NDA MPs walk out protesting Medha Patkar's presence at meet of House panel on rural development
A meeting of the Parliamentary Standing Committee on Rural Development, headed by Congress leader Saptagiri Ulaka, reviewing the implementation of law on land acquisition on Tuesday (July 1, 2025), was abruptly ended owing to 'lack of quorum' after BJP MPs walked out objecting to summoning activist Medha Patkar to appear before it. The committee was meeting officials from Rural Development, Environment, Forest and Climate Change, and the Ministry of Tribal Affairs, along with 10 other experts from civil society, including actor Prakash Raj. It was reviewing the implementation of 'Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013'. The protests began soon after Mr. Ulaka read out the list of witnesses. The NDA MPs described the activist, who led the Narmada Bachao Andolan in Gujarat and elsewhere, as 'anti-national and anti-development' and should not be allowed to present her views. A ruling party MP, according to sources, even asked whether the panel will next be calling the Pakistan Prime Minister. There were eight NDA MPs and seven opposition MPs. When Mr. Ulaka and other opposition members were of the view that the meeting should be continued, and since witnesses are already here, they must be heard. At this point, the NDA MPs staged a walkout. Even as the remaining members were deliberating on what to do next, the Speaker's office sent a message that since the panel does not have a quorum the meeting should be ended. Speaking to The Hindu, Mr. Ulaka said due procedure was followed and the list of witnesses was circulated in advance to all the members. If they had objections, they should have raised it before the meeting. The Speaker's office too was informed about the witnesses as part of the usual procedure. 'It is unfortunate that NDA members did not want to even listen to them. The standing committee reports are not binding on the government. And neither can the chairman force a report. The standing committees provide a platform to hear everyone. Stalling such interactions can be grievous to democracy,' he said.

Ahead of polls, Bihar Cabinet nod for internship scheme with stipend, development of temple at Sita's birthplace
Ahead of the coming Assembly elections, the NDA government in Bihar on Tuesday approved proposals for direct cash support to youths and artists, major outlays for religious and rural development, and reforms across the health, agriculture and infrastructure sectors. In a Cabinet meeting chaired by Chief Minister Nitish Kumar, the 'Mukhya Mantri Pratigya Yojana' was given approval. It is an internship scheme promising a monthly stipend to those in the 18-28 age group, who have completed skill development training or possess educational qualifications ranging from class 12 to postgraduate degrees. Under the scheme, candidates who have passed class 12 will receive Rs 4,000 per month, those who have gone to Industrial Training Institutes (ITIs) or diploma holders will get Rs 5,000, and graduates and postgraduates will receive Rs 6,000. Those interning outside their home district will be entitled to an additional Rs 2,000 per month, while those working outside Bihar will get an extra Rs 5,000. Aimed at 5,000 youths this year and one lakh over five years, the scheme will have an outlay of Rs 685.76 crore, with the financial support to be paid directly into the beneficiaries' bank accounts. The internships will range from three to 12 months, with the additional livelihood support capped at three months. The Cabinet also gave the green light to a Rs 882.87-crore plan for the comprehensive development of Punaura Dham in Sitamarhi, believed to be the birthplace of Sita, aiming to transform it into a major religious tourism hub. Meanwhile, over 40 acres of land was handed over to the tourism department for the development of Simaria ghat in Begusarai. The Cabinet also rolled out the 'Mukhya Mantri Kalakar Pension Yojana', offering a monthly pension of Rs 3,000 to artists aged 50 and above who have a decade of experience in traditional, classical, visual, or performing arts, provided their annual income does not exceed Rs 1.2 lakh. Another scheme, called the 'Mukhya Mantri Guru-Shishya Parampara Yojana', aims to preserve and promote rare and endangered art forms with a two-year training programme. Backed by a Rs 1.11 crore allotment for the current year, it will offer incentives of Rs 15,000 to gurus, Rs 7,500 to musicians, and Rs 3,000 to pupils. The health sector saw several key decisions, including the extension of the 'Mukhya Mantri Chikitsa Sahayta Kosh' — financial aid for medical treatments — to cover elected representatives of Panchayati Raj institutions and Gram Kutchery. Further, 20.60 acres of land was transferred to the Health Department for the construction of a government medical college and hospital at Rampur Kodarkatti in Araria district. Judicial reforms were also on the agenda, with the Cabinet approving the 'Retired Chief Justices and Judges Domestic Help(s) Rule and Other Benefits Rules, 2025'. Retired High Court judges or their spouses will receive Rs 55,000 per month for domestic help or drivers, while retired Chief Justices or those elevated to the Supreme Court will receive Rs 60,000. An additional Rs 15,000 per month will be provided for telephone, internet, secretarial, and security services. On the agricultural front, the Cabinet sanctioned Rs 36.35 crore for the National Mission on Natural Farming for 2025-26, Rs 80.99 crore for agricultural extension under the Fourth Agriculture Road Map, Rs 30.49 crore for the establishment and strengthening of soil health and fertiliser quality labs, and Rs 41.02 crore for agricultural training and outreach. Infrastructure development was bolstered with the approval of Rs 37.07 crore for a 12.8-km road and two major bridges in Motihari under the Sulabh Samparkta Yojana, and Rs 32.48 crore for the integrated management of Gokul Reservoir in Bhojpur, a centrally sponsored scheme with a 60:40 funding split up to 2028-29.

Bihar polls: AIMIM plans to go solo as GA snubs its proposal for a united front
The All India Majlis-e-Ittehadul Muslimeen (AIMIM) has indicated that it may contest the 2025 Bihar assembly elections independently, taking on both the National Democratic Alliance and the Grand Alliance on their own merit. 'We had approached the GA constituents with a proposal to contest the assembly election under a united front against the NDA and Bharatiya Janata Party, but they are yet to respond,' Bihar AIMIM president Akhtarul Iman told HT. He asserted that he would wait for a week more and then move forward to form a third front 'to give the people a much better alternative'. Iman, called 'Junior Owaisi' in Seemanchal, has been a mass leader in Bihar, especially in the region. 'We have a strong base in Seemanchal, not only among Muslims but also Hindus, as we have been fighting for the holistic development of Seemanchal,' Iman said. 'We are holding talks with several regional parties so that we can give people an alternative.' Earlier, AIMIM chief Asaduddin Owaisi had declared Iman as the right person in Bihar to take any decision regarding contesting elections. AIMIM sources said leaders within the party are in no mood to go to polls with GA. 'AIMIM and (Prashant Kishor's) Jan Suraaj both have the same objective in Bihar — to oust both NDA and GA from power,' a young AIMIM leader told HT. In the 2020 assembly elections, AIMIM won five seats out of the 20 it had contested — all in the Seemanchal region where Muslims constitute a major part of the electorate. However, two years later in 2022, four of its MLAs switched camps and joined the Rashtriya Janata Dal (RJD), reducing its tally in the assembly to just one. In the previous state polls, the AIMIM had joined hands with Mayawati's Bahujan Samaj Party, Upendra Kushwaha's RLSP, with BSP securing one. 'AIMIM's gain will be the RJD's loss as Muslims are believed to be the traditional voters of RJD,' an RJD leader told HT requesting anonymity. 'AIMIM has a strong base in Seemanchal, comprising Kishanganj, Araria, Katihar and Purnia, with Muslim populations ranging from 30% to 70% and the party has already shown its might during the 2020 assembly elections when the RJD was prevented from coming into power. It is going to repeat this year as well if the party contests the poll independently,' political observers said.
