Responding to calls from Lamag Assemblyman Datuk Seri Bung Moktar Radin, Arifin noted that while primary and secondary education is already free, the State is exploring tertiary-level support.
Advertisement Existing programmes like BUDI and ILTP already provide aid and scholarships. In 2024, 306 students from Ranau benefited from BUDI, with 29 supported in 2025 so far. Kota Kinabalu: Lamag Assemblyman Datuk Seri Bung Moktar Radin wants the State Government to be more open about how it spends taxpayers' money or decision-making about public projects and job promotions. 'This projection for the supplementary budget must be coordinated through good governance and when we say good governance, it means a government must be accountable,' he said when debating the Supplementary Supply Bill 2025, Monday. 'I do not question the need for this supplementary budget. What I question is why in the contributions to the recommended Statutory Funds amounting to RM600 million, a total of RM250 million is stored under the development fund group without detailed particulars. 'I want the detailed particulars of where this financial direction is used,' he said. Additionally, he noted percentage increases in various allocations, including a 25.5 per cent increase from the original budget of RM1.186 billion and a 35.7 per cent increase in contributions to the State Government's special trust fund amounting to RM200 million. 'We are happy that the State Government has reserve funds like in Sarawak, where their (Sarawak) reserve fund is around RM40 billion and their allocation is RM13 billion. Their people are also happy. 'In Sarawak, their state assemblymen get an allocation of RM5 - RM7 million per year. But what about us in Sabah?' 'What is the use of Sabah having lots of reserves if the people are suffering. We should use that money to make life easier for the people, help the people, solve the people's problems,' he said. He reiterated his call on the need for proper procedures in governance, questioning the rationale behind the government's civil servant job promotion decision, citing Datuk Seri Safar Untong's extended tenure as Sabah State Secretary. 'I want to ask the government about his (Safar) position. He is indeed very fortunate. Will his tenure be extended again? 'Why does he keep getting extended? What brilliance does he have? Is he cleverer, more brilliant than Bill Gates? Is that why he keeps getting extended. 'How about other senior government officers in Sabah? Are they not capable of being promoted to the position of State Secretary? Are they just waiting? Hanging without a rope? he said, pointing out the impact on career advancement opportunities for other senior government officers. 'If we want to see good governance, then we must choose according to procedures. Do not extend anymore because such extensions will hinder and weaken other civil servants and other officers from continuing to serve,' he said. For the record, Safar was initially appointed as Sabah State Secretary in 2019 and had his tenure extended in July last year. Bung Moktar also expressed concern over the state of the Sabah Maju Jaya (SMJ) housing project which he says appears to have left many units incomplete across the State. 'In Lamag, there are 40 SMJ houses. I want to know how many are completed, who are the recipients? In Sukau, how many houses are completed? 'Because from what I see, there are 20-30 houses that are not completed until today. So where did the money go for these SMJ houses? Where did the money go that these houses are abandoned? 'Throughout Sabah, SMJ houses are only about 50 – 60 per cent completed, while 40 per cent are not completed. 'For my Lamag constituency, I want to know who received these SMJ houses because the reports I got are that only relatives received them,' Bung Moktar said. He called for proper investigation into the housing project irregularities, noting that some officers from Unit Perancangan Kemajuan Rakyat have been detained, investigated and charged in connection with the project. 'This is not good. Kota Kinabalu: Nabawan Assemblyman Datuk Abdul Ghani Mohamed Yassin has called on the State Government to ensure that allocations under the Supplementary Supply Bill 2025 are channelled effectively to rural communities still lacking basic infrastructure and amenities. He said the Bill should reflect actual needs on the ground, especially in districts like Nabawan where issues such as road connectivity, clean water and electricity supply remain unresolved. 'Former logging roads have become the main access routes for villagers in Nabawan, and it is important that the Government continues allocating funds to upgrade and maintain these roads.' He said this when debating the Bill tabled by State Finance Minister Datuk Seri Masidi Manjun at the State Legislative Assembly, Monday. He said roads, although not built for long-term public use, are now vital to villagers in the interior and should be treated as key infrastructure assets. 'The Government must also prioritise clean water supply in rural areas by supporting alternative solutions like gravity-fed piping systems and tube wells,' he said. He said there are still areas in his constituency that have yet to enjoy access to electricity, and that this situation continues to hold back community development. 'My question to the Finance Minister is whether part of the additional allocation is being channelled directly towards unresolved infrastructure projects such as rural administration buildings, village and farm roads and drainage for flood-prone rivers,' he said. He also questioned whether there would be specific funding to stimulate grassroots economic activity, particularly for micro-entrepreneurs and small rural businesses. He proposed that support in the form of working capital, skills training and market access be provided to help strengthen household income and, by extension, State revenue. Abd Ghani also suggested that implementation and spending reports on the supplementary allocation be made public on a regular basis through appropriate platforms to ensure transparency. He said a monitoring committee under the State Finance Ministry's permanent secretary office should be formed to track the performance of ministries and departments receiving the additional funds. 'The people will only feel the benefits of this supplementary allocation if it is executed efficiently and with integrity,' he said. He added that the State must avoid situations where approved allocations are poorly implemented or, worse, lead to wastage and leakages. He concluded by expressing full support for the Bill, with the hope that the additional allocation will be spent in a trustworthy and effective manner for the wellbeing of the people of Sabah. Kota Kinabalu: The State Government has yet to consider implementing a rent-to-own scheme for People's Housing Project (PPR) units in Sabah, said challenges due to the overwhelming demand for rental housing. Deputy Chief Minister and Local Government and Housing Minister Datuk Dr Joachim Gunsalam said the current policy remains rental-only, as converting these units to rent-to-own would reduce availability for others still on the waiting list. 'This PPR is a temporary measure. If we start offering rent-to-own, it could worsen the problem as many more people are still waiting to rent these units,' he said during the State Legislative Assembly sitting on Monday. He was responding to a supplementary question by Lamag Assemblyman Datuk Seri Bung Moktar Radin, who had asked if the government would consider new approaches to help low-income residents eventually own homes, especially amid the rising cost of housing in Sabah. Bung Moktar pointed out that many residents remain stuck in long-term rentals due to the high property prices, and suggested the State work with federal agencies to offer a clearer pathway to home ownership. In reply, Joachim said PPR housing in Sabah is provided by the Federal Government specifically for rental purposes, and there is currently no directive to shift towards a rent-to-own model. 'Perhaps the honourable member for Lamag could bring up this matter again in Parliament,' he said. Earlier, Joachim addressed concerns raised by Tanjung Aru Assemblyman Datuk Junz Wong regarding the relocation of residents from the Tanjung Aru Flats, which were deemed unsafe. He said 237 of the 315 tenants had been offered PPR housing under the Low-Cost Housing Allocation Policy, while 58 did not qualify and 20 were found to already own property. Of those offered housing, 113 have accepted and been relocated to various PPR sites including Taman Jaya Diri, Taman Bukit Setia, Taman Puri Warisan, Taman Sri Anak, PPR Kibabaig, PPT Gayang 2, Taman Keramat, and Taman Serigai.
