A partial U-turn on cuts to winter fuel payments, at a cost of almost £1.3 billion, turned out to be a mere appetiser for a near-total capitulation on attempts to cut welfare by nearly £5 billion. Those surrenders, plus a possible downgrade of the independent fiscal watchdog's productivity forecasts and other revisions, could blow a £30 billion hole in the public finances.
After £40 billion of tax rises in October's budget — which put the UK on course for a record postwar haul of 37.7 per cent of GDP — the drums are beating to the rhythm of more taxes this autumn. Breaking a manifesto promise not to increase the burden on 'working people' could cost the chancellor her job. Cranking up taxes even further on businesses — which have swallowed £25 billion of extra national insurance contributions — and on capital gains, carried interest and inheritances would place another drag on already sluggish growth. Labour may have been handed an ugly fiscal picture by the Conservatives last year, but it is getting worse.
Much valid criticism has been made of Rachel Reeves, Sir Keir Starmer and ­senior colleagues for their failure to persuade a recalcitrant parliamentary party of the need for realism in spending cuts. Although the winter fuel business was handled badly politically, reducing payments was right in principle, and £5 billion should have been just the start in controlling a benefits bill that is predicted to swell to £378 billion by 2030. The simple fact is that Labour is showing itself incap­able of getting the nation's costs down, and higher taxes would stifle the eco­nomy. Sharpening public sector productivity is the only plausible third way.

Sir Mark Rowley, the Metropolitan Police commissioner, argues that the present model of 43 county-based forces has not been fit for purpose 'for at least two decades' and should be replaced by 12 to 15 regional forces. He says this would reduce back-office duplication and allow the enlarged groups to make better use of technology. Rowley also makes the point that creaking social services are frequently forcing police officers to take on the role of social workers, especially in cases of children missing from local authority care.
Penny Dash, the new chairwoman of NHS England, says the health service's dysfunctional bureaucracy makes her 'just want to cry'. There are examples of brand-new scanners lying idle, unused buildings on the NHS estate, operating theatre times routinely slipping and appointment letters being sent out to patients after they were due to be seen. Dash wants to open up data on NHS performance, including on individual doctors and teams, saying the institution should go 'really big on transparency'.
Today we also report on the scandal of HS2, a rail project that could end up costing more than £100 billion despite suffering repeated delays. We reveal how contracts were struck with the private sector, on behalf of the taxpayer, that contained no element of risk. This meant that there was no incentive for many of the contractors to operate efficiently, as they were safe in the knowledge that if the costs over-ran, the taxpayer would pick up the tab. The new boss of HS2 has pledged to re­negotiate the contracts. His approach should be replicated across Whitehall.
In truth Labour has so far taken the easy options for improving public sector performance, awarding workers above-inflation pay rises and increasing capital budgets. Sensible cabinet ministers now accept in private that those pay deals should never have been struck without some kind of union commitment to workplace reform. The next steps will now be harder, involving confronting vested interests, including Starmer's own backbenchers. Blair, with his record landslide in 1997, was prepared to sustain scars in pursuit of reform — and even he made ­limited progress. The big question is whether Starmer and his team are up for and up to the challenge.

