
Budget FY26: Sindh CM takes step aimed at finalising proposals, allocations
In this regard, two separate meetings of the Finance and Planning & Development departments were held at CM House. These meetings were attended by Minister P&D Nasir Shah, Chief Secretary Asif Hyder Shah, PSCM Agha Wasif, Chairman P&D Najam Shah, Secretary Finance Fayaz Jatoi, Special Secretary Finance Asghar Memon, and Member P&D Fatah Tunio.
The chief minister presiding over a meeting directed the Planning & Development Department to finalise the ADP, stressing that rehabilitation of flood-damaged infrastructure must be prioritised in the upcoming budget. He further instructed that canal and watercourse lining projects should also be included in the new development schemes.
Highlighting the importance of agricultural growth, Murad Ali Shah called for schemes that focus on improving agricultural output and productivity. 'It is time to pay special attention to the agricultural sector,' he said.
Shah reiterated the government's ongoing commitment to the health sector, emphasising the need to enhance healthcare facilities across the province. On education, he stressed the urgency of upgrading primary schools to the elementary level and giving focused attention to both formal and non-formal education systems.
The CM also directed that multiple schemes be introduced for technical and higher education and called for projects that promote sports and healthy activities for youth.
The meeting marked a major step in shaping the Sindh government's priorities for the next fiscal year, focusing on rebuilding infrastructure, boosting agriculture, improving healthcare and education, and supporting youth development.
However, presiding over anther meeting he highlighted the government's efforts to enhance financial resources and expressed optimism that provincial tax collection agencies would meet their targets.
Main projects identified for accelerated funding in the new fiscal year include the K-IV water supply project, the Shahrah-e-Bhutto expressway, and ongoing transport schemes in Karachi. The Shahrah-e-Bhutto project, a 38.75-kilometre expressway, is seen as a transformative initiative aimed at improving urban connectivity and reducing congestion.
Murad Shah also called for the introduction of new schemes to expand the Annual Development Programme (ADP) and stressed the importance of fiscal prudence. He advocated for cost-saving measures to ensure that savings are redirected towards development activities.

Australian shares rise on mining and gold boost; Insignia jumps on takeover deal
Australian shares rose on Tuesday, helped by mining and gold stocks, as investors awaited minutes of the central bank's latest policy meeting for rate cues, while Insignia Financial jumped after agreeing to an A$3.3 billion takeover bid. The S&P/ASX 200 index climbed 0.3% to 8,692.5 by 0030 GMT, after closing 1% lower on Monday. The Reserve Bank of Australia (RBA) will release later in the day minutes of its July policy meeting where it may offer some insights into a rare split among policymakers before deciding to hold interest rates steady at 3.85%. A surprisingly soft jobs report last week has seen markets move to price a 90% chance that the central bank will cut rates next month. On the resources-heavy bourse, miners led the charge with a 2.4% rise, after iron ore futures closed higher overnight. Top miners BHP and Rio Tinto climbed 2.5% and 2.2%, respectively, while Fortescue advanced 2.1%. Gold stocks gained 3.1%, after bullion prices hit a five-week high overnight. Gold miner Northern Star Resources rose 2.7%, while Genesis Minerals advanced 5.7%. Limiting the benchmark index's gain, financials slipped 0.6%, while energy stocks declined 0.7%, tracking weakness in oil prices. Among individual stocks, Insignia Financial jumped 16% after the wealth manager agreed to an A$3.3 billion ($2.15 billion) takeover by investment manager CC Capital Partners. Champion Iron advanced 4.6% after the company said Nippon Steel and Sojitz Corp would invest an initial C$245 million ($179.08 million) in its Kami iron ore project in Canada for an aggregate 49% interest. New Zealand's benchmark S&P/NZX 50 index fell 0.7% to 12,874.11.

