
Rephasing global development finance
If budgetary provisions for 2025-26 are any indication, the red flag from the Ministry of Finance on credit lines, as a modality of engagement, is absolutely clear. At the G-20, India expressed serious concerns over rising sovereign debt levels across the Global South. During the third Voice of Global South Summit (VoGS) in 2024, Prime Minister Narendra Modi articulated the concept of a Global Development Compact (GDC), thereby implying a harmonious balance between all the modalities of engagement with the Global South. It is worth noting that there are five modalities of engagement, viz., capacity building, technology transfer, market access, grants and concessional finance. This balanced approach on modalities may be supplemented by India by having wider and deeper partnerships with countries that can work across third countries.
In this backdrop, under the modalities of engagement, India has to refocus on LoCs as an instrument of engagement. India was largely borrowing from global capital markets and providing the resources to the partner countries at a concessional rate of interest. The difference in the rates of interest was being absorbed by the Government of India. With a rising global liquidity crisis, such schemes have lost their relevance as capital market predictability and the repaying capabilities of partner countries have become severely constrained. India should take full advantage of this new reality.
Shrinking ODA and debt crisis
The traditional official development assistance (ODA) providers are going through their own budgetary crisis while the partners of the Global South have challenges in coping with the debt crisis. With rising geopolitical complexities, the flow of global development finance in any case is witnessing a profound decline. The collapse of USAID and the decline of the Foreign, Commonwealth and Development Office (FCDO) have highlighted the emerging crisis in development finance. The availability and leveraging of resources have been hampered further by the declining trend in ODA, which is likely to be close to $97 billion. This proposed slashing of foreign aid is a near 45% reduction from the levels of ODA in 2023, which stood at around $214 billion. At the Organisation for Economic Co-operation and Development (OECD), its Development Assistance Committee (DAC) has been an elite club for ODA providers, dictating the terms and conditions for the economic and political programmes for the South.
Shrinkage in the resource flow is likely to affect several development programmes, across least developed economies, particularly at a time when several of them are passing through an unprecedented debt crisis. Over the last 20 years, a series of overlapping crises and major geopolitical and economic transformations have reshaped the global financial environment, leaving many developing countries struggling to access funding. This has posed a risk to development progress at risk and jeopardised achievements.
The investment needed to achieve the Sustainable Development Goals (SDG) by 2030 has also surged from $2.5 trillion in 2015 to over $4 trillion in 2024. Without a major increase in financing, progress toward the SDGs (already derailed by the COVID-19 pandemic and other global shocks) will remain elusive. Simultaneously, borrowing has become costlier and less predictable.
Rationale for triangular cooperation
A ray of hope lies in the possibility of evolving a new mechanism of pooling resources with like-minded countries. The flows from the 19 non-DAC countries that report to the OECD rose from $1.1 billion in 2000 to $17.7 billion in 2022. Some of these countries such as Indonesia and Brazil have evolved a rich global experience with Japan and Germany of working in third countries. Japan and Indonesia have worked together in several Association of Southeast Asian Nations (ASEAN) economies to implement development projects. Similarly, Germany and Brazil have worked together in Mozambique in multiple development areas. Triangular Cooperation (TrC) has emerged as a powerful mechanism to bridge the divide between the Global North and the Global South.
The beauty of the TrC is that it brings together a traditional donor from the Global North, a pivotal country from the Global South, and a partner country (often from the Global South), creating inclusive platforms for shared learning, mutual respect and the co-creation of solutions tailored to local needs. Comprehensive TrC data is still being compiled at the global stage. However, the efficacy and the success of the model has been well established. Some preliminary data collection suggests TrC to be between $670 million to $1.1 billion.
Partnerships with results
The TrC has shown that addressing physical infrastructure can advance social progress. For instance, improving regional energy grids expands digital connectivity and provides access to opportunities in education and health. In this context, in 2022, Germany and India signed a Joint Declaration of Intent on the implementation of TrC projects in third countries (during the sixth India-Germany Inter-Governmental Consultations), with a focus on Africa, Asia, and Latin America. Since then, TrC projects are being implemented in several countries which include Cameroon, Ghana and Malawi in Africa, and in Peru in Latin America.
