And while the child welfare committee (CWC) rules allow for the biological parents to stake claim to the child till up to two months from the day he/she is taken to the shelter home, even that appears unlikely as the parents are in Chanchalguda jail.
Clinic paid Rs 90k to biological parents for their newborn
They were among the eight arrested by Gopalapuram police on July 27 for various charges including cheating and forgery. Initial investigation reveals that the biological parents, originally from Assam and settled in Hyderabad, were paid Rs 90,000 by the fertility clinic in exchange for their newborn. The baby was handed over to the Hyderabad couple — complainants in the case — two days later. They were told the child was born through surrogacy and charged around Rs 35 lakh for it.

But after a DNA test rubbished the clinic's claim, the couple filed a police complaint and have since refused possession of the child.
'The couple feels that they have been deceived. They do not want the child since he is not biologically theirs,' said a senior official from the Telangana health, family and welfare dept. He added: 'Moreover, the facial features of the child are distinctly different from them as the child was born to a couple from another region.'
Repeated attempts to reach the complainants for a comment failed.
Officials at Sishu Vihar, meanwhile, said that the child will remain there until the police inquiry is completed. This is keeping with the Central Adoption Resource Authority guidelines, which govern the process of adoption in India.
'Once the inquiry is done, the CWC will issue public notification asking biological parents or relatives to come forward to claim the child.
This will be in force for two months,' said an official from the adoption cell of the WCD. They will also have to produce valid documents and meet eligibility criteria, such as a stable home environment, to establish their claim.
'But if no one comes forward during this period, the child will be declared legally free for adoption under the Juvenile Justice Act. At that point, the child will become eligible for adoption by prospective parents, following CARA's official guidelines,' the official added.

ED moves for restitution of attached properties of bank officials accused in Rs 560 crore fraud
Over 5 lakh depositors of Karnala Nagari Sahakari Bank, who lost their money due to the bank management's alleged Rs 560 crore fraud, are likely to soon get back their money as the Enforcement Directorate (ED) has restituted immovable properties worth Rs 386 crore to the competent authority for distribution of money among the depositors. The ED on Wednesday shared information on the restitution of the immoval properties to the competent authority. The central agency had provisionally attached assets under the Prevention of Money Laundering Act (PMLA) as the erstwhile chairman (of the bank) Vivekanand Shankar Patil, a three-term MLA from Panvel constituency from the Peasants and Workers Party of India, in connivance with other officials of the bank, siphoned off bank funds for private investments. The ED's money laundering case is based on the predicate offence registered by Panvel police in February, 2020, against Patil and 75 others. The accused persons involved the bank's vice chairman, CEO and 12 directors. In June 2021, the central agency arrested Patil in the case. It was alleged by the investigators that the chairman and other officials of the bank entered into criminal conspiracy and prepared 63 bogus loan accounts using forged documents without following the guidelines of RBI and standard banking norms and siphoned off Rs 560 crore for personal gains. When the ED carried out an investigation for money laundering, they found that the proceeds generated from the crime of forgery and cheating were diverted to various entities controlled by Patil and his relatives. 'He purchased various properties and assets using the funds siphoned off from Karnala Nagari Sahakari Bank Ltd. Such proceeds of crime (POC) were utilized for purchase of immovable properties at different locations in Raigad district,' the ED said in a statement. During their investigation, the ED identified and attached these properties worth Rs 386 crore in August 2021 and October 2023. The central agency has also filed a prosecution complaint (equivalent to chargesheet) on August 12, 2021, and the trial is underway. In the meantime, the liquidator appointed by RBI approached PMLA court for permission for restitution of properties. On July 22, the court passed an order to release the property at Karnala Sports Academy, Panvel, to the liquidator and put it for auction. The court also ordered the competent authority, MPID, to realise the land at Posari, Raigad by auction for distribution amongst the depositors, said the ED.

