Indiana AG sues property management company over Hammond and East Chicago leases

Indiana Attorney General Todd Rokita said Friday his office sued a management company that runs at least three properties in Hammond and East Chicago, saying they put deceptive or illegal fine print in renters' leases.
The lawsuit, filed Thursday in Lake Superior Court, accuses IBIN Management, LLC of breaking Indiana's consumer protection laws.
The company runs three properties on the 4300 block of Baring Avenue in East Chicago, 200 block of Waltham Street in Hammond, and 900 block of 174th Street in Hammond.
Various leases tried to stretch how long it would take to give back security deposits past the 45 days required by state law, had renters pay fees for repairs that landlords should cover, let landlords go into the units without notification, or tried to block renters from seeking damages allowed by state law, among other issues, Rokita said in a release.
The lawsuit cites three people who rented in Hammond or East Chicago. Rokita said he is encouraging anyone affected to call his office.
'Hoosiers deserve fair and transparent treatment when renting their homes,' Rokita said in the release. 'This lawsuit sends a clear message: we will hold accountable those who exploit tenants with deceptive lease agreements that misrepresent their rights and obligations. Protecting Indiana consumers is a top priority for our office.'
The company has received several one-star reviews dating back to at least 2022 on the Better Business Bureau's website. The agency gave it an F rating for not responding to complaints.
A woman who answered a listed number Friday for the company declined comment. It lists a Crown Point post office box as its address in state records.
The lawsuit wants a legal injunction to force the company to stop its practices, as well as fines and restitution.
'We are committed to ensuring that landlords and property managers play by the rules,' Rokita said. 'We will continue to stand up for Hoosiers and fight against deceptive practices that harm our communities.'

When Hoosiers decide to pack their belongings into a U-Haul truck and put Indiana in the rearview mirror, where do they go? According to a recent report by U-Haul, many stick close to the Midwest, traveling an average of 230 miles if they're headed to major U.S. cities outside of Indianapolis. Here's what we know. From January to July 2025, U-Haul tracked customers renting its one-way trucks, trailers and U-Box containers as part of its annual midyear growth report. The resulting "U-Haul 2025 Midyear Migration Trends" reveals what cities and states its customers arrived from when traveling to 35 U.S. metro areas, each with populations greater than 2 million people. Chicago, as it turns out, gets a lot of ex-Hoosiers and vice versa, while Ohio has three major cities that are attractive places to live. A quick glance at the report also reveals where, if you live in Indiana, your new neighbors might have come from. Note: U-Haul does not provide the exact number of customers entering and exiting U.S. States, which its lists are based upon, "for competitive and proprietary reasons," a spokesperson with the company told IndyStar. The U-Haul Growth Index for 2024, however, compiled upwards of 2.5 million customer transactions, according to the company. The cities below are listed alphabetically as they appeared in the report. According to the findings, the top metro areas Hoosiers move to include these cities, which are sorted alphabetically: Here's a quick breakdown of each city and where Indiana ranks. Distance from Indianapolis to Chicago: 183 miles. The Windy City is a popular state for ex-Hoosiers, according to the report. Indiana ranked first for arriving U-Haul customers. Indianapolis also is the second leading metro area for arriving U-Haul customers to Chicago outside of Illinois, according to the company. Indiana ranks second among the top states for arriving U-Haul customers to Cincinnati outside of Ohio. And while Florida might have come in first, Indianapolis was cited as the top metro area of U-Haul's customers headed to Columbus. Here's the breakdown: The top metro areas for arriving U-Haul customers to Columbus from outside of Ohio are: Distance from Indianapolis to Detroit: 287 miles. Trading one Midwest powerhouse for another, Indiana ranked fourth of arriving U-Haul customers to Detroit from outside of Michigan. The top states include the following: Distance from Indianapolis to Nashville: 288 miles. Nashville might be known as "Music City" but Hoosiers appear to be at the back of the choir singing its praises. Indiana ranked 10th among the top states for arriving U-Haul customers to Nashville from outside of Tennessee, according to the report. The top states were Florida, Georgia, Texas and these others: Distance from Indianapolis to St. Louis: 247 miles. St. Louis is famous for its iconic Gateway Arch, which welcomed Hoosiers moving to Missouri this year. Indiana ranked sixth among the top states for arriving U-Haul customers to St. Louis, according to the report. Hoosiers hit with historically high electric bill increases, consumer watchdog study shows

