
Unchallenged at Home and Abroad: Jawaharlal Nehru's Leadership With the Non-Aligned Movement
As the nation observes today the 61st death anniversary of India's first prime minister Jawaharlal Nehru, not only the architect of modern India but also of its foreign policy, it may be worth recalling his role in the founding of the Non-Aligned Movement six decades ago.
This month marks the 70th anniversary of conference of Afro-Asian countries held in Bandung, approximately 100 miles from the Indonesian capital of Jakarta, in the last week of May 1955. It was the Bandung Conference which laid the foundations of the Non-Aligned Movement that was to be later inaugurated in the then Yugoslavian capital of Belgrade in 1961.
The Asian Relations Conference was held in New Delhi from March 23 to April 2, 1947 at the initiative of Jawaharlal Nehru, then the Vice-President of Viceroy's Executive Council (interim Prime Minister). It was the first conference of Asian countries ever and Nehru chose Sarojini Naidu, the tallest woman Congress leader (she was president of the Indian National Congress in 1925) to preside over the conference. This was perhaps symbolic of many strides towards women empowerment that India would take after gaining independence a few months later.
As many as 243 delegates from 28 Asian countries participated in the conference which was held in Purana Qila (Old Fort) in New Delhi. Nehru declared in words that have become memorable to be often quoted in the context of India's foreign policy:
'For too long we, of Asia, have been petitioners in Western courts and chancelleries. That story must now belong to the past. We propose to stand on our own feet and to co -operate with all others who are prepared to co-operate with us. We do not intend to be plaything of others.'
Even five months before the conference, within a week of taking over as the interim prime minister, Nehru broadcast to the nation on September 7, 1946:
'We propose, as far as possible, to keep away from the power politics of groups, aligned against one another, which have led in the past to world war, and which may again lead to disasters on an even vaster scale…We are particularly interested in the emancipation of colonial and dependent countries and peoples, and in the recognition in theory and practice of equal opportunities for all races.'
Thus, all the principles of India's foreign policy were enunciated by Nehru at the dawn of the nation's independence: non-alignment, freedom, honour, non-interference and equality of peoples and nations.
With Nehru as the pivot, India, Indonesia and Burma became the nexus of an independent Asian viewpoint.
In 1954 when Gamel Abdul Nasser became the leader of the new Republic of Egypt, the West started putting pressure on him to join the Baghdad Pact. But he was influenced by the example of the three Asian countries and refused to join the Anglo-American pact. Nehru seized the opportunity to broaden the base by including Egypt and other African countries to create a distinctive Afro-Asian presence in world affairs. The idea of a wider conference of Asian and African countries had been earlier mooted at the South East Asian Prime Ministers conference in Colombo, April 1954.
Unchallenged at home, by the beginning of 1955, Nehru had also emerged as one of the most influential leaders in the world. As S. Gopal, wrote in Jawaharlal Nehru – A Biography ( Volume 2, 1947- 1956): 'Abroad his status was equally unchallenged. No single individual had done more, in the years since the Second World War, to project Asia on to the world stage.'
The stage was now set for the first meeting of Afro Asian countries that President Sukarno of Indonesia offered to host at Bandung which an Arab delegate thought 'did not look an Asian city at all. It was too clean.' The conference was held for seven days in the last week of April 1955. But a month earlier, Nehru, who religiously kept parliament informed of all matters – national and international – told the Lok Sabha on March 31:
'When the history of this time is written in the future, two things will stand. One is coming of atomic energy, and the other the emergence of Asia…This conference is something historic. It is unique. Of course, no such thing has ever happened before and the fact of representatives of 1,400 million people meeting even though they have differences amongst themselves is a matter of utmost significance.'
Twenty-nine countries of Asia and Africa were invited to Bandung, including China for the inclusion of which both Nehru and U Nu of Burma had to make extraordinary efforts to convince those who were strongly opposed to China's participation.

The conference lasted seven days, the highlights of which are best described in the words of Nehru himself:
'The Bandung Conference has played an important role. It has represented various forces that have been developing in the past few years and has compelled the attention of other countries to these new developments. While the fact that there are some new independent countries in Asia is known to everybody, the real significance of this is not always appreciated. There is, in large parts of Asia and Africa, an intense desire to be left free to work out our destiny. We want progress at a rapid rate. But with all our past memories of colonial domination, we suspect any attempt at interference or patronage…
'The aggressive attitudes of communism or anti communism find no echo with us and we see no reason whatever why we should lose our own individuality, give up our thinking and become a mere camp follower of others…
'We are little tired of the conflicts and hatreds of Europe and see no reason why we should succumb to them…The Bandung Conference was the first clear enunciation by the countries of Asia especially that they have an individuality and viewpoint which they are not prepared to give up because of the views of or pressure from other countries.'
But, he cautioned, it would be absurd to expect that the Bandung Conference would lead to the solution of international problems: 'The Bandung Conference should not be judged so much from the forceful speeches delivered but from the joint statement issued at the end.'
