Morocco Emerging as Regional Financial Hub
Speaking to MAP on the sidelines of the 23rd Islamic Financial Stability Forum, recently held in Rabat, Shabsigh praised the progress Morocco has made in regulatory frameworks and in translating Sharia principles into practical financial mechanisms.
'We are impressed by the regulatory strides and the structured dialogue on Sharia compliance,' he said. 'These efforts are part of a broader strategy led by Bank Al-Maghrib to foster a robust and sustainable financial system.'
Islamic finance remains relatively new in Morocco but is expanding rapidly, he noted, supported by a legal framework covering banking, insurance, and capital markets.
'This regulation marks a major milestone in ensuring the safe and structured development of Islamic finance in the Kingdom,' Shabsigh added.
He highlighted the country's potential to expand its presence in the global Islamic finance industry, pointing to initiatives such as the introduction of sovereign Sukuk as particularly significant.
'To build investor confidence and improve financing conditions, Morocco should focus on establishing a strong domestic Sukuk market in dirhams,' he said. 'This would pave the way for future issuances in foreign currencies.'
Founded in 2003 and headquartered in Kuala Lumpur, the IFSB promotes the soundness and stability of the global Islamic financial services industry.

Morocco's Far-reaching Transformations, Fruit of Visionary Royal Leadership
The far-reaching transformations Morocco has undergone under the reign of His Majesty King Mohammed VI are enjoying "international recognition", said João Doria, former governor and mayor of the Brazilian megalopolis of São Paulo, stressing that they are the fruit of "visionary Royal leadership" combining tradition and modernity. In an interview with MAP-Brasilia on the occasion of the celebration of the glorious Throne Day, Doria highlighted the Kingdom's growing industrialization and the completion of world-class infrastructure, enshrining its status as a "reference" for foreign investors, such as the Tanger-Med port, "one of the most important on the continent", and the "Al Boraq" high-speed line, "the first of its kind in Africa". The businessman also highlighted Morocco's breakthrough in the field of clean energy, saying that the Noor solar complex had enabled the Kingdom to stand out as a "global model of energy transition". He also praised Morocco's "exemplary leadership" in the field of seawater desalination and the efficient and rational use of water resources, praising the progress achieved in food security, as the Kingdom has worked to modernize its agriculture to make it more resilient. 'Morocco, under the impetus of His Majesty the King, is facing global challenges with structured policies and sustained investments', he said. For João Doria, these achievements reflect 'Morocco's commitment to resilient development in line with the SDGs', thanks to the decisive role played by His Majesty the King in guaranteeing this 'long-term vision'. He further stated that Morocco is today 'a concrete model' of the success of well-managed reforms based on planning, dialogue and a forward-looking vision. In this sense, Doria felt that his country could draw inspiration from many aspects of the Moroccan model, such as industrial, educational and environmental policies, the strengthening of logistics infrastructure, the promotion of research and innovation, and the enhancement of cultural heritage. These are all aspects which, in his opinion, 'resonate strongly with the internal challenges facing Brazil'. 'For countries of the Global South, the Moroccan model is inspiring: development does not necessarily equate with disconnect, but can be achieved through renewal based on identity, stability and ambition', he mused. Referring to Morocco's unique position in the new geopolitical and economic dynamics, João Doria highlighted its 'privileged geostrategic location', recalling that the Kingdom plays an 'essential role as a link between continents' and promotes 'active diplomacy' focused on strengthening South-South cooperation. He cited the Royal Atlantic Initiative as 'a concrete example of this integration ambition', which could strengthen economic, cultural and logistical ties with Latin American countries. Morocco Viewed as 'Reliable Partner' and 'Model' of Strategic Vision
