Bihar-like voter revision in Bengal too? State poll chief says EC can decide, ‘training on, if SIR held…'

Hindustan Times26-07-2025
To the question whether or not a Special Intensive Revision (SIR) of the electoral rolls will take place in West Bengal, the state's chief electoral officer, Manoj Kumar Agarwal, has said such a decision can be taken only by the apex poll panel, the Election Commission of India. Opposition parties have repeatedly raised questions on the poll process, including the electronic voting machines (EVMs, in picture) and the EC's move to seek citizenship proofs from voters. Training of booth-level officers (BLOs) and supervisors will ensure preparedness if the process is initiated, he added, sharing details of training sessions. "If SIR takes place, the training will equip BLOs to carry out their responsibilities effectively. However, the decision rests entirely with the ECI," Agarwal further said.
The SIR currently being held in Bihar — which has elections in October-November — has led to a major political controversy.
West Bengal CM Mamata Banerjee has said she won't allow such an exercise in her state, which is due for polls early next year.
Opposition parties, including Bengal's ruling Trinamool Congress, accuse the BJP-led central government of using the EC to manipulate the voter lists. The issue is currently also in the Supreme Court.
BJP leaders in Bengal have spoken of how a similar revision will be held in West Bengal, which has elections next year.

"The EC has decided to train the officers. Earlier, there was no such training. The poll panel has an institute, IIIDEM, where people have been trained to make them understand the work, their statutory functions," Agarwal said, as per a PTI report.
The IIIDEM stands for India International Institute of Democracy and Election Management, established in 2011.
BLO and other officials' training was held in Malda on July 24, and in Purba Bardhaman on July 25. A session was scheduled for Kolkata on July 26, followed by Midnapore and Jalpaiguri on subsequent days.

Telangana Congress leaders depart for Delhi in a special train to demand 42% BC reservations

In a show of political commitment, Backward Classes (BC) leaders from Telangana left for New Delhi in a special train on Monday (August 4, 2025) to participate in a three-day campaign demanding the implementation of 42% reservations for BCs. They will join the dharna at Jantar Mantar on Wednesday (August 6, 2025) where Chief Minister A Revanth Reddy, his Cabinet colleagues will also participate seeking Presidential assent to the bills passed by the Telangana Legislature on BC reservations. Telangana Pradesh Congress Committee (TPCC) president B. Mahesh Kumar Goud, All India Congress Committee (AICC) in-charge Meenakshi Natarajan, Ministers Ponnam Prabhakar and Vakiti Srihari flagged off the train at Cherlapally railway station on Monday morning. While Ms. Meenakshi will travel up to New Delhi, the other three leaders travelled up to Alair and will join the dharna the day after. Speaking to the media, Mr. Goud said that BC leaders have departed for Delhi to press for their constitutional and social rights. 'The collective voice of BCs must move forward with unity,' he said. Mr. Goud said that Congress leader Rahul Gandhi has taken up the BC cause nationally, and the Telangana Congress, under the leadership of Chief Minister Revanth Reddy, is playing a central role in this movement. 'After the 1931 caste census, this is the first historic step towards true representation,' he added. The TPCC president came down heavily on BJP leaders N. Ramachandra Rao and Union Minister G. Kishan Reddy, accusing them of deliberately blocking the BC reservation bill. He also questioned the silence of prominent BJP BC leaders, including Bandi Sanjay, Etela Rajender, and Dharmapuri Arvind. 'Do the BJP's BC leaders have no courage? Why are they not speaking up?' Praising Chief Minister Revanth Reddy's sincerity, he said, 'Though Revanth Reddy is not from the BC community, he has worked with complete commitment towards implementing BC reservations.' The Minister Ponnam Prabhakar, who also addressed the media, reiterated that the campaign for BC reservations was not a partisan issue. 'A special train carrying Congress leaders has departed for Delhi with a clear agenda of getting consent to the 42% BC reservations,' he said. 'Just as we fought unitedly for Telangana, we must now fight unitedly for BC rights. Let us keep this movement above party lines and politics.' He argued that the caste census was conducted in a legally sound and transparent manner, laying the groundwork for implementing BC reservations through legislation.

Fake Passport Racket Busted: Akola Emerges As Key Hub For Afghan Network

In a sensational twist to the recently busted inter-state fake passport racket, the communally sensitive city of Akola in eastern Maharashtra has emerged as the fourth major hub of an Afghan-led network operating across Madhya Pradesh, West Bengal, and Chhattisgarh. The alleged kingpin, 30-year-old Afghan national Sohbat Khan, now in the custody of the Madhya Pradesh Anti-Terrorism Squad (ATS), has been spilling one bombshell after another during interrogation. According to sources, a religious place in Akola served as a covert meeting point for Afghans living illegally in India. It was here that Sohbat allegedly met Akbar and Iqbal, two Afghan nationals illegally residing in West Bengal, who had already managed to obtain Indian passports through this racket. "When we made the first three arrests, our investigation was limited to Jabalpur (Madhya Pradesh), West Bengal, and Chhattisgarh. But Sohbat's interrogation revealed Akola's crucial role, bringing the communally sensitive city into the spotlight," a senior ATS officer said. Before settling in Jabalpur in 2010, Sohbat had also lived in Nagpur and Akola. So far, six people have been arrested - the kingpin Sohbat Khan, his aide Dinesh Garg (a forest guard posted in the district collectorate's election cell), Chandan Thakur (who posed as a lawyer), and Mahendra Kumar Sukhdan from Jabalpur - along with Afghan nationals Akbar and Iqbal from West Bengal. Investigations have revealed the pivotal role of Chandan Singh, who disguised himself as a lawyer to prepare fake documents. Wearing a black coat, he would enter government offices and handle the legal paperwork to push these fake applications through. ATS has arrested him as well. According to the ATS, Sohbat first created a fake residential proof and birth certificate showing him as a permanent resident of Jabalpur, Madhya Pradesh's cultural and judicial capital. Using these forged documents, he obtained a driving licence, and in 2020, an Indian passport, followed by Aadhaar, PAN, and voter ID cards. With aides Garg, Sukhdan, and Thakur, Sohbat began replicating this modus operandi for Afghan youths living illegally in West Bengal and Chhattisgarh. All were shown as "permanent residents of Jabalpur" through fake address proofs and manipulated Aadhaar cards. The racket also hacked the delivery system. Normally, passports are delivered to the applicant's home by the postal department. But this gang would intercept the postman midway, hand him Rs 3,000 in cash, and walk away with the passport right on the street. The ATS has concrete evidence that at least three Afghans, including Akbar and Iqbal, obtained Indian passports through this racket, while 15-17 more applications were in the process. One of them, Akbar, paid Rs 1.20 lakh immediately after his passport was issued. Sohbat Khan's arrest was triggered by a Facebook photo of him posing with an AK-47, which went viral and caught the attention of security agencies. Further investigation revealed his fake Aadhaar and Indian passport. Akbar, on the other hand, had destroyed his original Afghan passport and joined the racket in hopes of returning to Afghanistan through illegal means.