The joint communique established 10 principles for developing friendship and cooperation among nations some of which were:
a) respect for the fundamental human rights and principles of the UN Charter; b) respect for the sovereignty and territorial integrity of all nation; c) abstention from intervention or interference in the internal affairs of another country; d) refraining from acts or threats of aggression or the use of force against the territorial integrity or political independence of any country; e) settlement of all international disputes by peaceful means; f) recognition of the equality of all races and nations; and
g) respect for justice and international obligations.
Earlier, on May 3, while briefing the Congress Parliamentary Party (CPP), the Nehru said:
'A rather remarkable thing is that at the conclusion of the Conference almost every country has commended it, has approved of it- certainly the American press, the British press, the French press, the Russian press, the Chinese press and others. It is a remarkable thing that something should be done which is approved of by all these people who usually never agree about anything.'
Winston Churchill, Nehru's one-time foe, wrote to him, almost two months after Bandung, on June 30, 1955:
'I always admired your ardent wish for peace and the absence of bitterness in your consideration of the antagonisms that had in the past divided us. Yours is indeed a heavy burden and responsibility, shaping the destiny of your many millions of countrymen, and playing your outstanding part in world affairs.'
In this letter, and another one he had written a few months earlier Churchill used the phrase 'the light of Asia' for Nehru.
So what may be the relevance of Bandung today?
Its 70th anniversary is a good opportunity for India, Indonesia and some other countries of Asia and Africa, to revive the Non-Aligned Movement, which in the words of late prime minister Indira Gandhi, the chairperson of the movement in 1983, was the 'history's biggest peace movement.'
In a recent article in a daily, former foreign secretary Shyam Saran wrote: 'The Bandung Principles or Das Sila remain valid as norms for inter-state relations and for creating a more democratic world order. They should be revived. NAM, which incorporated the Bandung Spirit, became the the largest peace movement in history, creating a zone of peace between contending ideological and military blocs. We need a similar space free of great power contestation.'
But for that to happen India needs a leadership that has the wisdom, vision and global stature of Jawaharlal Nehru.

The Rhetoric of Social Justice Ignores the Need for it
Since the general elections of 2019, national and regional parties, especially the Congress party, have increasingly woven social justice into their political narratives, promising empowerment through the constitutional ideals of inclusive governance. As Bihar gears up for its assembly elections, the discourse on social justice has again taken centre stage, often reprimanding the ruling political class for the non-implementation of social justice policies. The Union government's recent announcement to conduct a caste census signals an intent to better understand India's complex social stratification, aiming to craft targeted welfare policies for the marginalised communities, particularly the Other Backward Classes. Though the democratic discourse is infatuated with the agenda of social justice there is a visible gap between rhetoric and reality. The continued marginalisation of the Scheduled Castes and Tribes from the sphere of power and privileges, raise questions about the commitment of the state and the political elites to bring transformative change in their lives. The Indian constitution lays a robust framework for uplifting SCs and STs through three key pillars: protection from social humiliation and exploitation with provisions like the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, ensuring that their social dignity and civic rights are safeguarded, equitable representation through reservations in state institutions that allows these groups to avail themselves crucial positions of power and privileges in governance, and last, advancing economic empowerment via dedicated budgetary provisions and policy initiatives. Policy measures like the special component plan for SCs and STs in the state budget were introduced to ensure financial assistance for the economic empowerment of these sections. However, implementation has been inconsistent on all three fronts, often with token value, leaving large sections of these communities outside the ambit of social justice policies. Persistent social injustices Despite substantive legal safeguards like the SC/ST (Prevention of Atrocities) Act, caste-based discrimination persists. The National Crime Records Bureau recorded 57,582 cases of atrocities against SCs and 10,062 against STs in 2022, reflecting deep-rooted systemic oppression and the limit of the state machinery to curb the menace. From rural areas, where Dalit people face violence for minor assertions of dignity, to urban centres, where discrimination in housing and employment is rampant, caste continues to shape access to opportunities. Such incidents are witnessed even in the arena of state institutions like universities (the institutional murder of Rohith Vemula) and legislative bodies (which see little discussion on the issues of caste-based violence). This underscores the failure of the governing classes to enforce protective measures effectively. Reservation: A partial success The reservation policy, designed to ensure SC and ST representation in state institutions, has seen uneven progress. While lower-level posts (Group C and D) in public sector units like railways and banks are often filled, senior positions remain largely inaccessible to marginalised groups even now. Especially in higher education, leadership roles such as vice-chancellors and professors are predominantly occupied by unreserved categories, highlighting structural barriers. Similarly, in the higher judiciary, SC and ST representation among judges and key functionaries is negligible, undermining the promise of equitable participation. The downsizing of public sector units has further eroded opportunities for reserved posts, exacerbating their economic exclusion. The positions of power and privileges in major state institutions are dominated by the social elites. Further, the political class and civil society have failed to engage in crucial