Peru perceives Morocco not only as "a reliable partner," but also as a model of stability, strategic vision, and constructive leadership, according to Peruvian Congresswoman Rosangella Barbarán. "From Peru, we observe with great admiration Morocco's modern, effective, and deeply humanistic diplomacy, which has made the country not only a trusted partner but also a model in a constantly evolving world," she told MAP-Buenos Aires on the occasion of the 26th anniversary of the enthronement of His Majesty King Mohammed VI. In this context, she welcomed the genuine structural transformation Morocco has undergone thanks to a sustained policy of investment in infrastructure, which has not only modernized the country but also redefined its regional and international positioning. "This transformation stems from His Majesty King Mohammed VI's strategic vision, aimed at strengthening the Kingdom's role as a bridge between Africa, Europe, and the Americas," the MP noted, adding that the most emblematic project they visited recently is undoubtedly the Tanger Med Port, a world-class logistics platform that has positioned Morocco as a maritime powerhouse. Another project that caught the Peruvian MP's attention is the high-speed rail line, the first of its kind in Africa. "Its design and execution in record time are truly impressive," she remarked. In the same spirit, she continued, Morocco has chosen to turn the city of Dakhla into a new maritime hub through the construction of the Dakhla Atlantic Port. This infrastructure will strengthen the Kingdom's integration with African and Latin American markets and reinforce the strategic role of the southern provinces as an intercontinental connection platform. She also noted that Morocco boasts a vast network of modern highways and international-standard airport infrastructure, making it the leading air hub on the African continent. On the diplomatic front, Barbarán emphasized that the Kingdom has emerged as a central and respected player in Africa, the Arab world, and globally, thanks to its proactive and dialogue-driven diplomacy. She stressed that Morocco has successfully balanced the firm defense of its national interests, particularly its territorial integrity, with an intelligent and constructive openness to the world. In this context, she noted that the autonomy plan presented by Morocco in 2007 to the United Nations to resolve the Sahara issue has received broad international support, with over 120 countries backing the proposal. These include key players such as the United States, Spain, France, the United Kingdom, and a growing number of countries across various continents, including Latin America. Barbarán also highlighted Morocco's commitment to strengthening multilateralism and building strong ties with Latin America, pointing out that Morocco's admission as an observer member of the Andean Community marked a significant step. This has been reinforced by its participation in other regional organizations such as the Latin American Parliament (Parlatino), the Andean Parliament (Parlandino), the Organization of American States (OAS), and the Pacific Alliance, among others. Regarding the status of women, she praised the empowerment process of women in Morocco, which constitutes one of the pillars of the deep legal and institutional reforms that have structurally and sustainably transformed the role of women in Moroccan society. "This entire process embodies Morocco's determined will to build an inclusive society, where women's leadership represents not only progress toward equality but also a driving force for social cohesion and the overall advancement of the Kingdom," Barbarán concluded. David Fischer: U.S.-Morocco ties offer example in Africa, Middle East
The strong and centuries-old ties between Morocco and the United States are an example of bilateral relationships in Africa and the Middle East, and can only get stronger going forward, former U.S. ambassador to Morocco, David Fischer, said. "When you think about Morocco and the United States, there can't be a better relationship in Africa [and] in the Middle East," Fischer told MAP on the occasion of the celebration of the Throne Day. This is a 'longstanding and strong' relationship, which is 'just going to be even stronger as we continue forth', Fischer said, adding that the 26th anniversary of the enthronement of HM King Mohammed VI 'really heralds a wonderful time between the United States and the Kingdom of Morocco.' Fischer said ties between Washington and Rabat reflect a 'long history of deep understanding of trade, of balanced relationships,' adding that 'that's what we build on to go forward.' The U.S. former ambassador hailed Morocco's efforts, under the leadership of HM the King, 'to export a peaceful faith, trying to take the world and calm it down and build on trusted friendships,' in a 'fractious' and 'broken' world that counts 'more fighting than we should have.' Turning to the achievements made in Morocco's Southern Provinces, the diplomat hailed the 'continued investment,' and the 'opportunities' they create. Fischer also noted Morocco's across-the-board progress during HM the King's reign, in fields such as healthcare, education and the business life. 'When you look at Morocco today (...) we are seeing much more opportunity for people than existed 30 years ago.' King Mohammed VI's reign, the ambassador summed, has seen 'strong focus on modernization, social reform, responsible leadership and religious moderation.' This, Fischer continued, has enabled the north-African country to be 'leading the region' and 'strengthened Morocco's role as a key player throughout Africa.' (MAP: 23 July 2025)
