Liquor sales volumes to decline after steep, abrupt increase in duty: CIABC to Maharashtra government

The recent hike in the excise duty by the Maharashtra government will push the IMFL whisky MRP by about 85 per cent, which will lead to a significant drop in sales volumes, industry body CIABC has said.
Expressing concerns over the recent Maharashtra Cabinet decision to hike excise duty on Indian Made Foreign Liquor (IMFL), CIABC said it could severely disrupt the market, erode the competitiveness of national brands, and jeopardise the availability of legitimate alcoholic beverages in the state.
Moreover, the government's decision to not increase the excise duty on Beer would create an "uneven playing field" in the alchoBev market, CIABC said, urging the state government to rethink and reconsider the hike, which may trigger serious consequences.
This will also lead to downtrading in the state, compelling a shift toward lower-category products, CIABC said, adding that "if implemented in toto, will have far-reaching adverse impact".
On Tuesday, the Maharashtra government decided to increase the excise duty on IMFL and country liquor. Now, IMFL will be subject to an excise duty that is 4.5 times the manufacturing cost.
However, the state government has not decided to increase excise duty on beer, a move criticised by several alcohol beverage players.
CIABC further said the IMFL industry contributes approximately 60 per cent of the total Excise Revenue of the state.
Questioning the rationale for not increasing excise duty on beer, CIABC said the excise Duty collected from a single case of IMFL is equivalent to that from four cases of beer, underscoring the critical importance of this category.
"Furthermore, duty increase on IMFL, without corresponding changes for a category, such as beer, will create an uneven playing field and distort category dynamics, leading to possible adverse impact on revenue.
The Confederation of Indian Alcoholic Beverage Companies (CIABC) said a steep and abrupt increase in MRP (maximum retail price) would destabilise consumer accessibility and purchasing power, particularly within the mass-market segment which caters to the common man.
"This will lead to a significant drop in legal sales volumes, overlooking the interest of industry and its substantial investment in the state," CIABC Director General Anant S Iyer said, adding that it will also endanger the employment of people engaged in the entire value chain from farm to consumer.
This will also lead to the proliferation of illicit, spurious liquor and counterfeit brands.
It will also increase dumping from neighbouring states and may erode Maharashtra's tax collection.
"Maharashtra shares borders with states that are porous. These states have similar brands which have lower MRPs for IMFL. Any additional price escalation will trigger large-scale dumping (exfiltration) from these states, resulting in illicit inflows that damage legitimate trade and erode the state's tax base," it said.
CIABC said the retail price structure must align with consumer affordability.
"We request that further deliberations be held with all stakeholders to arrive at a balanced, data-driven, and sustainable course of action that protects both revenue interests and the long-term viability of the IMFL sector in Maharashtra," CIABC noted.
Earlier in the day, the Brewers Association of India (BAI) defended the Maharashtra government's recent decision to increase excise duty on IMFL whisky and not on beer, saying that taxes on beer are already very high in the state compared to other markets.
Tax reforms were undertaken for beer in 2018-19, and it was long overdue for spirits, said BAI, a body of the top three beer companies - UBL, Brewer Anheuser-Busch InBev (AB InBev), which owns brands as Budweiser, Hoegaarden and Corona along with Carlsberg which operates here with Carlsberg and Tuborg brands, together accounting for around 85 per cent of sales in India.>

The company had posted a consolidated net profit of ₹75.38 crore a year ago, according to a BSE filing by Radico Khaitan, which owns brands like Rampur Indian Single Malt Whisky, Jaisalmer Indian Craft Gin, Magic Moments Vodka, and the 8 PM series. Its revenue from operations increased 24.56 per cent to ₹5,313.51 crore in the June quarter. It was ₹4,265.62 crore in the corresponding quarter of the previous fiscal. Radico Khaitan's total expenses climbed 23.18 per cent to ₹5,133.54 crore in the June quarter. The total income of Radico Khaitan, which includes other income, in the June quarter, was ₹531,457 crore, up 24.55 per cent. In the June quarter, Radico Khaitan's total IMFL volume rose 37.5 per cent to 9.72 million cases. Prestige & Above brand volume rose 16.8 per cent to 3.84 million cases, and contributed 41.5 per cent to the IMFL volume. Its Chairman and Managing Director Lalit Khaitan said: "We continued to make significant progress on our premiumisation journey, with our premium portfolio driving robust revenue growth. During Q1 FY2026, we recorded an impressive 37.5 per cent IMFL volume growth, resulting in the highest-ever quarterly volumes, net sales, and EBITDA". Radico Khaitan's EBITDA surged 55.6 per cent to ₹230.7 crore in the June quarter. This has been led by a "stable raw material environment and a favourable product mix contributed to meaningful margin expansion", said Khaitan. On the outlook, its Managing Director Abhishek Khaitan said the company would continue premiumisation as it has introduced a fast-growing super-premium space with the introduction of brands. "As the year unfolds, we remain confident in sustaining strong topline growth. With a broadly stable raw material environment and continued premiumisation, we are well-positioned to deliver margin expansion and further net debt reduction," he noted. In the Indian alcohol industry, Abhishek Khaitan said it is evolving into a lifestyle-led category, driven by rising affluence and shifting consumer preferences. "In this dynamic environment, Radico Khaitan is well-positioned to lead the next phase of growth, supported by its diversified portfolio, strong innovation pipeline, and growing presence in premium and luxury segments," he said. Shares of Radico Khaitan Ltd on Thursday settled at ₹2,731.80 apiece on BSE, up 0.67 per cent from the previous close.