Hoosiers are paying historically high energy rates from Indiana's investor-owned utilities, according to a new analysis by a consumer watchdog group. Citizens Action Coalition collected and analyzed 20 years of data from five of the state's monopoly utilities — NIPSCO, CenterPoint, Duke Energy Indiana, AES Indiana and I&M — and found residents were hit this year with the highest year-over-year price increase since at least 2005. The group's key findings show a statewide average energy bill increase of more than $28 per month — a 17.5% jump. The Indiana Energy Association, in a written statement in response to the CAC report, said its members "are committed to keeping affordability top of mind, while also making the investments needed to provide reliable electricity." Kerwin Olson, executive director of CAC, said for years Indiana lawmakers have passed utility-friendly legislation shifting economic risk and cost on to Hoosiers already facing rising costs for housing, healthcare and other bills. 'This is an ongoing trend of continuing to use rate payers as economic development tools while inappropriately shifting all of the investment risk of running the utility away from utilities themselves and their investors onto shareholders,' Olson said. 'And that comes at a cost, and that cost is starting to display itself as extraordinary rate increases.' The continued increase in utility bills is exacerbating an affordability crisis, he said, and Indiana is the epitome of regulatory and legislative control by investor-owned utilities that dictate policy and regulatory outcomes. The state, Olson said, needs to get serious about looking at policy solutions that invite competition and provide customers with a choice rather than allowing monopoly pricing. "Let's get serious about making sure the everyday working class Hoosier can live their life with some dignity and afford the daily cost of living," he said. CAC's analysis of data from the Indiana Utility Regulatory Commission shows large year-over-year bill increases for Hoosier's residential energy bills between July 1, 2024, and July 1, 2025. The Indiana Energy Association noted "Indiana has been growing, and Indiana's utilities have an obligation to keep pace with that demand and power a modern economy." The association wrote that Indiana's energy companies invested in additional power generation and modernization of the electric grid that delivers that power. "We've added advanced technology to the electric grid that reduces power outages and hardens the grid against severe weather. There also have been substantial investments in evolving environmental regulations," the statement says. NIPSCO customers, the ratepayers already paying the most, saw the largest increase of $50, or 26.7%, per month, according to CAC. NIPSCO spokeswoman Tara McElmurry told IndyStar the company is aligned with IEA's statement and has nothing further to add. CenterPoint customers saw a $44 per month increase, or 25%, over the last year following an IURC-approved rate increase. CenterPoint did not immediately respond to IndyStar's request for comment. Duke Energy Indiana customers saw a $26 increase on their monthly bills. Angeline Protogere, spokeswoman for Duke Indiana, wrote in an email to IndyStar that Duke has the lowest average rate among major utilities in Indiana for residential users, and that the year-over-year survey includes base rates as well as fuel and purchased power costs, which fluctuate quarterly. New rates allow Duke to continue making investments in a variety of ways including outage resilience, increasing reliability and transmission infrastructure among other things. "We have invested $1.6 billion in our electric grid, power plants and overall system on behalf of our customers, and that is reflected in a base rate increase that went into effect in February 2025," Protogere wrote. AES Indiana residential customers paid about $17 more each month, and the utility recently filed for another rate increase. AES did not comment but instead referred IndyStar to the IEA statement. I&M customers saw bills rise $6 a month. I&M did not immediately respond to IndyStar. Gov. Mike Braun ran his gubernatorial campaign, in part, by promising lower energy costs for Hoosiers, and state lawmakers referenced affordability during legislative session this year. These promises have yet to come to fruition, and Olson said lawmakers continue to compound the issue of energy bills running rampant with laws such as Senate bills 424 and 423 which shifted even more costs onto Hoosiers. He also pointed out Braun's new Strategic Energy Growth Task Force, meant to address affordability, lacks any consumer advocates. 'It's hard to believe we're serious about affordability when a task force like that lacks a consumer voice,' Olson said. 'And then we see numbers like these: rate increase after rate increase after rate increase with no end in sight and with no apparent desire from the state to seriously take a look at why and try to fix the problem.' Olson and CAC are not opposed to economic development and growth, but he said the risks need to appropriately be shared and something needs to change. 'All we want to do in Indiana is build, build, build in the name of energy dominance, and rate payers be damned,' he said.
