MRT3 developments boosts construction sector outlook, contract awards expected by 2027
In a note today, RHB Investment Bank Bhd (RHB IB) said it expects details to be announced during the upcoming tabling of the 13th Malaysia Plan on July 31, 2025 or Budget 2026 on October 10, including the funding mechanism, latest estimated cost and whether a fresh round of re-tendering is required.
"Recall that in the revised Budget 2023, tabled in February 2023, the government announced its intention to review the cost of the MRT3 project in the hope of reducing the total amount to below RM45 billion from the estimated RM68 billion in 2018.
"We envisage MRT3 contract awards and construction to likely commence in 2027,' it added.
It has maintained an "Overweight' call on the sector.
Separately, MBSB Investment Bank Bhd (MBSB IB) expects a re-tender exercise to be called by mid-2026, with contracts to be awarded between the end of 2026 and the middle of 2027, towards the end of the land acquisition exercise.
MRT Corp sought four extensions for the project's tender validity. No extensions were sought after the last one in March 2024. This means the tenders would have naturally lapsed, MBSB IB said.
"We believe there would also be some changes to the project's original alignment and the placement of stations, considering the reduction in plots of land for acquisition.
"Construction of the MRT3 may begin in 2027. This will keep contractors busy up to 2033. This will be a timely continuation of projects following the expected completion of the Johor-Singapore Rapid Transit System and the East Coast Rail Link by the end of 2026,' MBSB IB said. It is maintaining a "Positive' recommendation on the sector.
The MRT3 Circle Line is a 51 km orbital alignment to serve the perimeters of Kuala Lumpur. The alignment is expected to be 39 km elevated and 12 km underground, with 22 elevated stations, seven underground and three future stations.- Bernama

In the Prime Minister's Office (PMO) Daily Briefing today, senior press secretary Tunku Nashrul Abaidah reiterated the Prime Minister's apology, delivered yesterday, for the delay in fulfilling some of his earlier promises made before taking office. 'Since day one of leading the country at the end of 2022, Prime Minister Datuk Seri Anwar Ibrahim has never stopped working to improve the nation's financial standing for the wellbeing of the people. 'Now that the country's finances are gradually recovering, the government can offer targeted assistance to ease the people's burden amid global economic uncertainty,' said Tunku Nashrul. He also pointed to revelations by investigative journalists Bradley Hope and Tom Wright that Malaysia had lost US$18 billion in the 1MDB scandal, which is a stark reminder of the fiscal damage inherited by the Madani Government from past administrations. Despite relentless attacks and personal insults by certain parties, including Kedah Menteri Besar Datuk Seri Muhammad Sanusi Md Nor and other opposition leaders, Tunku Nashrul said Anwar remains focused and undeterred. 'While some use social media daily to ridicule the Madani Government's efforts, the Prime Minister has neither flinched nor taken these insults personally,' he said. Tunku Nashrul highlighted the government's recent measures to ease cost-of-living pressures, including the reduction of RON95 petrol prices from RM2.05 to RM1.99 per litre, and a one-off RM100 cash assistance to all Malaysian adults. 'This also marks the first time in our history that all citizens, regardless of social status, receive a direct benefit from the government in conjunction with National Day celebrations,' he noted. These initiatives, he said, will begin rolling out this year, starting with the Sumbangan Asas Rahmah (Sara) aid on Aug 31. Tunku Nashrul clarified that these recent announcements are based on the current fiscal capacity of the government and are additional measures to what was planned in Budget 2025, specifically to ease the people's burden of the rising cost of living. PETALING JAYA:The Prime Minister's Office is ready to provide briefings, whether basic or in-depth, to Kedah Mentri Besar Datuk Seri Muhammad Sanusi Md Nor, to help him avoid making 'lopsided, incoherent and misguided' comments, particularly when it comes to basic facts about national financial management. Senior Press Secretary to the Prime Minister Tunku Nashrul Abaidah said such openness is essential to prevent continued public misunderstandings on the government's initiatives. 'The Prime Minister's Office remains open if the Kedah Menteri Besar requires briefings, whether brief or detailed, so that he no longer remains lopsided, incoherent and misguided in his commentary, especially when it involves fundamental facts about the country's financial management,' he said during a live telecast on Prime Minister Datuk Seri Anwar Ibrahim's Facebook page on Thursday (July 24). He said that despite constant ridicule and personal attacks from Opposition representatives, including the Opposition leader, Anwar has remained composed and undeterred in carrying out his responsibilities. 'Although certain individuals, including the Opposition leader, have hurled insults and mockery almost daily on social media in an attempt to discredit the efforts of the Madani government, the Prime Minister has not once wavered or taken it to heart,' he said. 'If not for constant disruptions by 'grasshoppers by the sea' such as Sanusi and his peers, God willing, the Madani government would be able to share even more prosperity with the people.' Tunku Nashrul also cited recent revelations by investigative journalists Bradley Hope and Tom Wright, who reported that Malaysia had lost up to US$18bil due to the 1MDB scandal, a legacy inherited by the current government. Palm oil and rubber model can drive Malaysia's global food ambitions
KUALA LUMPUR: Malaysia can become a global food producer by emulating its success in the palm oil and rubber industries, according to the Malaysian Institute of Economic Research (MIER). Its chairman, Tan Sri Mohd Effendi Norwawi, said the country should start viewing agriculture and food security as a strategic growth sector rather than a recurring policy issue. "Agriculture and food security have always been on the agenda, even from the 1970s, but it is time for the government to examine it more closely, reprioritise the sector, and elevate it to a top national priority," he said after the MIER Brown Bag Talk Series -- "A Journey Through the Looking Glass: Towards Future-Proofing Malaysia's Food Security" -- here today. Mohd Effendi, a former minister of agriculture and food security, said Malaysia's food import bill, supply vulnerabilities, and global disruptions such as war, pandemics, and climate change highlight the urgent need for a new approach. "We have achieved success in palm oil and rubber, and we can apply this model to food production, particularly by utilising modern technology and the extensive knowledge we possess," he said, citing institutions like the Malaysian Agricultural Research and Development Institute (MARDI) and the country's network of agriculture professionals. Mohd Effendi highlighted that beyond agriculture, other emerging areas such as artificial intelligence (AI) and sustainability should be central to the 13th Malaysia Plan (13MP). "AI is an area we must move forward with. Malaysia is still at the starting line, so we have an opportunity to jump-start our progress. "We can move quickly into areas like AI and sustainability, where we already have national experts and can bring in international ones to help shape strong policies and strategies," he said. The talk featured presentations by MIER senior fellows Dr Larry Chee-Yoong Wong and Khairuddin Md Tahir, who advocated for a systemic shift in how Malaysia addresses food security.
