Shura panel reviews proposal to set cap on work permits

A proposed change to Bahrain's labour law that would compel the government to set a cap on work permits has been passed to the Shura Council's Bureau for possible debate in the next session.
The Services Committee, headed by Dr Jameela Mohammed Redha Al Salman, held talks with representatives from the Labour Ministry and the Labour Market Regulatory Authority (LMRA), including its chief Nibras Mohammed Talib.
At the centre of the draft law is a shift from allowing discretion to requiring the Labour Ministry to state the highest number of permits the authority can issue within a certain period.
National plan The figure would be written into the national plan, covering all sectors and types of work.
MPs from the elected chamber had originally submitted the proposal. The Shura committee's meeting focused on the legal and practical worth of making such a cap compulsory.
Rigidity Views were exchanged on whether such a move would help regulate the market or end up adding unnecessary rigidity. Members put forward questions on how such limits might work in practice, and how they would affect the current way permits are managed.
The committee has now prepared its report and handed it over to the Bureau for the next step in the legislative process.

Leading the Kingdom's delegation, Yousef Abdullah Al-Hamoud, Undersecretary for Financial Affairs at the Ministry of Finance and National Economy, held meetings with bank executives and other high-level officials to expand Bahrain's role in the region's infrastructure development map. Strategic engagement On the sidelines of the summit, Al-Hamoud met with Konstantin Lemtovsky, Chief Investment Officer at AIIB, and Junjing Wang, CEO of the Multilateral Cooperation Center for Development Financing. The discussions focused on enhancing joint cooperation and unlocking new opportunities for financing infrastructure, energy, and logistics projects in Bahrain. The summit, inaugurated by Li Keqiang, Premier of the State Council of China, brought together ministers, investors, and international organisations to address development challenges through strategic partnerships and sustainable infrastructure funding.
