Presteigne residents to have say over former Kaye site plans

PLANNERS will meet with Presteigne residents next week following news that a derelict site in the town that once housed a car parts manufacturer could finally be developed.
After lying derelict for almost 15 years, the former Kaye Presteigne site could be transformed into an area that would include 61 homes, a healthcare facility and a retail store.
A pre-application consultation exercise has been carried out by Shrewsbury-based property consultants Berrys, with an outline planning application expected to follow soon.
Presteigne county councillor Beverley Baynham says she has now met with both Berrys and the applicant, in order to stress the importance of any future development to the town and its residents.
A drop-in event has been scheduled to take place next Monday, June 16.
'Following the pre-planning consultation for the Kayes site I met with the applicant and the planning agent last week where I impressed on them the importance of the proposed development on the community,' Cllr Baynham said on her Facebook page on Tuesday.
'I am pleased to say they have agreed to hold a drop-in session on Monday 16th June from 3pm at (the) East Radnor Day Centre building on Scottleton Street.
'This is your opportunity to tell them what you would and would not like to see progress to a planning application.'
Kaye Presteigne made parts for car engines, including steering and braking mechanisms, before entering administration in 2010.
The foundry, which was known more fondly as Kaye Alloys or simply as 'The Factory', closed in April 2011, with the loss of 100 jobs; 80 per cent of the company's workforce were thought to have lived in Presteigne.
Kaye Presteigne was formed in 2006, saving more than 130 jobs, after the former owners J L French went into administration.
There has been a foundry in Presteigne since the 1940s and its closure in 2011 brought down the curtain on more than 60 years of it being one of the largest employers in the area.
Soon after, the buildings were demolished and the site has lain dormant ever since.

Plans have been drawn up by Berrys on behalf of the site owners, Central & Country (Presteigne) Ltd.
'Whilst the site owners have sought to keep the site secure and tidy, the site is an eyesore, significantly detracting from Presteigne's townscape,' said Berrys, in a planning statement.
'As a consequence, while the site owners have sought to keep the site secure and tidy, the site can attract trespass, vandalism, fly tipping and other anti-social behaviour.'
It is envisaged that the proposed development will comprise of 61 houses in total, including 18 1-bed, 22 2-bed, 10 3-bed and 2 4-bed homes; and 3 1-bed, 5 2-bed and 1 3-bed bungalows, in addition to the healthcare and retail facilities.
'The initial application is an outline planning application, with all matters reserved aside from access in order to establish the principle of the proposed development,' continued the planning statement.
'A detailed scheme for the site, including layout, landscaping, detailed design and appearance has yet to be drawn up.'

Tata Steel has awarded the contract to Systems Group, a Maesteg-based engineering specialist, to refurbish its two continuous casters as part of its plan to transition to greener steel production. Ian Ellis, engineering project manager at Tata Steel and lead on the caster life-extension, said: "This is a hugely important project for Port Talbot and for Tata Steel's future in the UK. "The casters are where liquid steel – produced at more than 1,600 degrees Celsius – is solidified into slabs, ready for further processing." The continuous casters are essential to the steelmaking process, turning liquid steel from the planned Electric Arc Furnace (EAF) into solid slabs. The refurbishment is a key part of Tata Steel UK's £1.25 billion investment to reduce carbon emissions and move towards more sustainable steel production. The new EAF, expected to be operational by the end of 2027, is projected to cut carbon emissions at Port Talbot by around 90 per cent, equivalent to five million tonnes of CO2 per year. The refurbishment will allow Tata Steel to upgrade existing infrastructure instead of building new facilities, which the company says will save both time and money. Tata Steel plans to award further contracts in the coming months for electrical, mechanical, and process control system upgrades. Ryan O'Neill, managing director at Systems Group, said: "We are delighted to have been awarded this important contract by Tata Steel. "As a local company, we are proud to play a role in helping secure the future of steelmaking in South Wales. "This project not only supports the region's economy but also helps deliver cutting-edge, low-carbon steel production." The first phase of the project will replace more than 1.5 miles of pipework and two large water tanks.

Contract for £55m high school extension and renovation works awarded

A £55m contract has been awarded for renovation works and the construction of a new building at an Edinburgh high school. Belfast-based construction firm McLaughlin & Harvey has been contracted to build the extension to Trinity Academy in Leith and refurbish an existing Victorian building. Plans to renovate and expand the school have been ongoing for several years, with the first stage of the project – involving a new sports and recreation facility – opening in 2022. A ward councillor has said she is 'really pleased' with the planned improvements, and that she looks forward to the public space on the site that will be open to the community. The expansion of Trinity Academy, which is fed by three primary schools, will expand its capacity from 950 to 1,200. A planning application for the school's redevelopment was submitted by the council in October 2023. The original red sandstone Victorian building at the western end of the school, built in 1894, will be retained and undergo refurbishment. Meanwhile, several of the other structures on the site, built after the original building, will be demolished A new four-storey extension to the original building will be built in their place, with a red brick and metal exterior. Both the extension and the sports facility have been designed by architecture firm Holmes Miller, which has designed several primary schools in the city. LDRS Trinity Academy development Green councillor Kayleigh Kinross-O'Neill, who represents Forth ward, said: 'We're really pleased to see the next step of Trinity's expansion go ahead, as I know most parents and teachers are too. 'I'm especially looking forward to seeing the outdoor learning facilities and other wellbeing features that can be used by the wider community.' The works will be carried out in phases in order to allow teaching to continue while the works are under way. A temporary teaching space will be built to the south of the school, first allowing the teaching in two of the newer buildings on the site to be moved there. They will then be demolished, and the extension will be built in their place. The teaching in the two demolished blocks will then be moved back into the extension, and the teaching in the Victorian-era building will be moved out for it to be refurbished. Once the refurbishment is complete, all teaching will be returned to the new and refurbished parts of the site, and the three remaining buildings in the east of the site will be demolished, to be replaced with an outdoor space. The outdoor design at the site will integrate Trinity Academy's grounds with those of Trinity Primary, creating a unified campus within the community. The open space would be open to the public and feature outdoor teaching areas. Passivhaus standards were used in the design of the extension, which aims to keep the temperature of the buildings comfortable while using as little energy as possible. Builders McLaughlin & Harvey were also contracted to build the Wester Hailes High School, which is set to be completed in late 2026. Elsewhere in the city, they have built several structures for the University of Edinburgh, including the Nucleus student hub and a new building for the School of Engineering at the university's King's Buildings site. Between 2018 and 2022, the firm's waste subsidiary was locked in a legal battle with Revenue Scotland over landfill taxes. Barr Environmental Ltd operated two landfills in Scotland, including one in Ayrshire, as well as a plant to recycle waste. In 2021, Revenue Scotland slapped the firm with a £99m fine, saying it had wrongfully not paid landfill tax on materials recycled from the Ayrshire landfill to build walls on site. The company said that, because the materials were recycled, they should be exempt from the landfill tax. Recycling waste through their recycling plant was part of the firm's business model in the waste processing space, with the hope it would drive costs down for its local authority clients. A lower tribunal found against the firm, but Barr appealed to the Upper Tribunal and won, with a tribunal judge saying that 'there is nothing wrong with principle' with what the company did. Barr no longer operates waste facilities in Scotland, having pulled out of the sector ahead of the impending landfill ban. The contract was closed on March 19 and published on June 27.
