Sitiawan case raises questions on scale of child trafficking in M'sia, says Wanita MCA

PETALING JAYA: The recent incident where a single mother was charged for sexually trafficking her biological daughter raises questions about the scale of child trafficking in the country, says Datuk Wong You Fong.
The Wanita MCA national chairman also said details of the case were particularly alarming because it occurred within a broader network of sexual exploitation, as the perpetrator had regularly transported the victim to specific locations, suggesting that certain areas have become hotspots for such activities.
'This troubling reality raises questions about the scale of child trafficking within the country and demands an immediate investigation on other potential locations where similar crime may be occurring.
'Such places must be identified, monitored and swiftly shut down to prevent further harm,' said Wong in a statement on Wednesday (June 25).
Wong also said it is important to recognise that the root cause of child sexual exploitation lies not only in the actions of traffickers, but also in the demand for such activities.
'As long as there are individuals who seek to exploit children for sexual gain, this cycle of abuse will continue," she said.

Therefore, Wong said it is essential that those who purchase such services are held as accountable as those who are facilitating the trafficking.
'Without addressing both the 'supply' and 'demand', efforts to combat trafficking will remain incomplete,' she said.
At the same time, Wong said it is important to ensure that strong legal frameworks are in place, as this will provide clear and stringent penalties for those involved in trafficking, exploitation and abuse.
'Equally important is the need for education and awareness campaigns that inform the public about the signs of trafficking and exploitation, so that communities are better equipped to identify and report suspicious activities.
'If the girl involved had more community support, perhaps she would have been saved sooner and she would not have to endure such a nightmare for three years,' said Wong, who added that it is essential to strengthen support services for victims so they can rebuild their lives.
Wong said the fight against child sex exploitation and trafficking is one that requires the commitment of all segments of society.
'It is vital that we act now to safeguard vulnerable children and ensure that this crime is eradicated once and for all,' added Wong.
On Tuesday (June 24), a single mother pleaded not guilty to two charges of trafficking her biological daughter for sexual exploitation over the past three years.
The housewife was accused of trafficking her 17-year-old daughter at the time of the incident for sexual exploitation at a flat in Sitiawan, Perak, between 2022 and Sept 3, 2023.
She is charged under Section 14 of the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act (ATIPSOM) 2007, which provides for a maximum life sentence or a maximum of five years imprisonment and whipping upon conviction.
She is also charged under Section 12 of the same Act, carrying a maximum sentence of 20 years'[ imprisonment and a possible fine.
The court granted the accused bail of RM7,000 with one surety for each charge and it set July 31 for the next mention date.

The court set Sept 18 for mention, pending the chemist's report. Rizwan was ordered to remain in custody as the offence is non-bailable. In another case, a 48-year-old man was jailed six weeks and fined RM100 or one week's jail for failing to provide a reasonable explanation for having a stolen laptop. Rudy Wong pleaded guilty before Magistrate Dzul Elmy Yunus to being found in possession of a laptop, for which he failed to provide a satisfactory explanation of how he obtained it, at 3.15pm on July 18 at the car park of Block A, Lido Four Seasons, Jalan Lintas Kepayan. Wong was charged under Section 22A(1) of the Minor Offences Ordinance (Chapter 80) of Sabah. The court heard from the prosecution that the complainant discovered her home had been broken into on July 12, with her belongings, including a laptop, missing. Wong was arrested on July 18 at the car park of Block A of the residency for the offence. Unrepresented, Wong pleaded for leniency and apologised to the court, saying he had an ageing mother to care for. The prosecution, however, urged the court to impose a deterrent sentence and also informed that the estimated loss suffered by the complainant was RM1,000. At the same time, its Minister Fadhlina Sidek advised all parties not to make any speculations regarding the case which is still under police investigation. 'Give space to the police to carry out their duties professionally, transparently, comprehensively and with integrity. No one will be protected and will not escape legal action,' she said in a Facebook post. She said MOE through the Sabah State Education Department (JPN) has always given full cooperation to the investigation process, besides being committed to ensure the well-being of families, students, teachers and school staff involved. Noraini KOTA KINABALU (July 25): Umno Sabah Wanita chief Datuk Noraini Idris is urging for the immediate enactment of the Anti-Bullying Act. 'Do not wait for another student's life to be lost. The Anti-Bullying Act must be enacted without delay,' she said in a statement. The former senator said that the death of young Zara Qairina Mahathir is not merely a sad story. 'It is a heartbreaking tragedy, especially if it is proven true that Zara was a victim of bullying at her school. Although the matter is still under investigation by the authorities, according to the account of the victim's mother, the child had complained to her that she was being bullied at school,' she claimed. She alleged that cases like Zara's — and many others that have gone viral previously, whether at schools or residential higher learning institutions — show that bullying can lead to trauma, emotional distress, serious injury, and even death. 'Without specific legislation, many bullying cases are treated merely as 'disciplinary misconduct', rather than a criminal offence. It is time for the Anti-Bullying Act to be expedited, as it touches on student safety, the responsibility of educational institutions, and justice for victims,' she said. She believes that with the existence of an Anti-Bullying Act, any party involved — including schools, hostels, or educational institutions — would be held legally accountable if they were negligent in addressing or protecting victims of bullying, or in attempting to conceal bullying incidents under their supervision. 'This Act would send a clear message that bullying is not a trivial matter, but a serious offence that will not be compromised under any circumstances. It would also help reduce the culture of silent bullying, which has long been normalised in many institutions,' she stressed. In the case of Zara, since the incident occurred within school grounds, the school must assume full responsibility and not attempt to conceal the facts, she said. 'Society, especially the victim's family, deserves to know the truth behind this tragedy.' 'Imagine if schools were no longer seen as safe places for parents to send their children to learn, due to the failure of those involved in addressing such issues. This requires the accountability of all parties — especially teachers and hostel wardens — to prevent and monitor such incidents from happening to any student under their care. Schools must take greater responsibility in fulfilling the trust placed in them by parents and the government to protect students,' she added. She said that what is needed is swift action through the enactment of the Anti-Bullying Act. 'The complaint system must be independent and protected. Perpetrators must be dealt with fairly and firmly. The loss of a child is not a wound that heals in a day or two. It is a wound that calls for the entire system to bear its weight together. Zara is gone, but let her death be the final limit to our negligence. If we still choose to delay this legislation, then we are leaving the door open to the next tragedy. And this time, we cannot say we didn't know,' she said.