No helmet, no petrol in Indore district from Aug 1
Beginning August 1, two-wheeler riders without helmets will not be allowed to refuel at petrol pumps in Indore district, a move aimed at curbing violation of traffic rules, officials said. An order to this effect was issued on Wednesday. The order followed directions issued by the chairman of the Road Safety Committee of the Supreme Court and former judge Justice Abhay Manohar Sapre at a meeting held on Tuesday. Justice Sapre (retired) instructed that a campaign should be launched in Indore to ensure two-wheeler riders wear helmets and passengers fasten seat belts in cars. "In view of these instructions, we have issued a restrictive order stating that from August 1, two-wheeler drivers without helmets will not be given petrol at fuel pumps in the district," Indore district magistrate Ashish Singh told reporters. The violation of the order, issued under section 163 of the Indian Civil Security Code 2023, will attract legal action against the concerned petrol pump, which includes imprisonment up to one year or a fine up to Rs 5,000 or both. The Madhya Pradesh High Court recently expressed its displeasure over the blatant violation of traffic rules on the streets of Indore, stressing the need to take strict steps. Regional Transport Officer (RTO) Pradeep Sharma stated that 32 lakh vehicles, including about 16 lakh two-wheelers, were registered under various categories in Indore district since 1950. He said that approximately 21 lakh vehicles are currently running on roads in Indore district.>

Tamil Film actor Powerstar held by Delhi Police over Rs 5-cr loan fraud
New Delhi, Jul 30 (PTI) The Economic Offences Wing (EOW) of Delhi Police has arrested Tamil film actor and self-styled doctor S Srinivasan, popularly known as Powerstar, in connection with a Rs 5-crore loan fraud case, an officer said on Wednesday. Srinivasan, who had been evading trial since 2018 and was declared a 'proclaimed offender' twice, was arrested from Chennai, the Delhi Police said in a statement. According to the statement, the actor allegedly posed as a financier and duped a Delhi-based company of Rs 5 crore promising to secure for it a Rs 1,000 crore loan. The money was later found to have been diverted for film production and personal use. 'The accused had been absconding for several years and was finally apprehended on July 27 from Vanagaram in Chennai. He has been remanded to judicial custody," Deputy Commissioner of Police (EOW) Ravi Kumar said. According to the complaint, a private firm was allegedly cheated by a group of persons including Henry Lalremsanga, Deepak Banga, Anil Varshney, and Ramanuja Muvvala in 2010. 'These people claimed to be expert consultants capable of securing high-value funding for hotel and corporate infrastructure projects," said the DCP. They introduced the complainant to S Srinivasan, who introduced himself as the proprietor of a trading company and claimed he could secure the company a Rs 1,000 crore loan. As part of the deal, the complainant paid Srinivasan Rs 5 crore, ostensibly to purchase adhesive stamps (0.5 per cent of loan amount), a standard fee in such transactions. However, no loan materialised, and a post-dated cheque of Rs 5 crore, issued as security by Srinivasan, bounced due to insufficient funds, police said. During investigation, the officer said, police found that on December 27, 2010, a sum of Rs 5 crore was transferred to the account of the trading company and later moved to accounts controlled by Srinivasan and his wife. Of this money, he withdrew Rs 50 lakh and transferred the remaining amount to a joint account, from which a fixed deposit of Rs 4 crore was created. Officials said Srinivasan failed to provide any documentation to prove that he had purchased adhesive stamps, which revealed his fraudulent intent. 'He was first arrested during the course of investigation but later released on interim bail in 2013 after assuring the court that he would repay Rs 10 crore in 15 days. However, he only deposited Rs 3.5 lakh and went underground," said the officer. The actor was first declared a proclaimed offender in April 2016. Though re-arrested in March 2017 and granted bail in June the same year, he again absconded, leading to his being declared a PO a second time in November 2018. In their pursuit for him, police zeroed in on his location at Golden Treasure Apartment in Vanagaram in Chennai, and arrested the 64-year-old on July 27. Popularly known as 'Powerstar" in the Tamil film industry, Srinivasan has been associated with films as a comedian, producer, singer. He even projected himself as a politician. He holds a diploma in acupressure from a Chinese university, acquired through distance learning. His passion for cinema led him to establish a trading company in Chennai, through which he allegedly lured businessmen with promises of large bank loans. Srinivasan has acted in several Tamil films. Police said he is also named in six other cases in Chennai for similar offences.
