Schools open in Kashmir; govt open to re-adjust school timings: J&K education minister

Schools across Kashmir opened on Tuesday after 15-day summer vacation even as education minister Sakina Itoo said that they are again looking into changing the school timings. From early morning, the students rushed to their schools amid relatively pleasant weather conditions owing to heavy rains on Monday evening which brought relief in the heatwave prevailing in the region for the past over a month.
'The school started on a pleasant note. The weather was good and we also returned early as the schools closed before noon,' said Ansha Bilal, a Class 7 student in central Kashmir.
The government had Monday decided not to extend the summer vacation but had changed the school timings - 7.30 am to 11.30 am in municipal areas and 8 am to 12 pm outside municipal limits - owing to hot weather conditions.
Talking to the media on Tuesday, education minister Sakina Itoo said that the decision to stick to the new timings was not final. 'The schools opened today. However, I got many calls about the change in timings. These new timings are not final. If we think that it needs further modification, we can do that. The decision is not yet final,' she said.
'If people are demanding for a change in timings, we will adjust that demand. People need not to worry- neither the parents nor the students,' she said.
However, the minister was concerned about the completion of the syllabus. 'Our issue is that students have to complete the syllabus for the November (exam) session. That is why we are concluding the vacations so that students can study and complete the syllabus. It is mid July already and we have just two months left after which exams will start from October. The effort is that the students of J&K study well and shine across the country,' she said.
The weather experts say that the weather this season has been unusually hot owing to less snowfall in winter, dry weather in spring and absence of monsoon moisture currents over Kashmir in summer.
Itoo had said on Monday that the students will also be imparted online classes once they reach home with the exception of primary (1 to 5) classes.
Parents also questioned about the efficacy of online classes. 'These decisions seem to be made in AC rooms, without considering the real challenges faced by both faculty and students,' said Afshan Ashai.
However, the J&K private schools association, which has been advocating for early morning school timings, stated that the high temperatures were global phenomena which should not prompt schools to close. The association said that its suggestion to start schools as early as 6 am or 7 am was not arbitrary but aligns with models already practised in several hotter Indian states and across the world.

Light showers were reported in parts of the city early morning, while the minimum temperature settled at 28.8 degrees Celsius, 1.5 degrees above normal, it added. More rains are expected on Monday, according to weather forecasts. In an X post, Mahesh Palawat, Vice-President of private weather forecasting agency Skymet, wrote, 'Delhi, get ready to be drenched in monsoon showers on July 28 and 29. The LPA (low pressure area) will move south of Delhi over the northeast." The IMD has forecast thunderstorms with rain on Monday, with the maximum and minimum temperatures predicted to hover around 34 and 27 degrees Celsius, respectively. Relative humidity was recorded at 59 per cent at 5.30 pm on Sunday. The air quality was in the 'satisfactory' category with an Air Quality Index (AQI) reading of 87 at 4 pm, Central Pollution Control Board (CPCB) data showed. According to the CPCB, an AQI between zero and 50 is considered 'good', 51 to 100 'satisfactory', 101 to 200 'moderate', 201 to 300 'poor', 301 to 400 'very poor', and 401 to 500 'severe'. Shimla, Jul 27 (PTI) Since the onset of monsoon in the state on June 20 till date, Himachal Pradesh has suffered losses of over Rs 1,500 crores, officials said on Sunday. So far, 88 people have died and 35 have gone missing in rain-related incidents, and 1,316 houses have been fully or partially damaged in the state. The state has experienced 42 flash floods, 25 cloudbursts and 32 landslides during this monsoon, according to the State Emergency Operation Centre (SEOC). The local Met office on Sunday issued an orange alert for heavy to very heavy rains accompanied with thunderstorms and lightning in isolated areas in four districts — Kangra, Kullu Mandi and Shimla — for Tuesday. Light to moderate rains lashed some parts of the state in the past 24 hours since Saturday evening. Dharamshala received 35 mm of rainfall, followed by Malraon 26.4 mm, Kangra 26 mm, Dhaulakuan 17.5 mm, Kahu 14.5 mm, Manali 11 mm, Jot 10.8 mm, Jubberhatti 10.4 mm, Bajaura 10 mm, Joggindernagar 6 mm and Narkanda 5.5 mm. Thunderstorms lashed Sundernagar, Shimla, Murari Devi and Jubbarhatti. Nearly 200 roads, including two national highways, were closed for vehicular traffic on Sunday evening owing to the rains and 75 power distribution transformers and 97 water supply schemes have also been affected across the state. Around 131 roads, including the Manali-Kotali road (NH-70), were closed in Mandi district alone, where multiple cloudbursts wreaked havoc on June 30 night. National Highway (305) Sainj to Aut road is blocked at Kekhsu and Jhed due to landslides in Kullu district. There was no significant change in the minimum and maximum temperatures, and Kukumseri was coldest at night, recording a low of 12.8 degrees Celsius, while Una was hottest in the day with a high of 35.6 degrees. Agency: PTI Last Updated: Kolkata, Jul 27 (PTI) Some districts of West Bengal are likely to receive torrential downpour, with widespread rainfall expected across the state during the next few days owing to a strong monsoon flow, the IMD said on Sunday. Heavy rainfall is likely to occur at one or two places in the sub-Himalayan districts of Darjeeling, Kalimpong, Alipurduar, Cooch Behar and Jalpaiguri till August 2, it said. The IMD said heavy rain is also likely at one or two places over North 24 Parganas, South 24 Parganas, Nadia, Purulia, East Bardhaman, West Bardhaman and Bankura districts of south Bengal, with light to medium rainfall in the other districts of the region till July 31. The weatherman forecast light to moderate rain and a generally cloudy sky in Kolkata for the next five days. In its bulletin, the IMD advised fishermen not to venture into the sea till Monday, warning of squally winds. Kumargram in Alipurduar recorded the highest amount of rainfall at 70 mm in the past 24 hours till 8.30 am on Sunday, while Torsa tea garden and Buxaduar in the district received 50-mm rainfall, it added.
