Minister Says Motorists Save 83% From Toll Hike Delay

Class 1 highway users would have had to fork over up to 83 per cent more on tolls along 10 highways if the government had not postponed rate hikes this year.
Addressing the Dewan Rakyat, Works Minister Datuk Seri Alexander Nanta Linggi said the impact on motorists would have been 'significant', noting there is a huge gap between the toll rates charged and the ones stipulated in concession deals.
'The quantum of toll rate hikes for Class 1 vehicles under the concession agreements for the 10 highways involved ranges from 50 sen to RM4.56, or an increase of between 79 per cent and 83 per cent,' he said in Parliament here today.
He was responding to a question about the implication on highway users if the government did not postpone the rate hike increase for 2025, as announced by Prime Minister Datuk Seri Anwar Ibrahim on July 23.
The 10 highways are the Cheras-Kajang Expressway, KL-Kuala Selangor Expressway, New North Klang Straits Bypass, Senai-Desaru Expressway, East Coast Expressway Phase 2, South Klang Valley Expressway, Sultan Abdul Halim Mu'adzam Shah Bridge, Duta-Ulu Kelang Expressway, Maju Expressway (MEX), and Butterworth Outer Ring Road.
Alexander said that for highways with an open toll system, users save between 50 sen and RM4.56 for Class 1 vehicles, RM1 to RM6.80 (Class 2), RM1.40 to RM15.30 (Class 3), 20 sen to RM1.90 (Class 4), and 20 sen to RM5.70 (Class 5).
For closed toll system, users will save from 3.36 sen/km to 5.99 sen/km (Class 1), 2.4 sen/km to 8.98 sen/km (Class 2), 3.6 sen/km to 11.98 sen/km (Class 3), 1.68 sen/km to 3.01 sen/km (Class 4), and 3.36 sen/km to 6.86 sen/km (Class 5).
Class 1 covers private vehicles with two axles, Class 2 small goods vehicles, Class 3 large trucks with three or more axles, Class 4 taxis, and Class 5 buses.
Citing an example, Alexander said a Class 1 vehicle user commuting to work via the Putrajaya Toll Plaza on the MEX would enjoy savings of RM6.80 for a round trip, which amounts to RM136 for 20 working days a month, or RM1,632 a year.
'However, to ease the people's burden, the Madani government, out of concern for the rising cost of living, has agreed to postpone toll hikes,' he said, adding that the freeze will benefit over 941,000 highway users.
Alexander said as a result of postponing the toll hikes for 10 highways, the government will bear an estimated RM568.92 million for concessionaires, although this is subject to actual traffic volume and operating audit.
In response to a supplementary question on whether the federal government intends to abolish tolls altogether, the minister said it would be extremely difficult to implement as it would cost billions of ringgit to just maintain highways.
Doing so would mean lower funds for states like Terengganu, Kelantan, Sabah and Sarawak, where drivers are not frequent toll users, he added.
'What I can say is that once concessionaires recover their returns on investment, we can lower toll rates. That is more practical and realistic,' Alexander said. Related

KUALA LUMPUR, Aug 4 — Dewan Rakyat Deputy Speaker Datuk Ramli Mohd Nor has proposed that the government offer covert incentives to civil servants who expose internal misconduct at immigration entry points, including practices such as 'counter setting,' to curb corruption at the country's borders. Ramli suggested that whistleblowers with inside information on manipulation or abuse of power should be rewarded under administrative rules or legal provisions. 'Why not consider giving rewards, like giving them a thousand ringgit or two thousand covertly? This is done in criminal investigations. It could work in this case too,' he said in the Dewan Rakyat today. He said only those directly involved or close to such misconduct would have access to such information. 'Nothing is ever exposed unless the information comes from those directly involved or their close associates,' he said. 'This isn't about betraying friends, it's about protecting the country and the people,' he added. During the same session, Home Minister Datuk Seri Saifuddin Nasution Ismail said the government is ramping up efforts to stamp out border manipulation tactics such as counter setting, flying passports, phantom travellers and U-turns, describing them as acts that severely damage the credibility of Malaysia's immigration and border control agencies. He said measures being implemented include digitalisation, the use of body-worn cameras, advanced passenger screening systems, and integrity awareness programmes. Saifuddin said 635 autogates will be installed at 123 national entry points under the Entry/Exit Gateway Processing System (EGPS), including at KLIA Terminals 1 and 2, the Sultan Abu Bakar Complex, the Sultan Iskandar Building, and airports in Kuching, Kota Kinabalu and Penang. The rollout is expected to be completed by March 2028. 'These autogates will reduce direct officer interaction, as screenings will rely on biometric data, facial recognition and iris scans,' he said. Saifuddin also said immigration officers at major entry points, particularly KLIA, are currently undergoing a proof-of-concept phase for body-worn cameras. The ministry plans to deploy 614 units by September to enhance transparency and prevent misconduct. He added that Malaysia will soon implement an Advanced Passenger Screening System and an Advanced Passenger Information (API) system in partnership with the Royal Malaysia Police, Malaysia Airports Berhad and the Aviation Security Force. The API pilot will begin with 10 of the 56 airlines operating in Malaysia by the end of this year, allowing authorities to access detailed passenger data before arrival and strengthen pre-emptive screening efforts. According to Saifuddin, 26 officers were dismissed in 2024 and eight in 2023 under Section 37 of the public service regulations, all involving serious misconduct. Separately, 50 other cases involving phantom manipulation were referred to the Malaysian Anti-Corruption Commission (MACC), with two individuals already charged in court. He reiterated the government's zero-tolerance policy in addressing such abuses.

KUALA LUMPUR, Aug 4 — Works Minister Datuk Seri Alexander Nanta Linggi has reportedly said his ministry needs up to RM4 billion annually to properly maintain federal roads, but typically receives only around 30 per cent of that amount in yearly budget allocations. According to Berita Harian, Nanta said that the funding gap makes it difficult for the ministry to ensure all roads under its care are adequately maintained. 'If possible, we hope that gap can be narrowed because we need more funds for this purpose,' he was quoted as saying during a Borak Harini podcast episode yesterday. Nanta reportedly added that the RM4 billion is needed not only for repairs, but also to rebuild ageing road infrastructure. In the 2025 federal budget, the Works Ministry received RM10.35 billion in total, marking a nine per cent increase from 2024. Nanta also reportedly said that KKR plans to implement the Multi-Lane Fast Flow (MLFF) system to streamline toll payments, though a timeline has yet to be set.
