Shura panel reviews proposal to set cap on work permits

TDT | Manama Email : editor@ A proposed change to Bahrain's labour law that would compel the government to set a cap on work permits has been passed to the Shura Council's Bureau for possible debate in the next session. The Services Committee, headed by Dr Jameela Mohammed Redha Al Salman, held talks with representatives from the Labour Ministry and the Labour Market Regulatory Authority (LMRA), including its chief Nibras Mohammed Talib. At the centre of the draft law is a shift from allowing discretion to requiring the Labour Ministry to state the highest number of permits the authority can issue within a certain period. National plan The figure would be written into the national plan, covering all sectors and types of work. MPs from the elected chamber had originally submitted the proposal. The Shura committee's meeting focused on the legal and practical worth of making such a cap compulsory. Rigidity Views were exchanged on whether such a move would help regulate the market or end up adding unnecessary rigidity. Members put forward questions on how such limits might work in practice, and how they would affect the current way permits are managed. The committee has now prepared its report and handed it over to the Bureau for the next step in the legislative process. It's Friday the 13th, the EuroMillions jackpot has officially hit £208 million, and hopeful players across the UK are rushing to get their tickets in for what could be the most exciting draw of the year. But while most of us are banking on just one or two lucky numbers, there's a deal doing the rounds that gives you 500 entries for just £9 – and it's quickly going viral. It's part of a Wowcher syndicate that lets you join hundreds of other players and massively increase your odds, with winnings split between the group if any of the lines hit a prize. You can still grab the Wowcher 500-line syndicate deal for £9 here – but it's only available for a limited time before tonight's draw: According to Wowcher, more than 100,000 people have snapped up the deal in recent days, with hundreds more joining by the hour as tonight's £208m draw approaches. It's clear this isn't just a fringe offer – it's turning into a full-blown stampede as would-be winners try to stack the odds in their favour. The syndicate surge follows a run of multiple rollovers that have pushed the EuroMillions jackpot to its legal cap – meaning it cannot go any higher. If no one wins the main prize this evening, the money will be shared among lower-tier winners, making even partial matches worth a fortune. That prospect has turned tonight's draw into one of the most anticipated in years. Whether you believe in Friday 13th luck or not, one thing's for sure: £9 for 500 chances is a smarter play than just crossing your fingers with a single ticket.

Congress renames press gallery in U.S. Capitol after Frederick Douglass

WASHINGTON — The House will rename several rooms inside the House press gallery at the U.S. Capitol to honor abolitionist Frederick Douglass after a resolution was passed by voice vote on Monday. Lawmakers approved the measure, co-sponsored by Utah Rep. Burgess Owens, to formally rename the space the Frederick Douglass Press Gallery in recognition of Douglass' contributions to journalism and civil rights. It's a major move for the gallery, which acts as a hub for dozens of outlets serving local, national and international audiences. 'Frederick Douglass rose from slavery to become one of America's greatest champions for liberty and equality,' Owens, the only Black member of Congress from Utah, said in a statement earlier this year. 'Through faith, self-discipline, and relentless determination, he transformed not only his own life but also the conscience of an entire nation. Renaming the U.S. House of Representatives Press Gallery in his honor is a lasting tribute to a man who advanced the fight for freedom in these very halls.' Douglass made history as the first Black member of the congressional press galleries in 1871 as he reported for primarily Black audiences on the Reconstruction Era, during which Congress debated and established the legal status of Black Americans, such as citizenship and voting rights. Douglass himself escaped from slavery in 1838. Douglass worked in the press galleries currently in use by modern journalists as he reported on the passage of the 13th, 14th and 15th amendments, which abolished slavery, granted birthright citizenship to slaves and gave Black citizens the right to vote. The amendment was led by Rep. Byron Donalds, R-Fla., who said he wanted to 'honor a man whose character embodied the best of Americans.' 'He was born into slavery in 1818 and escaped bondage in 1830. He built a life dedicated to truth and justice,' Donalds said in a floor speech on Monday. 'He launched the North American Star using his own money, giving voice to the voiceless in the years before the Civil War.' Douglass ultimately founded and partially owned four newspapers, including The North Star, Frederick Douglass's Paper, Douglass's Monthly and New National Era. The amendment was also co-sponsored by Reps. Andre Carson, D-Ind., Steven Horsford, D-Nev., Wesley Hunt, R-Texas, and John James, R-Mich. — all Black members of Congress. The proposal garnered bipartisan support and passed with minimal debate. It's not yet clear when the official name change will occur, as the resolution must be signed by House Speaker Mike Johnson, R-La., before it can take full effect.