'For centuries our citizens have admired each other, amused each other, and imitated each other', he will say, and reveal how he remains 'in awe of France's extraordinary attributes and achievements'. Charles will also hail the Anglo-French partnership as vital amid the many challenges of today, saying: 'Our two countries face a multitude of complex threats, emanating from multiple directions. 'As friends and as allies, we face them together.' It marks the first state visit to the UK by an EU head of state since Brexit, and will see Mr Macron address parliamentarians in the Palace of Westminster's Royal Gallery and, on Thursday, join a UK-France Summit at Downing Street. Prime Minister Sir Keir Starmer has signalled a 'reset' in relations between the UK and Europe as he looks to heal the wounds caused by the Brexit years. Defence, growth, security, migration and French tactics on tackling small boats will be discussed, with the two leaders expected to dial in to speak to other allied nations who are looking to support any future peace deal in Ukraine. Downing Street said on Monday that the UK's relationship with France was 'key' to dealing with boat crossings, following reports French police officers had used knives to puncture a boat off the coast. The Prince and Princess of Wales will also play a role by meeting the president and the French first lady at RAF Northolt on Tuesday morning on behalf of the King and travelling with them to Windsor. Charles and Camilla will formerly greet their guests on a Royal Dais constructed on Datchet Road in Windsor town centre, with the castle in the backdrop as gun salutes sound in nearby Home Park. The King, the Queen, the Waleses and Mr and Mrs Macron will then take a carriage procession through Windsor and along part of the Long Walk which leads to the castle, just as former French president Nicolas Sarkozy did in 2008. Mr Macron's state visit to the UK, from July 8-10, is the first to be hosted at Windsor Castle, rather than Buckingham Palace, in a more than a decade since that of the Irish president Michael D Higgins in 2014. State visits, which capitalise on the royals' soft power to strengthen diplomatic ties overseas, will be hosted at Windsor for the next few years while reservicing work continues at the London Palace and starts to affect the state rooms. The last state visit to the UK from France was in March 2008 when the now-disgraced Mr Sarkozy, since convicted of corruption and influence peddling, and his wife Carla Bruni, were the guests of Elizabeth II at Windsor. The arrangements are likely to form the template for US President Donald Trump's high-profile state visit in September, but much will depend on security considerations for the US leader, who survived an assassination attempt last year. A ceremonial welcome will be staged in the castle's quadrangle with Camilla, William, Kate and Mrs Macron watching as the King and Mr Macron inspect the Guard of Honour. Lunch will be hosted in the State Dining Room, after which the president and his wife, the King and Queen and members of the royal family will view a special exhibition of items relating to France from the Royal Collection in the Green Drawing and Mrs Macron will also travel to London on Tuesday afternoon to see the Grave of the Unknown Warrior at Westminster Abbey and visit the Palace of Westminster where the French leader will address parliamentarians before meeting opposition leaders at Lancaster House. The King and president will both deliver speeches at the banquet in the medieval St George's Hall, where some 160 guests will be seated at the elaborately decorated 50 metre table, which will run the full length of the vast room. Kensington Palace has yet to confirm whether Kate will attend the banquet. The princess opened up about her 'rollercoaster' cancer recovery, its life-changing impact and putting on a 'brave face' last week. The King and Queen paid a state visit to France in September 2023 and enjoy a warm rapport with Mr and Mrs Macron, who will stay in the castle during their trip. Mrs Macron, 72, sparked a storm in May when she was seen pushing her husband's face away with both hands before they disembarked a plane in Vietnam. The 47-year-old president dismissed the gesture – caught on camera – as horseplay, but it caused a stir in France, with daily Le Parisien newspaper asking: 'Slap or 'squabble'?' The couple, married since 2007, met at the high school where Mr Macron was a student and Brigitte was a married teacher. The visit comes a year after the UK and France celebrated 120 years since the signing of the Entente Cordiale. The Anglo-French agreements in 1904 ushered in improved relations between the two countries which had fought against each other during the Napoleonic Wars.

Keir Starmer and Emmanuel Macron are expected to announce plans for French police to do more to block small boats crossing the Channel at a summit in London this week, but a wider deal on returning asylum seekers is still up in the air. While details remain limited, with French officials believed to be still finalising what action the country can take with boats that are already in shallow waters, an announcement is expected on Wednesday. It is also still possible that Starmer and the visiting French president could set out plans for a 'one in, one out' returns scheme for asylum seekers who make it to Britain, although UK officials say this is less likely. This scheme would allow for the return of small boat arrivals in exchange for the UK accepting another asylum seeker from France who is thought to have a clearer right to claim asylum in Britain, such as through family ties. Macron arrives on Tuesday for a state visit that will involve events with royals and other pageantry but is also scheduled to include an Anglo-French summit and other meetings with Starmer. France is expected to announce it will allow police to intervene in shallow waters up to 300 metres from shore in order to stop small boats leaving. It would help prevent 'taxi-boats', which pick people up in the water rather than launching from the beach with passengers on board. This will require changes to existing protocol that do not contravene the UN convention on the law of the sea, which bars any intervention at sea that is not an actual rescue. Maritime authorities have been asked to draw up proposals to 'advance' French protocol on interceptions to allow such interventions to take place 'while still respecting the UN convention on the law of the sea'. It is understood that a French review of such tactics has been completed, with French and British officials continuing talks about what more could be done. On Friday, French police used knives to puncture a boat in shallow seas near Boulogne, in northern France, although it is not known if this was a sign of new protocols or a one-off. Downing Street declined to comment on possible announcements before the visit, although Starmer's deputy spokesperson indicated that there was likely to be concrete progress on small boat crossings. He told reporters: 'We expect to make progress on a wide range of issues and joint priorities, and that includes migration. I'm not going to get ahead of the summit this week, but there are a range of maritime tactics that we have been discussing and have secured agreement with the French over. 'It is operationally and legally complicated, but we expect these tactics to be operationalised soon. 'It's for French authorities to make operational decisions for themselves, but as I say, it's a complex area, but we are working extremely closely with the French. Our relationship with them is better than it has been for a long time.' The hope of the 'one in, one out plan', in combination with a greater likelihood of boats being stopped in the water, is that people could be dissuaded from paying people-smugglers to try to get them across the faces sustained political pressure to reduce the number of people arriving across the Channel. Despite a government promise to 'smash the gangs' that organise the crossings, more than 20,000 people have crossed to the UK in the first six months of this year, up 48% on the equivalent period in 2024.