Livestock sector: Sindh, Balochistan agree to bolster cooperation
KARACHI: Sindh Chief Minister Syed Murad Ali Shah, in his meeting with Balochistan's Livestock Minister Sardarzada Mir Faisal Jamali, decided to exchange superior livestock breeds and to bolster cooperation in livestock development between the two provinces. The meeting, held at CM House, was attended by Sindh's Minister for Fisheries and Livestock, Muhammad Ali Malkani. As part of this collaboration, an agreement was reached to organise a cattle show in Jacobabad, where Chief Minister Murad Ali Shah expressed his commitment to personally participate and extend an invitation to the Balochistan Chief Minister. He emphasised the importance of joint research efforts between the livestock departments of both provinces. Separately, Chief Minister Murad Ali Shah met with the UAE Ambassador, Hamad Obaid Ibrahim Salem Al Zaabi to discuss strengthening bilateral relations and exploring investment opportunities, particularly in public-private partnerships. The ambassador congratulated the Chief Minister on the recent construction of Shahrah-e-Bhutto and confirmed that UAE investors would soon visit Sindh to review various projects. Both leaders also agreed to collaborate on initiatives aimed at women's empowerment, with the UAE planning projects focused on health, employment, and education for women in Sindh. Panels formed to address issues facing gas sector
ISLAMABAD: The government has established four specialised panels to address key issues in the gas sector, including circular debt, LNG tariffs, unaccounted-for gas (UFG) losses, and the increasing share of LNG in the national gas system, official sources told Business Recorder. According to sources, a Committee on Implementing Structural Reforms in the Petroleum Sector— formed by the Prime Minister and chaired by the Minister for Petroleum and Natural Resources— has convened multiple meetings to deliberate on these matters. The composition of the Committee is as following: Minister for Petroleum (Convener), Advisor to Prime Minister on Privatisation, National Coordinator on Energy Reforms, Lt General Muhammad Zafar Iqbal (retd) Secretary, Power Division, Secretary, Petroleum Division, Secretary, Cabinet Division/ representative and Chairman, OGRA. Pakistan faces LNG glut: minister The Minister for Petroleum emphasised that while the foundational work for the committee's assignment had been done through its Integrated Energy Study (Woodmac) conducted by the Petroleum Division, the present focus is to chalk out an implementation plan. He highlighted the importance of aligning the Committee's recommendations with the preparation of the Annual Delivery Plan (ADP) to be settled with LNG suppliers. The representative of Power Division commented that challenges need to be addressed and disruptions need to be looked into. The Chair responded that the tactical issues would be discussed later and, presently, the focus needs to be on sustainability of the gas sector and how LNG over supply/ less off-take is affecting it. The Secretary Petroleum framed the key issues to be addressed by the Committee, namely: rationalisation of gas tariffs (for both indigenous and imported gas), synchronisation of LNG demand with the power sector along with resolution of circular debt within the gas sector. He noted that most of the required data and foundational analysis is already available through the Woodmac study and will serve as the basis for the committee's deliberations. The Chair commented that Committee should focus on implementation as a Plan. The Committee needs to focus on 2026 ADP's preparation and to devised policy of Integrated Energy strategy for Pakistan. The Committee constituted a sub-committee comprising Secretary Power (Lead), DG Gas, MD SNGPL and a nominee from the Task Force. The chair can co-opt any member if he/she deems it necessary to effectively carry out the work and decided to constitute the following (ToRs) for the four sub-committees: Subcommittee 1: work out a comprehensive proposal to synchronise LNG demand of the power sector in a manner that ensures timely and adequate supply without causing abrupt fluctuations in demand. GCEP submission to Woodmac to be considered; and identify causes and propose solutions to avoid sudden changes in LNG requirements by the power sector that lead to diversion of LNG cargo to other sectors. Net Proceeds Differential (NDP) claims, if any, arising due to reduced off-take by Power Division to be considered. Sub-Committee -2 comprising Muhammad Ali (Lead), a nominee of KPMG, Islamabad and any co-opted member to formulate proposals to deal with circular debt stock in the gas sector. Sub-Committee 3 is on LNG tariff rationalisation. Its scope will formulate proposals for LNG tariff rationalisation by revisiting all compositions of tariff (terminal charges, importer margins and LNG service agreement charges etc.) RLNG demand maximization options to be proposed (especially in domestic sector). Sub-Committee 4- domestic gas tariff efficiency and transparency will address efficiency and transparency in tariff for domestic gas tariff including revenue requirements of the gas utilities, actual UFG losses taking into account growing LNG share in gas system, etc. Sui Companies Return on Assets formula revision to be considered to bring better efficiencies.