deliberation to make private economy more inclusive with the increased participation Dalit and Adivasis. They mostly survive as the precarious labour class, distanced from the entitlements and privileges enjoyed by the middle-class. Economic marginalisation One of the major objectives of the special component plan for SCs and STs is to provide income generating assets and skill so as to enable the marginalised social groups to have a sustained economic upliftment. It intends to advance composite economic development programmes to elevate their class position. Even such a significant initiative has often been reduced to a symbolic gesture today. Exclusive funds meant for SC and ST welfare are frequently underutilised or diverted, with successive governments failing to prioritise these allocations for a substantive welfare of these groups. Under the current Bharatiya Janata Party (BJP)-led government, this trend has continued, with flagship schemes for the general welfare of all (like the Jan Dhan Yojana) overshadowing the targeted welfare schemes and policies meant for marginalised groups. There are negligible initiatives to examine the precarious economic conditions of Dalits and introduce effective public policies and schemes for their empowerment and mobility. Beyond political rhetoric of social justice As social justice becomes a rallying cry in electoral politics, its transformative potential remains limited without concrete action. The constitutional framework, though robust, requires rigorous implementation through executive accountability and policy innovation. Political parties must move beyond populist rhetoric and prioritise social justice as a core governance agenda. While the ruling dispensation under the BJP has often pledged to uphold the ideals of social justice, its decade-long tenure has seen a steady rise in caste-based violence and a dilution of policies aimed at SC and ST upliftment. Though at the symbolic level it offered prominent political gestures (like naming Draupadi Murmu the president of India), there is an absence of new initiatives to enhance their representation in public and private sectors. The growing political rhetoric on social justice shall complement with substantive executive orders and fair implementation of policies. However, the governing elites hardly felt any moral pressure to perform under constitutional directives. Further, within the democratic polity, the Dalit-Adivasi claims for social justice and inclusivity have weakened or relegated to negligible space. Their movements are quelled and not allowed to flourish. Without a popular movement and mobilisation of Dalit, Adivasi and Bahujan groups, political elites would always hesitate to execute effective programmes for their welfare. The growing marginalisation of Dalits and Adivasis from the national discourse has allowed the traditional elites to dominate decision-making process and to neglect the social justice agenda. The future The national political discourse shall revolve around the welfare, security and advancement of the Dalit, Adivasi and Bahujan communities, ensuring their equitable participation in positions of power and privileges. The BJP and the Congress offer a visible space to the idea of social justice in their political manifestos, but overtly hesitate to ensure its appropriate implementation. To actualise the potentials of a social justice agenda, India needs a governing class that is sensitive and committed to the welfare of the marginalised social groups in a substantive manner. Further, there is a crucial need to amplify the Dalit and Adivasi voices for social justice, enabling new movements to drive national discourse for policy reforms. Finally, the social justice discourse needs to move beyond the claim for representation in public institutions and democratic polity. It needs to examine other spheres of power and privileges (like market economy, cultural industry, sports establishments, and so on) which are overtly dominated by the conventional ruling classes. The social justice agenda needs to be applicable to a broader arena of power to make it more diverse and representative through the participation of Dalit, Adivasi and Bahujan groups. Harish S. Bhopal: Congress MP Rahul Gandhi on Monday alleged electoral theft in Madhya Pradesh, a month after he accused the Bharatiya Janata Party (BJP) of orchestrating a "match-fixing" in the 2024 Maharashtra assembly elections. In a fiery-charged virtual address at the Congress's Nav Sankalp Shivir in Madhya Pradesh's Mandu, Mr Gandhi also questioned the credibility of the Maharashtra elections and claimed that over one crore new voters mysteriously appeared in the voter rolls. "Let me say this without a shadow of doubt, Maharashtra's election was stolen. Just like Maharashtra. We must stay vigilant." In the 2023 assembly elections, the BJP bagged 163 of the 230 seats to retain power in the central state. The Congress could manage 66 assembly segments. The BJP also swept the 2024 Lok Sabha elections in Madhya Pradesh by winning all 29 seats in the state. Mr Gandhi also alleged a systemic suppression of the backward and marginalised communities. "The Congress must fight for 95% of India's population, Dalits, Adivasis, OBCs, minorities, and the poor from the general category. We must become their voice," he said. He also emphasised unity and mutual respect within the party, urging cadres to learn from the experience of senior leaders and to carry the Congress's message of caste census to every household. Reiterating the party's stand on caste-based census, he declared, "If Congress forms the government in Madhya Pradesh, we will immediately carry out a caste census. We will ensure proportional representation for Dalits, Adivasis, OBCs, and women in government jobs." He also questioned the BJP's resistance to caste-based data. "Why is the BJP afraid of data? Why does the RSS oppose the caste census? Because within that data lies the truth, the truth of exploitation of Dalits, backwards classes, and even the poor among the general category." He cited the Telangana caste survey as a model and pledged to implement similar surveys in Bihar, Uttar Pradesh and Madhya Pradesh when the Congress forms a government. "I've said this in Parliament, we will break down the 50% reservation wall. The RSS and BJP are scared now. They once boasted of getting 400 seats to change the Constitution. But it was Congress, through Bharat Jodo Yatra and Nyay Yatra, that forced them to talk about caste census," he said.