These offer clear examples as to how to rephase global development finance in a manner that ensures assured and efficacious outcomes in a cost-effective manner. Engagement in TrC was further emphasised during India's G-20 presidency, with expanded collaborations involving countries such as Germany, the United States, the United Kingdom, the European Union, and France. These partnerships span a variety of sectors and modalities, from grant-based projects to investment-driven initiatives such as the Global Innovation Partnership (GIP) with the U.K. These efforts illustrate how leveraging technical, financial, and human resources can deliver results in third countries.

Quality of urban governance key to ease of living: Rajya Sabha Dy Chairman Harivansh
Manesar (Haryana) [India], July 4 (ANI): Rajya Sabha Deputy Chairman Harivansh addressed the valedictory session of the National Level Conference of Chairpersons of Urban Local Bodies in Manesar, Haryana on Friday. In his remarks, Deputy Chairman RS Harivansh touched upon the importance of civic governance in improving the quality of life and highlighted the broader objective of 'Ease of Living' set by Prime Minister Narendra Modi. Harivansh also lauded the innovative efforts of various Urban Local Bodies (ULBs) in addressing several local challenges through the use of technology and the efficient utilisation of available resources. 'Since 2014, alongside the emphasis on Ease of Doing Business, Prime Minister Narendra Modi has also worked towards Ease of Living. In this regard, the role of Urban Local bodies is even more important,' he added. Addressing various demands for civic amenities, providing easy access to essential services through digitisation, and building capacity in solid waste management are some steps where urban local bodies have a key role to play. He urged the heads of various urban bodies to make their governance more participatory by maintaining transparency in budget allocations and measuring their outcomes. In the past, there have been recommendations to improve the accounting and auditing standards of ULBs. In his remarks, Dy Chairman Rajya Sabha Harivansh spoke about the need for state governments to decentralise and empower local bodies to ensure the 73rd and 74th amendments to the constitution are implemented in letter and spirit. He said, 'Many states have not fully taken the recommendations of the State Finance Commissions to empower local bodies financially and administratively. It is the urban schemes planned by the Union Government and the efforts of the Union Finance Commission that have supported the implementation of key projects at the city level.' As cities increase their contribution to GDP, he urged the elected representatives of various cities to focus on preparing for future challenges. 'With the increase in economic activities in urban areas, our emissions will rise too. Therefore, addressing the concerns arising out of climate change and implementing sustainable practices in our urban areas are also important,' he said. In his concluding remarks, Harivansh stated that the governance of urban areas will be crucial in achieving the nation's goal of becoming a developed country by 2047. In this regard, governance should be more inclusive and participatory to make it a people's movement. The two-day programme held in Manesar was also addressed by Lok Sabha Speaker Om Birla and Chief Minister of Haryana, Nayab Singh Saini. Government has always upheld freedom of religion for all in India: MEA on Dalai Lama's stance on reincarnation
New Delhi [India], July 4 (ANI): The Ministry of External Affairs on Friday reiterated India's stance on uphelding the freedom of religion for all after Dalai Lama declared that the Gaden Phodrang Trust, a non-profit institution he established, has the sole authority to recognise his future reincarnation. 'We have seen reports relating to the statement made by the Dalai Lama about the continuation of the Dalai Lama institution. Government of India does not take any position or speak on matters concerning beliefs and practices of faith and religion. Government has always upheld freedom of religion for all in India and will continue to do so,' MEA Official Spokesperson Randhir Jaiswal said. Echoing the principle of religious autonomy, Union Minister of Minority Affairs Kiren Rijiju asserted that the choice of the Dalai Lama's successor should rest solely with the spiritual leader himself. His remarks reflect the belief of the Dalai Lama's followers worldwide, amid China's recent statement on the matter. 