
NIRDPR marks world rural development day with global webinar on integrated development models
The event brought together global experts, practitioners, and policymakers to share innovative models and insights for inclusive and sustainable rural growth.
The session opened with a keynote address by Dr P Chandra Shekara, Director General of the Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP), Dhaka.
He presented a rich array of international case studies—from Indonesia, Bangladesh, and the Philippines to Vietnam, Iran, and Thailand—showcasing how digital tools and community-centric models are transforming rural economies. Highlights included the FarmNot climate-smart app in the Philippines, UNESCO's digital education initiatives in Myanmar, and the Echo platform collaboration with New Mexico University in the USA.
Dr Partha Pratim Sahu, Head of the Centre for Entrepreneurship Development and Financial Inclusion at NIRDPR, stressed the strategic potential of rural India as an engine of national growth. He emphasiSed the importance of entrepreneurship, digital empowerment, and decentralized governance in reshaping the rural economy.
Speaking on inclusion, Dr Ruchira Bhattacharya from NIRDPR (Delhi Branch) called for equity-focused policies to ensure that marginalized communities are central to rural development planning.
In a special address, Dr G Narendra Kumar, Director General of NIRDPR, celebrated leading international innovations and underscored the importance of learning from global best practices.
He highlighted transformative models like China's Township and Village Enterprises, the Rural Meta Cooperatives in the USA, UK, and Italy, Japan and Thailand's One Village One Product initiative, Repair Cafes in Europe, and the Smart Villages Project of Finland. He also lauded carbon farming and green credits initiatives from Australia and Kenya as models India can learn from.
Dr Kumar affirmed NIRDPR's commitment to adopting and adapting global rural development strategies for India, recognising that integrated planning, digital inclusion, climate resilience, and skill development are key to building stronger rural communities.
The webinar witnessed enthusiastic participation from rural development professionals, academicians, and policymakers from India and abroad, reinforcing NIRDPR's position as a hub for knowledge sharing and innovation in rural transformation.

Divisional Commissioner to review & settle revenue matters
Shimla, July 7 (UNI) The State government has taken an important decision with the aim of simplifying and expediting the process of settlement of pending revision cases under section 17 of the Himachal Pradesh Land Revenue Act, 1954. Under this, now the powers of the Finance Commissioner (Appeal) have been handed over to the Divisional Commissioners of Shimla, Kangra and Mandi divisions. This provision will be applicable to those cases in which the Divisional Commissioners have not previously exercised the appellate jurisdiction under section 14, the spokesperson said. He recalled that in the year 2002, the power of revision under Section-17 of the Himachal Pradesh Land Revenue (Amendment) Act was limited to the Finance Commissioner (Appeal) only. Earlier these powers were with the Collector and Divisional Commissioners, however, the final orders were passed by the Finance Commissioner (Appeal) only. This system had become a repetitive process which was causing unnecessary delay in disposal of cases. He said that after the amendment of 2002, the number of cases filed before the Finance Commissioner (Appeal) increased considerably. Due to this, people from remote and inaccessible areas had to come to Shimla again and again to plead their cases, causing inconvenience and financial burden to them. The spokesperson said that keeping these matters in mind, it has been decided to give this power to the divisional commissioners so that the process can be simplified and decentralized. With this decision, the general public will be able to get justice at their own divisional level and people's time and money will be saved. He said the move would not only facilitate access to justice but would also reduce the workload on the Finance Commissioner (Appeal) and make the state's revenue system function more effectively and smoothly. After Rio BRICS Summit, PM Modi leaves for Brasilia on state visit
Rio de Janeiro/New Delhi, July 7 (UNI) After attending the Rio BRICS Summit, Prime Minister Narendra Modi today left for Brasilia on a bilateral state visit to Brazil, the first by an Indian prime minister in nearly six decades. He will hold bilateral talks with President Inacio Lula da Silva on broadening the strategic partnership. The PM said the Rio leg of his Brazil trip was very productive, and thanked President Lula for holding the 17th BRICS Summit and making it an even more effective platform. 'The Rio leg of my Brazil visit was very productive. We had extensive deliberations at the BRICS Summit. I compliment President Lula and the Brazilian Government for the work they've done through their BRICS Presidency in making this platform even more effective. 'My bilateral meetings with world leaders will also boost India's friendship with various nations,' he posted on X. The two sides are expected to hold talks on areas including trade, defence, energy, space, technology, agriculture, health and people to people links. Huawei denies claims that its Pangu model copied Alibaba's Qwen
New Delhi, July 7 (UNI) Huawei's AI research division on Monday outrightly denied the claims that the version of Pangu Pro large language models has copied some elements of Alibaba's Qwen. The division named 'Noah Ark Lab' said that Pangu is an independently trained model. Noah Ark Lab division has issued this statement just after the day HonestAGI posted a research paper on GitHub stating that Pangu Pro MoE (Mixture of Experts) has a deep correlation with Alibaba's Qwen 2.5-14B. The motive of this research paper is to show that the Pangu model is not trained from scratch and developed with the help of 'upcycling.' This revelation started a series of discussions in AI galore and Chinese tech-media. After the sensation spread, Noah Ark Lab said that the Pangu Model is not based on the incremental training of other manufacturers or models; it has made key innovations in architecture, design, and technical features.
