
Maharashtra: Cabinet nod to develop Phase 1 of Virar-Alibaug corridor on BOT Model
The state government has decided to scrap the previous bids floated for the project as the rates of construction bids for its first phase have sharply inflated.
The corridor is one of the largest road infrastructure projects in the MMR and is designed to serve as an important route for vehicles entering Maharashtra from Gujarat and North India.
It will provide direct connectivity to the Jawaharlal Nehru Port Trust (JNPT), decongesting existing routes through Thane and Palghar districts and easing traffic in the suburbs.
Initially, the MSRDC had floated tenders worth Rs 19,334 crore for the construction of the first phase, split into 11 packages. However, contractors quoted 36 per cent higher rates than expected, inflating the cost to Rs 26,000 crore.
Even after detailed scrutiny by Veermata Jijabai Technological Institute, comparison with central and state rate books, and prolonged negotiations, the final cost remained close to Rs 25,000 crore, prompting sharp criticism and stalling of approvals.
Compounding the problem was the difficulty in raising funds for the project.
After considering all these aspects, in March 2025, Chief Minister Fadnavis recommended adopting the BOT model to reduce the financial burden on the state.
Under this model, a private developer will build and operate the corridor for a concession period, recover its investment via toll or user charges, and eventually transfer the asset back to the government.
The MSRDC had submitted a revised proposal in April for adopting the BOT model, which has now been approved. The tender floated earlier will now be scrapped.
The first phase of the corridor spans 96.41 km, connecting Navghar in Palghar district to Balavali in Pen taluka.
The Virar-Alibaug corridor is designed to significantly improve regional connectivity by linking the JNPT and the upcoming Navi Mumbai International Airport with key national highways and expressways. These include NH-48 (Mumbai-Ahmedabad), NH-848 (Mumbai-Agra), NH-61 (Kalyan-Murbad-Nirmal), as well as the Mumbai-Pune Expressway, Mumbai-Vadodara Expressway, and the Mumbai-Goa National Highway, among others.
The corridor will pass through Vasai, Bhiwandi, Kalyan, Ambernath, Panvel, Uran, Pen, and Alibaug, offering a crucial alternative route to decongest Mumbai and promote planned urban expansion.
To facilitate the project, the Cabinet approved a financial provision of Rs 22,250 crore for land acquisition, along with Rs 14,763 crore towards interest, bringing the total estimated budget for Phase 1 to Rs 37,013 crore.
Land for Tribal Industrial Cluster
The Cabinet also approved the transfer of 29 hectares and 52 acres of land at Jambutke village in Nashik district to the Maharashtra Industrial Development Corporation (MIDC) for the development of a Tribal Industrial Cluster.
This decision aims to provide land plots to aspiring entrepreneurs from the tribal community to help them set up industries. The move is expected to boost employment opportunities and economic development in tribal areas.
As per the decision, the identified land in Jambutke will be officially handed over to MIDC for the establishment of the cluster, which is part of the state government's broader strategy to promote inclusive growth and empower tribal populations through industrial development.

Banaskantha: Gujarat Chief Minister Bhupendra Patel on Thursday inaugurated and laid foundation stones for development projects worth Rs 358.37 crore in Banaskantha district. Speaking at a public gathering in Suigam near Nadabet, the CM emphasised the government's resolve to transform border villages into engines of growth and tourism. "Where once there was barren land, we now see emerging tourism hubs, thanks to sustained efforts in water connectivity and grassroots infrastructure," said Patel, adding that the benefits of development are now reaching the last mile. Patel launched new projects worth Rs 55.68 crore and highlighted Gujarat's focus on health, education, water management, and green initiatives, pointing to Prime Minister Narendra Modi's campaigns like 'Catch the Rain' and 'Ek Ped Maa Ke Naam' as timely responses to global warming and environmental degradation. 'In Gujarat, every district now has a medical college, and over 7,000 new doctors are being trained annually. Citizens are now receiving free medical treatment up to Rs 10 lakh under schemes like Ayushman Bharat,' Patel said. He also acknowledged the success of the Amrit Sarovar Mission, noting that Gujarat exceeded its target by constructing more than 75 reservoirs in each district, with over 30,000 recharge wells completed in Banaskantha alone through a partnership with Banas Dairy. Gujarat Assembly Speaker Shankarbhai Chaudhary, who also addressed the event, praised the CM's leadership and recalled how Banaskantha - once seen as underdeveloped - has now become a model for rural rejuvenation and border tourism. He emphasised the role of schemes like school enrolment drives, girls' education campaigns, and Gunotsav in transforming education in the district. "Banaskantha topped the state in this year's Class 10 and 12 results - a moment of pride for all of us," he said. Industries Minister Balvantsinh Rajput, the district in charge, noted that the government had allocated Rs 7,200 crore to Banaskantha in the past three years, facilitating job growth through cooperative institutions like Banas Dairy and new GIDC estates across Talukas. Highlighting Gujarat's strong fiscal management, Patel attributed the state's progress to transparent governance and long-term planning - a legacy, he said, initiated by Narendra Modi during his tenure as Gujarat's Chief Minister. In a symbolic gesture, the Jay Bhole Group from Ahmedabad gifted the CM a replica of 51 Shakti Peeths and a Shri Yantra made from sacred soil. Citizens also warmly welcomed the recent approval of the new Vav-Tharad district, viewing it as a step toward better administration and local development. The event witnessed the presence of several state dignitaries and local MLAs, including Swarupji Thakor, Praveen Mali, Aniket Thakor, Keshaji Chauhan, and Mavji Desai, along with District Collector Mihir Patel, DDO M.J. Centre approves Aqua Line extension to Bodaki MMTH, project to be completed in 3 years
Noida: In a major boost for urban connectivity in the NCR region, the Central government has approved the extension of the Noida Metro's Aqua Line from Depot Station to the upcoming Multimodal Transport Hub (MMTH) at Bodaki. The project is slated to be completed in three years. The Detailed Project Report (DPR) for the extension was earlier cleared by the Uttar Pradesh Cabinet. With the Centre's nod, the Noida Metro Rail Corporation (NMRC) will now proceed with construction. The proposed 2.6 km extension will include three stations -- the existing Depot Station, and two new stations at Junpat Village and Bodaki. The Bodaki MMTH is being developed as a major transit hub, integrating an interstate bus terminal (ISBT), railway station, and local bus stand -- aimed at strengthening multi-modal connectivity across the region. The project will use standard gauge (1,435 mm) tracks and a 25 kV AC overhead traction system, supported by SCADA controls. A topographical survey has already been completed, and geotechnical investigations are underway. The total cost of the project is estimated at Rs 416.34 crore. It will be implemented by the NMRC through a Special Purpose Vehicle (SPV) structure. The funding model includes 20 per cent contribution from the Central government (Rs 70.59 crore); 24 per cent from the UP government (Rs 91.08 crore); 60 per cent from domestic loans/NCR Planning Board (Rs 211.80 crore); PPP and land components (Rs 10.44 crore + land cost). The revised DPR for the Aqua Line extension from Sector-51 (Noida) to Knowledge Park V (Greater Noida) was approved by the UP government on November 29 last year and later forwarded to the Centre. It was presented in the 94th meeting of the Network Planning Group (NPG) and has received in-principle approval. It will now proceed to the Public Investment Board (PIB) for final clearance. Another DPR -- for a new corridor between Sector-142 and Botanical Garden in Noida -- was approved by the state government on June 28, 2024, and sent to the Union Ministry of Housing and Urban Affairs on July 2. It was reviewed in the 90th NPG meeting and has also received an in-principle recommendation.