'I am a devotee of the Dalai Lama. Anybody in the world who follows the Dalai Lama wants his successor to be chosen by the Dalai Lama himself,' Rijiju said. Emphasising that there should be no ambiguity on the matter, he added, 'There is no need for us to be in confusion regarding the Dalai Lama issue. All the people who follow Buddhism as their religion and his followers think that the Dalai Lama should choose his successor on his own. There is no need for us or the Government of India to speak on this.' Refusing to directly address Beijing's remarks, Rijiju said, 'I don't want to react on China's statement. The people who follow the Dalai Lama think that he will choose his successor. I am not saying anything on behalf of the Chinese government or Government of India.' Notably, Union Ministers Kiren Rijiju and Rajiv Ranjan will be visiting Dharamshala as representatives of the Government of India to attend the Dalai Lama's 90th birthday on July 6. Dalai Lama is the spiritual head of Tibetan Buddhism. The current Dalai Lama is the 14th in the lineage. Earlier on July 2, Tibetan Spiritual Leader, the Dalai Lama, stated that the Gaden Phodrang Trust, a foundation established by him, can only recognise future reincarnations, and no one else has the authority to decide on the matter. This statement rules out any say for China in the process of naming the next Dalai Lama. In a statement on Wednesday, Dalai Lama stated, ' The process by which a future Dalai Lama is to be recognized has been clearly established in the 24 September 2011 statement which states that responsibility for doing so will rest exclusively with members of the Gaden Phodrang Trust, the Office of His Holiness the Dalai Lama. They should consult the various heads of the Tibetan Buddhist traditions and the reliable oath-bound Dharma Protectors who are linked inseparably to the lineage of the Dalai Lamas. They should accordingly carry out the procedures of search and recognition in accordance with past tradition.' 'I hereby reiterate that the Gaden Phodrang Trust has sole authority to recognise the future reincarnation; no one else has any such authority to interfere in this matter, he added. (ANI)

Centre notifies rules on portal, database, audit of Waqf properties
The Centre has notified the Unified Waqf Management, Empowerment, Efficiency and Development Rules, 2025 that deal with issues such as the portal and database of Waqf properties, the manner of their registration, conduct of audit and maintenance of accounts. The rules were notified on Thursday in exercise of powers under Section 108B of the 1995 Act, which was inserted through the Waqf (Amendment) Act 2025, which came into effect from April 8, 2025. According to the rules, a portal and database is set up for the purposes of filing of details of Waqf, uploading the list of auqaf, registration of new Waqf, maintenance of register of auqaf and maintenance and submission of accounts of mutawalli of a Waqf, publication of audit report and proceedings and order board under Section 48 of the Act. The joint secretary to the Government of India in the Ministry of Minority Affairs in-charge of the Waqf division shall be responsible for the supervision and control of the portal and database, the rules notified said. The portal and database shall contain the details and fields referred to in the Act, monitoring and management of Waqf properties and related data, court cases, resolution of disputes and such other details and fields as are necessary for the filing of details of the Waqf and the property dedicated to it on the portal and database. Every state government shall appoint an officer not below the rank of a joint secretary to that government as the nodal officer and shall establish a centralised support unit, in consultation with the central government for providing assistance in streamlining uploading of details of Waqf and properties thereof, registration, maintenance of accounts, audit and other related activities of the Waqf and the board, the rules stated. The portal and database shall include features for real-time monitoring of registration of new Waqf and filing details of the Waqf and properties dedicated to the Waqf, institutional governance, court cases and dispute resolution, financial oversight and resource management, and for surveys and development thereof, the rules stated. Every mutawalli shall enrol on the portal and database by using his mobile number and e-mail address through authentication by one-time password (OTP) received from the portal and database and thereafter be able to access the portal and database and file details of his Waqf and property dedicated to the Waqf. After enrolment, the mutawalli shall be able to login the portal and database by using his mobile number and e-mail ID with OTP for future use of the portal and database in respect of his Waqf. A mutawalli is the manager or administrator of a Waqf property, which is an Islamic charitable endowment. Every user of the portal and database, including board, collector, designated officer under Section 3C of the Act, and other officers of the central government and state government dealing with Waqf shall also have access to the portal and database under this rule. Central Waqf Council shall have access to the information uploaded on the portal and database.
