
Discuss Poisons Bill with stakeholders first, urges MMA
Its president Datuk Dr Kalwinder Singh Khaira ( pic ) said the association, along with other medical professional bodies, was deeply concerned that the Bill had been tabled without prior consultation with key stakeholders, including the MMA.
'We acknowledge the government's intention to strengthen enforcement, possibly in response to serious cross-border threats such as drug smuggling or maritime trafficking.
'However, if this is indeed the rationale, it must be clearly stated and the scope of the amendments appropriately defined in the legislation,' he said in a statement on Friday.
Dr Kalwinder said the language of the Bill was overly broad and raised red flags regarding enforcement powers and possible implications on private healthcare services.
He pointed specifically to Clause 2, which designates all police officers as authorised officers under the Act, and the proposed Section 31A, which grants the Health Minister power to appoint 'any person' without specifying qualifications.
'These provisions raise serious concerns about unchecked enforcement authority and the potential disruption to legitimate private healthcare services, such as GP clinics, mobile services and charity-based health initiatives,' Dr Kalwinder said.
He added that MMA also took issue with the expanded definition of 'premises' in the Bill, saying it could group licensed medical facilities together with non-healthcare-related or even criminal operations under the same enforcement scope.
'These risks are not only operational disruptions but also potential violations of patient confidentiality and public trust,' Dr Kalwinder said.
He added that the absence of engagement with the medical fraternity represented a major procedural lapse, especially since the proposed changes would significantly impact the daily operations of thousands of healthcare practitioners nationwide.
'These are not peripheral changes,' he said, adding that the Health Ministry and MPs must delay any further readings of the Bill until a comprehensive consultation is held with the medical profession.
Dr Kalwinder said the Act must make a clear distinction between enforcement aimed at criminal activity and regulation of clinical practice.
He noted that private healthcare providers are already regulated under the Private Healthcare Facilities and Services Act 1998 (Act 586), with oversight from the Health Ministry.
'This arrangement should remain as it is,' he said as he warned against any overlap or overreach that could disrupt healthcare delivery, while reiterating MMA's readiness to engage in constructive dialogue on the matter.

Health Ministry To Classify Food Nutrition From Grade A to D
The classification of food nutrition or Nutri-Grade under the Health Ministry's (MOH) initiative will be implemented soon, Health Minister Datuk Seri Dr Dzulkefly Ahmad said. He added that Nutri-Grade will be used to categorise food products sold in supermarkets so that it is easily understood by consumers, and its implementation is aimed at increasing healthy nutrition literacy among Malaysians. 'When we introduce Nutri-Grade, we will find that the category of food begins from Grade A: the best, to Grade D: should not be advertised at all. 'We will categorise which are unhealthy, we box it up in Grade D, which has unhealthy (contents) so people know and avoid it if possible,' he said, Such an approach has to be implemented following National Health and Morbidity Study 2024 findings that show a lack of nutrition among Malaysians. 'The challenge still falls on us as health managers to ensure healthy nutritional practices continue to be implemented, including those related to malnutrition, especially among teenagers and children,' Dr Dzulkefly said, adding that his ministry was open to having engagement sessions with social media influencers to assist in realising the healthy dietary agenda in the country. The study that involved 5,400 households revealed that 78 per cent of teenagers and 74 per cent of adults lack sufficient vitamin A due to a lack of vegetable and fruit intake, and 98 per cent of teenagers and 96 per cent of adults are calcium-deficient due to a lack of intake of dairy products. Meanwhile, two out of three teenagers and one out of two adults' sugar intake exceeded 37.5g (7.5 teaspoons), a day, and three out of four adults consume an average of 7.3g (1.5 teaspoons) of salt a day, exceeding the World Health Organisation's recommended 5g (one teaspoon) daily intake.

Unregistered drug rehab centre faces action after client's death
KAJANG: Enforcement action has been taken against an unregistered drug rehabilitation centre following the death of a client, said Home Minister Datuk Seri Saifuddin Nasution Ismail. He said that amendments to the Drug Dependants (Treatment and Rehabilitation) Act 1983 last year empowered the government to take measures against errant private centres. "We are taking action against the one in Negri Sembilan that involved a death. "If there are violations of National Anti-Drugs Agency's (AADK) guidelines, now we can take action. We couldn't before." Saifuddin was responding to a media report alleging that several unregistered private drug rehabilitation centres were operating in violation of AADK regulations. He said that amending the act was essential to ensure private rehabilitation centres comply with treatment standards. On July 18, the Dewan Rakyat passed the Drug Dependants (Treatment and Rehabilitation) (Amendment) Bill 2024. This is the first revision to the law in two decades, and it allows AADK to recognise voluntary treatment and rehabilitation services for drug addicts, including those provided by medical officers.

Home Ministry acts against private rehab centre after death in Negeri Sembilan
KAJANG: The Home Ministry has taken enforcement action against a private drug rehabilitation centre in Negeri Sembilan following a death at the facility. Minister Datuk Seri Saifuddin Nasution Ismail said the move was possible due to last year's amendment to the Drug Addicts (Treatment and Rehabilitation) Act, which now allows the government to regulate private rehab centres violating National Anti-Drugs Agency (AADK) guidelines. 'There was one case in Negeri Sembilan, which led to a death. Action has been taken. We couldn't take any action before, but now we can. This is one of the key benefits of the amendment,' he said during a press conference after launching the AADK i-DEEN programme. Saifuddin was responding to media reports alleging unregistered private rehab centres were operating against AADK regulations. He stressed that the legal amendment ensures proper treatment standards and safeguards residents' welfare to prevent future incidents. On July 18, the Dewan Rakyat passed the Drug Addicts (Treatment and Rehabilitation) (Amendment) Bill 2024, marking the first update to the law in two decades. The bill expands AADK's authority to recognise voluntary rehab services beyond those provided by medical officers. Regarding rehabilitation success rates, Saifuddin noted AADK's current recovery rate is nearly 80 per cent. 'The agency aims for an 80 per cent recovery target next year. We're at 78 to 79 per cent now. Achieving 80 per cent would be a strong success,' he added. - Bernama
