Over two million summonses unpaid, RM150 flat rate offer extended until Dec 31 as JPJ D-G warns of blacklisting

MELAKA, July 1 — The Special Compound Rate Payment Offer (flat rate) of RM150, which ended yesterday, has been extended until Dec 31, said Road Transport Department (JPJ) Director-General Datuk Aedy Fadly Ramli.
He said the extended offer applies to three categories of summonses — summonses issued under the Automated Awareness Safety System (AWAS) from October 2018 onwards, Notice 114 (notice to attend an inquiry), and Notice 115 (request for driver's details) issued in 2023 or earlier.
'As of yesterday, only 442,870 summonses have been settled under the Special Compound Rate Payment Offer (flat rate) introduced since Jan 2.
'According to our records, there are still 2.03 million unsettled summonses, with AWAS summonses being the highest at 1.54 million,' he said.
He was speaking to reporters after a Special Operation on the Use of Seat Belts on Express and Tour Buses, held at the Melaka Sentral Bus Terminal here today, which was also attended by JPJ Melaka director Siti Zarina Mohd Yusop.
Aedy Fadly said there are 311,866 outstanding summonses under Notice 114, and 171,321 under Notice 115.
He added that failure to settle any compoundable summonses — whether overdue or beyond the compound period — will result in the vehicle being automatically blacklisted by JPJ's system starting today.
'For example, beginning today, if an AWAS notice is not settled within 60 days of issuance, JPJ will blacklist the vehicle or the driver concerned.
'Except for around 100 companies with outstanding summonses, as announced by Transport Minister Anthony Loke last week, we are giving them a 14-day grace period until July 8... after that date, blacklisting will be enforced,' he said.
He therefore urged all members of the public with outstanding compoundable summonses for the three categories — previously set at RM300 — to settle them promptly before Dec 31.
The public can check and pay their summonses via the MyJPJ app, the MySIKAP Public Portal, JPJ kiosks, JPJ Mobile counters and JPJ service counters. — Bernama

Police also seized three mobile phones, two condoms, a tube of lubricant, a packet of wet wipes, a bath towel, and a hotel room access card. Rusdi said the couple began offering sexual services in June 2024. 'The suspects targeted customers who used the X app to market their pornographic videos, while Telegram was used as the main messaging platform to arrange prostitution services,' Utusan Malaysia quoted him as saying. He said the videos were sold at prices ranging from RM50 to RM150, while the sexual services were offered for RM450 to RM800 at a four-star hotel. 'It is believed the suspects earned up to RM6,400 a week,' he said. Rusdi said the husband was responsible for producing and promoting the explicit content, while the wife starred in the videos to help boost sales.

Federal Court rules in favor of IRB, reinstates RM1.8b tax assessment against Tenaga Nasional Berhad

PUTRAJAYA, July 2 — The Federal Court today allowed the Inland Revenue Board's (IRB) appeal to reinstate an additional tax assessment of RM1.8 billion against Tenaga Nasional Berhad (TNB) for the 2018 assessment year. A five-member panel chaired by Court of Appeal President Tan Sri Abang Iskandar Abang Hashim unanimously overturned the earlier decisions of both the High Court and the Court of Appeal, which had ruled in favour of TNB and quashed the IRB's tax assessment. The other members of the panel were Federal Court judges Tan Sri Nallini Pathmanathan, Datuk Zabariah Mohd Yusof, Datuk Rhodzariah Bujang and Datuk Abu Bakar Jais. No order as to costs was made, with the court noting that the matter involved issues of public interest. Delivering the court's judgment, Justice Rhodzariah held that TNB's claim for reinvestment allowance (RA) under Schedule 7A of the Income Tax Act 1967 (ITA) was misconceived and not in accordance with the provisions of the Act. She added that TNB ought to have applied for an investment allowance under Schedule 7B of the ITA, rather than seeking RA under Schedule 7A. She explained that the legislative intent behind Schedule 7A was to incentivise manufacturing companies to reinvest in their existing operations in Malaysia. In contrast, Schedule 7B provides for investment allowance incentives specifically tailored to companies in the services sector, as approved by the Minister of Finance. Justice Rhodzariah further noted that TNB is authorised to impose a service charge under the Service Tax Act 2018, which reinforces its status as a service provider. As such, the court found that TNB falls within the ambit of the services sector and is therefore subject to Schedule 7B, not Schedule 7A. The IRB argued that TNB, as a utility provider, does not qualify as a manufacturer and is thus not entitled to the RA granted to entities engaged in manufacturing activities. On July 21, 2020, TNB filed a judicial review application seeking, among others, to quash the IRB's decision dated July 13, 2020, which had disallowed its RA claim amounting to RM1,812,506,384.64. The company also sought a declaration that it was entitled to claim the RA under Schedule 7A of the ITA. TNB had included its RA claim for the year of assessment 2018 in its tax return. However, the IRB informed the company that the claim had been disallowed in a letter dated July 3, 2020. Subsequently, on July 13, 2020, the IRB issued a notice of additional assessment against TNB for RM1,812,506,384.64 in tax. TNB then initiated judicial review proceedings to challenge the assessment. In February 2022, the High Court allowed the application and set aside the IRB's additional assessment for the year 2018. The Court of Appeal, in a decision delivered in May 2023, affirmed the High Court's ruling. Despite the dispute, TNB has already paid the assessed sum. At today's hearing, the IRB was represented by Datuk Dr Cyrus Das and senior revenue counsel Ashrina Ramzan Ali, while counsels Datuk D. P. Naban and S. Saravana Kumar appeared for TNB. — Bernama

KUALA LUMPUR, July 2 — Two individuals escaped unhurt after a tree fell onto their vehicles near Jalan Pipato in Butterworth this morning. In the 8.45am incident, a large tree collapsed and struck a Volvo trailer truck and a Toyota Vios that were at the scene. Penang Fire and Rescue Department (JBPM) assistant operations director John Sagun Francis said they received a distress call at 8.45am, prompting a rescue team from the Butterworth Fire and Rescue Station to be deployed. 'The lorry driver is a local man, while the Toyota Vios was driven by a woman. Both were unharmed,' he told Kosmo! today. He added that firefighters carried out cutting and clearing operations using special equipment such as chainsaws, with assistance from the Seberang Perai City Council (MBSP) and the Royal Malaysia Police (PDRM).