Sir Keir Starmer has just enjoyed his first prime ministerial birthday. No formal celebrations are understood to have taken place in No 10 over the weekend, though he may have been ambushed with a cake. It does happen. The consensus on his first year is that he has been uniquely skilled at making sure he suffers the maximum amount of pain for the very smallest amount of benefit. He has crossed the street to be punched in the face by blame. He and Rachel Reeves have liked to brand this relentless stampede toward loathing as being unafraid to take 'tough decisions'. Scrapping means-tested winter fuel payments, hammering the disabled; these were 'tough' decisions. And then, soon after, they were not afraid to take the even tougher decisions, of making themselves look ridiculous by not going through with them. In an interview to mark his first year, Starmer did not disagree with the verdict of a football friend who had called him 'a hard bastard'. He does himself down. To take all these tough decisions not once but twice is not merely hard but double hard. Great British Energy, renationalised rail, renters' rights and employment rights; these are all theoretically popular ideas but no one has noticed. Why? Because the government has made a spectacular show of doing and undoing again some of the most unpopular policies in decades, actions from which no one gains and only they suffer. Labour's second year began with a big bold plan to turn this frown upside down. What was Labour's most popular policy from the glory days of 1997? Sure Start centres, special community hubs for new parents that transformed life chances for children, which should never have been scrapped. And so to the dispatch box came the education secretary, Bridget Phillipson, to announce the plan to bring back Sure Start, under the new name of 'Best Start'. But, it not being 1997 any more, Phillipson and co had spent the weekend doing all they could to make sure no credit could come their way. Instead, what should have been the most popular policy announcement in ages was overshadowed by Labour's worst humiliation yet — the reform of funding entitlements for children with special educational needs. This stuff is toxic. In a fractured and polarised Commons, the state of special needs education is the one area of unity. Every MP spent weeks last year knocking on doors, trying to win votes and in every part of the country they heard that there's a crisis in special educational needs. While Phillipson spoke, members on both sides bobbed with enthusiasm. It was clear they were desperate to ask about anything other than the subject at hand. On Sunday, she'd been given a number of chances to assure the BBC's Laura Kuenssberg that she would not be cutting the budget for special educational needs. That assurance did not come. On Monday morning on Times Radio, Stephen Morgan, the education minister responsible for early years, provided the same amount of reassurance — zero. At the moment, more than half a million children receive thousands in what are called education, health and care plans (EHCPs), at a cost of £12 billion a year. Reforms to this system are coming in the autumn, and 'reforms' rarely mean anything other than spending less money. Not for the first time in the past year, Mark Francois was the voice of reason, which tells you more than you need to know about the past year. 'The secretary of state has pointedly refused to rule out scrapping EHCPs,' he said. 'If that is her intention, could I offer her some advice: please don't do that.' Did we hear a 'Don't worry, I won't'? No we did not. Francois got the Kuenssberg treatment. What we heard was the following: 'We are taking our time to get this right.' If these words are frightening parents, they needn't worry. We know how it goes. 'Taking our time to get it right,' means one thing. Starmer and co have alighted on a third way all of their own. They'll get it right in the end, but only by first getting it wrong. As the sign on President Reagan's desk never quite read, there is no limit to what a man can do, as long as he makes sure he never, ever gets the credit.
