Morocco Emerging as Regional Financial Hub
Speaking to MAP on the sidelines of the 23rd Islamic Financial Stability Forum, recently held in Rabat, Shabsigh praised the progress Morocco has made in regulatory frameworks and in translating Sharia principles into practical financial mechanisms.
'We are impressed by the regulatory strides and the structured dialogue on Sharia compliance,' he said. 'These efforts are part of a broader strategy led by Bank Al-Maghrib to foster a robust and sustainable financial system.'
Islamic finance remains relatively new in Morocco but is expanding rapidly, he noted, supported by a legal framework covering banking, insurance, and capital markets.
'This regulation marks a major milestone in ensuring the safe and structured development of Islamic finance in the Kingdom,' Shabsigh added.
He highlighted the country's potential to expand its presence in the global Islamic finance industry, pointing to initiatives such as the introduction of sovereign Sukuk as particularly significant.
'To build investor confidence and improve financing conditions, Morocco should focus on establishing a strong domestic Sukuk market in dirhams,' he said. 'This would pave the way for future issuances in foreign currencies.'
Founded in 2003 and headquartered in Kuala Lumpur, the IFSB promotes the soundness and stability of the global Islamic financial services industry.

HM King Mohammed VI Has Made Morocco A Leading Nation in Africa
His Majesty King Mohammed VI has led Morocco's democratic and economic development with wisdom, making the Kingdom "a leading country" on the African continent, according to Lord Henry Bellingham, former UK Foreign Office Minister for Africa. "It is fitting to pay tribute to His Majesty King Mohammed VI and his leadership, which has enabled Morocco to achieve remarkable democratic progress and emerge as a leading country across Africa," he stated in an interview with MAP on the occasion of the celebration of the Throne Day. Lord Bellingham highlighted the promising evolution of UK-Morocco relations, bolstered in particular by the close ties between His Majesty King Mohammed VI and His Majesty King Charles III. "In terms of trade, many opportunities have opened up between the UK and Morocco. This is largely due to the path laid out by HM King Mohammed VI," he added, noting that the two Kingdoms share many common features, including privileged relations with the world's major economies. Numerous sectors are open to strategic high-level partnership between the two nations, Lord Bellingham continued, underscoring the significance of the decision by Rabat and London to strengthen their bilateral ties. He also emphasized the cultural dimension of UK-Morocco relations, which adds further depth to the historic bonds that date back over 800 years. The former minister welcomed the recent decision by the United Kingdom to support the autonomy plan presented by Morocco to definitively resolve the regional conflict surrounding its territorial integrity. Support for the autonomy plan "is both an important and decisive decision," said Lord Bellingham, who also served as Minister of State at the Foreign Office responsible for Asia-Pacific. By viewing the autonomy plan as "the most credible, viable, and pragmatic basis" for resolving the Sahara issue, the UK is aligning itself with key allies that support Morocco's territorial integrity, including the United States, France, and Spain, he affirmed. "It is equally important to recall that several African countries have opened consulates in the cities of Laâyoune and Dakhla," Lord Bellingham observed. In his opinion, the opponents of Morocco's territorial integrity must face the facts and recognize the geopolitical shift in favor of the recognition of Morocco's sovereignty over its Sahara. Lord Bellingham, a member of the UK House of Lords, also praised the Atlantic Initiative launched by His Majesty the King, which aims to offer Sahel countries access to the Atlantic Ocean. This initiative will undoubtedly contribute to peace and stability in the region while paving the way for economic development and improved livelihoods, he said. Morocco launched the initiative, which, according to the British politician, is especially vital at a time when the world is witnessing alarming instability in the Sahel. He added that if any country exemplifies a stable democracy with modern institutions and a highly respected Monarchy, it is Morocco. "Morocco's efforts and initiatives for stability and economic development in the region further strengthen the Kingdom's credibility to lead change in the Sahel and across the region," Lord Bellingham concluded. Under HM the King's Leadership, Morocco Establishes Itself as Emerging Economic Power
The major strides made by Morocco under the leadership of His Majesty King Mohammed VI have enabled the Kingdom to enhance its international attractiveness and establish itself as an emerging economic power, said African Development Bank (AfDB) President Akinwumi Adesina. Thanks to its political stability and growing appeal, Morocco has succeeded in effectively mobilizing capital by diversifying its sources of financing, Adesina told MAP on the occasion of the celebration of the Throne Day. This positive momentum, he noted, has resulted in a significant increase in foreign direct investment (FDI), a sustained development of the capital markets, and greater reliance on international financing and public-private partnerships. He further recalled that over the past two decades, Morocco's gross domestic product (GDP) has doubled, alongside the development of world-class infrastructure that reflects the Kingdom's bold ambitions. In this regard, he cited landmark projects such as the Noor Ouarzazate solar complex, one of the largest in the world, the strategic ports of Tanger Med and Nador West Med, both major intercontinental maritime hubs, as well as Africa's only high-speed rail line. These achievements, he said, illustrate Morocco's emerging trajectory. Adesina also emphasized that substantial investments have been strategically directed toward high-potential sectors such as the automotive industry, digital economy, and renewable energy. These efforts have contributed to boosting the competitiveness of Moroccan companies, accelerating the diversification of national production, and multiplying the levers for sustainable growth across the Kingdom. Go Siyaha Expands Access to Boost Tourism Entrepreneurship in Morocco
Fez– The Moroccan Ministry of Tourism has announced three major updates to the Go Siyaha program, aimed at making it more accessible and impactful for tourism entrepreneurs across the country. These changes are designed to encourage investment, foster innovation, and generate new jobs in the sector. The new eligibility conditions will take effect starting Tuesday, July 22, 2025. According to the ministry, Go Siyaha has already supported 1,000 projects to date. With growing interest among young entrepreneurs and untapped potential in tourism, the program is now being adapted to meet the evolving needs of project holders. Key changes to the program The minimum investment threshold has been removed. One of the most significant updates is the removal of the minimum investment requirement of MAD 1 million. This change allows smaller projects, often led by young or first-time entrepreneurs, to qualify for funding and support. It also opens the door to a wider range of initiatives, including local cooperatives, guesthouses with cultural experiences, and community-based activity centers. 2. Investment support is now available for existing businesses. Previously, only newly established companies could apply for investment support under Go Siyaha. With this update, existing tourism businesses that are launching new entertainment or activity-based services will also be eligible. The ministry noted that this expansion will help leverage the experience of established businesses and speed up the development of high-potential projects. 3. Technical assistance now offered from start for new businesses. The program's technical assistance component, which was once limited to operational businesses, will now be made available from the very beginning of the project. New entrepreneurs will receive help with structuring their ideas, preparing funding applications, and building a solid foundation for their launch. This aims to address the common hurdles faced by newcomers and help them get off the ground faster. 'These improvements reflect our commitment to staying aligned with the real needs of tourism entrepreneurs,' said Fatim-Zahra Ammor, Minister of Tourism, according to MAP. She added that the changes are designed to allow more Moroccan talent to develop creative, regionally tailored tourism projects. The updated Go Siyaha program is part of the national tourism roadmap for 2023–2026. It aims to support 1,700 tourism businesses by 2026, focusing especially on developing tourism-related entertainment and diversifying Morocco's overall tourism offering. Through this more flexible and inclusive approach, the government hopes to create lasting impact within the tourism sector, stimulate innovation, and encourage investment at all levels.
