NEV Policy 2025-30: Honda to roll out Pakistan's first E-scooter

KARACHI: Atlas Honda Limited has announced plans to introduce an electric scooter specifically designed for the Pakistani market during the current fiscal year.
The announcement was made through an official notice to the Pakistan Stock Exchange (PSX) on Tuesday, marking a significant step for the company as it ventures into the electric vehicle segment amid the federal government's launch of the National Electric Vehicle (NEV) Policy 2025-30.
According to the company's communication with the PSX, Atlas Honda is actively working with regulatory authorities to secure necessary approvals and complete quality and road testing before the official market rollout. The company stated its intention to launch the electric scooter before the fiscal year concludes.
While the official name of the model has not yet been disclosed, strong market speculation surrounds the 'BENLY e' scooter, which the company had previously introduced during a soft launch event at its Sheikhupura factory in 2023. Originally developed by Honda Motor Co. in Japan for business-use deliveries, the BENLY e scooter features a compact electric system, a spacious rear cargo deck, and a reverse-assist function, making it particularly suitable for congested urban areas in Pakistan.
Atlas Honda's entry into the electric two-wheeler segment comes at a time when the government has formally embarked on a determined push to shift Pakistan towards sustainable transportation solutions. The NEV Policy 2025-30, unveiled last Thursday by Special Assistant to the Prime Minister on Industries and Production Haroon Akhtar Khan, sets ambitious targets, including ensuring that 30 percent of all new vehicles sold in the country by 2030 will be electric.
The policy is expected to generate substantial economic and environmental benefits, including savings of 2.07 billion litres of fuel annually, equivalent to nearly one billion dollars in foreign exchange, and a reduction in carbon emissions by 4.5 million tons per year.
An initial subsidy of nine billion rupees has been allocated for the fiscal year 2025-26 to facilitate the introduction of over 116,000 electric bikes and more than 3,000 electric rickshaws. Notably, a quarter of this subsidy is earmarked for women, with the government positioning electric mobility as a safer, affordable, and eco-friendly option for female commuters in urban centres.

KTrade expected the mixed trend to persist, with heightened volatility due to futures rollover and the ongoing earnings season, which may keep sentiment cautious. Among key negative contributors were Engro Holdings, HBL, MCB Bank, and Pakgen Power. Some 39 shares rose while 60 fell, with Bank AL Habib (+1.95%), Mari Petroleum (+1.04%), and Hub Power (+0.87%) being the key contributors to index gains. In contrast, Engro Holdings (-1.23%), Habib Bank (-1.23%), and Pakgen Power (-6.8%) were the biggest drags. During the trading session, PIA Holding Company (-1.2%) saw pressure as the airline's buyer would be required to invest Rs70 billion over five years under the revised business plan. Pre-qualified bidders are set to begin site visits and expert sessions from next week, AHL said. In addition, the State Bank of Pakistan's monetary policy announcement is scheduled for July 30. Among corporate announcements, Systems Ltd (+0.91%) was considering a potential acquisition in the IT and IT-enabled services space. AHL expected the market outlook to remain positive, with focus still on 140,500 this week. Overall trading volumes increased to 656.6 million shares compared with Tuesday's tally of 629 million. Traded value stood at Rs32 billion. Shares of 483 companies were traded. Of these, 211 stocks closed higher, 243 fell, and 29 remained unchanged. WorldCall Telecom topped the volumes chart with trading in 55.4 million shares, rising Rs0.08 to close at Rs1.54.

Key stakeholders of Mitchells Fruit Farms Limited (MFFL), including the Babar Ali Foundation—founded by the company's Chairman, Syed Babar Ali—and IGI Investments (Private) Limited, have divested their entire shareholding in MFFL to CCL Holding (Private) Limited. IGI Holdings, the parent company of IGI Investments, disclosed the development in its notice to the Pakistan Stock Exchange (PSX) on Wednesday. 'We have received intimation dated July 23, 2025 from a substantial shareholder of the company i.e. Babar Ali Foundation that the foundation and members of its board of governors have sold their respective shareholdings of 2.43% and 0.70% in Mitchells Fruit Farms Limited (Mitchells) to CCL Holding (Private) Limited at a negotiated price of Rs232.75/share on July 23, 2025,' read the notice. Similarly, IGI Investments has also sold its entire shareholdings of 3.72% in Mitchells to CCL Holding (Private) Limited at a negotiated price of Rs232.75/share on July 23, 2025, under applicable corporate and regulatory approvals, it added. CCL Holding is a holding company of a wholly-owned subsidiary, CCL Pharmaceuticals (Pvt) Limited, which is principally engaged in the manufacturing and marketing of branded generic pharmaceuticals and consumer health products. Meanwhile, Mitchell's Fruit Farms Limited, a Pakistani manufacturer of farm and confectionery products, has a history that dates back to 1933. After Independence, the company's name was changed from Indian Mildura Fruit Farms to Mitchells Fruit Farms Limited. The company went public in 1993 and was listed on the stock exchange in 1996. The principal activity of the company is the manufacturing and sales of various farm and confectionary products, including beverages, ketchups and sauces, preserves, ready-to-cook and ready-to-eat food range, etc. Earlier in May, MFFL entered into a Share Purchase Agreement with CCL Holding (Private) Limited.

The Pakistani rupee registered marginal improvement against the US dollar, appreciating 0.07% in the inter-bank market on Wednesday. At close, the currency settled at 284.76, a gain of Re0.21. On Tuesday, the currency settled at 284.97. Internationally, the US dollar was on a shaky footing against the yen on Wednesday, having lost ground overnight, after US President Donald Trump announced a trade deal with Japan ahead of an impending tariff deadline. The US currency has been one of the biggest losers since Trump announced sweeping tariffs on trading partners on April 2, only to delay and suspend most of the duties as his administration sought bilateral trade deals. In a post on Truth Social, Trump said that a tariff rate of 15% was set on imports from Japan, down from the 25% rate that was expected to take effect from August 1, and added that the Asian nation will invest $550 billion in the United States. The dollar was largely flat at 146.61 yen, having slid 0.5% in the previous session. The dollar index, which tracks the greenback against major peers, was little changed at 97.430 after a three-day decline. The gauge has lost 6.6% since Trump's 'Liberation Day' tariff announcement on April 2. US Treasury Secretary Scott Bessent said on Monday the administration is more concerned with the quality of trade agreements than the timing. Oil prices, a key indicator of currency parity, steadied in early trading on Wednesday after falling for three consecutive sessions as a US trade deal with Japan signalled progress on tariffs and a poll showed US crude stockpiles fell last week, indicating stronger demand. Brent crude futures rose 33 cents, or 0.48%, to $68.92 a barrel by 0023 GMT. US West Texas Intermediate crude futures rose 33 cents, or 0.51%, to $65.64 per barrel.
