
Iraq to discuss Rehabilitation of Oil Pipeline through Syria
The Iraqi National Intelligence Service has led an official delegation to Damascus under the direction of Prime Minister Mohammed S. Al-Sudani.
The delegation, headed by Mr. Hamid Al-Shatri, President of the Iraqi National Intelligence Service, is scheduled to meet with Syrian President Ahmed al-Sharaa' and other senior Syrian officials.
The delegation includes representatives from the Border Forces Command (Ministry of Interior), the Ministries of Oil and Trade, and the Border Crossings Authority.
Discussions in Damascus will cover: Strengthening joint counterterrorism cooperation.
Securing the Iraq-Syria border against breaches and threats.
Expanding bilateral trade exchanges for mutual benefit.
Exploring the rehabilitation of the Iraqi oil pipeline running through Syria to the Mediterranean.
The meetings will also reaffirm Iraq's support for Syria's sovereignty and unity, highlighting the interdependence of Syrian stability and Iraqi national security.
The pipeline from Kirkuk to the Syrian port of Baniyas [Banias] has not been operational since 2003. An initial agreement was reached in 2010 to build two new pipelines, one for lighter crude, and one for heavier, with further details announced in 2011, but this was not implemented.
According to an article from Iraq Business News (IBN) expert blogger Ahmed Mousa Jiyad , the Syrian pipeline has several advantages, but also many risks.

According to officials, these projects 'align with the Kurdistan Regional Government's development strategy to invest in vital infrastructure and improve quality of life for residents,' in response to Al-Sulaymaniyah's rapid urban growth in recent years.

UN Special Representative for Iraq visits Karbala
Baghdad ( – The Special Representative of the United Nations Secretary-General for Iraq and Head of the United Nations Assistance Mission for Iraq (UNAMI), Mohamed Al-Hassan, visited the province of Karbala in central Iraq on Saturday and met with its governor, Nsayif Jassim Al-Khatabi. The governorate's growth and the possible role of the United Nations through its specialized agencies were among the topics of discussion at the meeting with the governor of Karbala, according to a statement released by UNAMI. Al-Hassan praised the governorate's accomplishments and their value on a national scale. Al-Hassan stated during a press conference that the UN is interested in promoting growth and service enhancement across Iraq, notably in the province of Karbala. The UN official underlined the need for ongoing collaboration between the UN and the Iraqi government. At the request of the Iraqi government, UNAMI was created in 2003 as a special political mission by UN Security Council Resolution 1500. The mission is tasked with coordinating the UN agencies' development and humanitarian initiatives in collaboration with civil society and government partners. Despite not providing humanitarian or development programs directly, UNAMI connects Iraqi partners with the technical expertise of the UN's network in Iraq and increases awareness of humanitarian and development challenges in the country. The mission in Iraq currently employs about 648 people, including 397 Iraqi staff members and 251 international staff members.

OPEC+ Reaffirms Oil Market Strategy, Adjusting August Production
By John Lee. The eight OPEC+ countries, including Iraq, have reaffirmed their coordinated approach to oil market stability and announced a collective production adjustment for August 2025. In a virtual meeting held on 5 July, the group cited healthy market fundamentals and a stable global economic outlook as the basis for a 548,000 barrels per day increase in production from July levels. This adjustment forms part of a phased rollback of the 2.2 million bpd voluntary cuts initially agreed in April and November 2023, and formally endorsed on 5 December 2024. The phased increases will unfold over four monthly increments, but the group reserved the right to pause or reverse these measures depending on market developments - a move designed to maintain price and inventory stability. The countries also committed to accelerating compensation for any overproduction since January 2024 and reiterated full compliance with the Declaration of Cooperation. Compliance and market conditions will be monitored through monthly meetings, with the next scheduled for 3 August 2025 to decide on September output levels. In view of a steady global economic outlook and current healthy market fundamentals, as reflected in the low oil inventories, and in accordance with the decision agreed upon on 5 December 2024 to start a gradual and flexible return of the 2.2 million barrels per day voluntary adjustments starting from 1 April 2025, the eight participating countries will implement a production adjustment of 548 thousand barrels per day in August 2025 from July 2025 required production level. This is equivalent to four monthly increments as detailed in the table below. The gradual increases may be paused or reversed subject to evolving market conditions. This flexibility will allow the group to continue to support oil market stability. The eight OPEC+ countries also noted that this measure will provide an opportunity for the participating countries to accelerate their compensation. The eight countries reiterated their collective commitment to achieve full conformity with the Declaration of Cooperation, including the additional voluntary production adjustments that were agreed to be monitored by the JMMC during its 53rd meeting held on April 3rd 2024. They also confirmed their intention to fully compensate for any overproduced volume since January 2024. The eight OPEC+ countries will hold monthly meetings to review market conditions, conformity, and compensation.