Earning an excise revenue of ₹7,744.68 crore as licence fee from the allotment of 1,194 retail liquor zones for the 2025-26 financial year, the Haryana government will have to mop up additional receipts to accomplish its excise revenue target of ₹14,063.91 crore from the sale of liquor this fiscal. All the 1,194 retail liquor zones comprising 2,388 vends of country liquor and Indian made foreign liquor have been allotted through e-tendering in 18 attempts. The 2025-26 financial year for liquor business in Haryana will be for a period of nine months and 20 days from June 12, 2025 to March 31, 2026. All the 1,194 retail liquor zones comprising 2,388 vends of country liquor and Indian made foreign liquor (IMFL) have been allotted by way of e-tendering in 18 attempts by the excise department. Data showed that a growth of less than a percent (0.14%) — in terms of difference between the reserved price fixed for allotment of vends and the actual bids received — was registered from the allotment of 1,194 retail liquor zones for 2025-27 years spread over 21 months and 20 days starting from June 12, 2025 to March 31, 2027. The excise department earned a revenue of ₹14,342 crore as licence fee against the reserve price of ₹14,321.15 crore, a meagre increase of ₹20.85 crore. Trade analysts said that once the bidding process got hampered due to the threats of criminal gangs, it became hard for the department to auction its unsold liquor vends due to decline in business sentiment. Officials said that the shifting out of collector, excise, Vijay Singh on July 21 and reshuffling of a number of deputy excise and taxation commissioners (DETCs) overseeing the bidding process were not routine transfers. Reserve price drastically reduced to sell retail zones Officials said that reserve price of a large number of unallotted retail liquor zones across the state had to be drastically reduced to enable their sale. An unallotted retail liquor zone in Gurugram (east), Sector 47, which had a reserve price of ₹42.99 crore was sold after the reserve price was reduced by 39% to about ₹26.22 crore. Similarly, an unallotted zone in Gurugram (west), Hyatt Palace, which had a reserve price of ₹55.50 crore, was sold after it was reduced to ₹33.85 crore. An unallotted zone in Panchkula rural (circle 1, Kalka Pinjore) with a reserve price of ₹7.12 crore was sold after the reserve price was reduced by 34% to ₹4.70 crore. An unallotted zone on Guhla road in Kaithal with a reserve price of ₹12.48 crore was sold after it was reduced by 30.5% to ₹8.67 crore. Excise officials said a large number of unsold zones were sold on single bids despite reduction in reserve price. Revenue statistics tell a different story While the excise and taxation department, in a statement on Saturday, claimed that the government has earned a record revenue of ₹14,342 crore through the auction process this year as against ₹7,025 crore earned last fiscal and thus 'the revenue has doubled in just one year,' trade analysts said the two figures cannot be compared. The revenue amount of ₹14,342 crore will come into government kitty over a period of 21 months and 20 days in two financial years whereas ₹7,025 crore earned as excise revenue in 2024-25 fiscal was for 12 months. '45% of ₹14,342 crore which works out to be ₹6,453.90 crore as licence fee will come in government kitty in monthly instalments till March 2026 in a period of nine months and 20 days. If one adds 9% security amount of ₹1,290.78 crore, the total revenue from licence fee till March 2026 will be ₹7,744.68 crore. So, it will be a 10.24% increase over ₹7,025 crore earned as licence fee in 2024-25,'' said a trade analyst who did not wish to be quoted. Policy document showed that 46% of ₹14,342 crore, which works out to ₹6,597.32 crore, will be earned from April 1, 2026, to March 31, 2027, in 12 months. A tax expert said that as reported by the excise department, the total excise earnings in 2024-25 fiscal was ₹12,701 crore as against the revenue target of 12,650 crore. So, this meant that 55.31% of the excise revenue in 2024-25 ( ₹7,025 crore) came from the licence fee of retail liquor zones. 'If the department is able to successfully realise ₹7,744.68 crore licence fee of retail liquor zones for 2025-26, it should feel contented having pocketed 55.07% of excise revenue target of ₹14,063.91 crore despite adverse law and order situation,'' he said.
