Abg Jo proposes comparative legislative study tour to US for DUN members
KUCHING (May 28): Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg has proposed a comparative legislative study tour to the United States for members of the State Legislative Assembly (DUN).
Speaking at the Gabungan Parti Sarawak (GPS) Backbenchers' Night held at the DUN complex last night, Abang Johari underscored the importance of such study visits in broadening the perspectives of assembly members.
He emphasised the value of exposing elected representatives to various systems of governance and parliamentary democracies around the world.
'The Speaker has consulted me on providing exposure for our assembly members to conduct study visits abroad, to learn and understand the diverse systems of government and democratic practices globally, particularly those practised in mature parliamentary democracies.
'I have agreed to this proposal. Previously, we visited the United Kingdom, and this time, the Speaker and I propose that we visit the United States to study its democratic system, which differs in some aspects from the Westminster model. This will be an educational trip for our assembly members,' he said.
In addition, the Premier urged all DUN members to familiarise themselves with Article 95C(1)(a) of the Federal Constitution, which allows Parliament to confer additional legislative powers on state assemblies in certain matters.
'Members of the DUN must be well-versed in this provision, as it supports the extension of legislative authority to the State Assembly.
'Since the establishment of the DUN in 1963 by Order of the Yang di-Pertuan Agong, we have been empowered to enact laws on matters under our jurisdiction, particularly those listed in the State List and those delegated by Parliament.
'This is why legislation such as the Distribution of Gas Ordinance (DGO) 2016 remains undisputed, as it is supported by constitutional provisions and Sarawak's special autonomy,' he explained.
He reiterated that electricity and gas matters fall under state jurisdiction, and therefore, the DGO 2016 was enacted in accordance with constitutional provisions and the 1963 order.
'Even in the future, if I am no longer Premier or an assemblyman, the next generation of DUN members must understand that this legislative power belongs to the State Assembly. It is a power that we must never compromise,' he stressed.
Abang Johari also highlighted two recently passed Bills, the Land Code (Amendment) Bill 2025 and the Sarawak Biodiversity Centre (Amendment) Bill 2025, which he said would benefit the state's economy.
'The Land Code (Amendment) Bill 2025 amendment enables the registration of wakaf (endowment) lands, as well as other lands granted by landowners for public or charitable purposes, including those for charitable organisations.
'As for the Sarawak Biodiversity Centre (Amendment) Bill 2025, some of the research conducted by the Sarawak Biodiversity Centre (SBC) has commercial value. This amendment allows the outcomes of such research to be developed into commercial undertakings,' he explained.

2 extra judges' panels to expedite appeal hearings

He said there are currently eight panels. 'Hopefully, with more judges appointed, we can expedite the disposal of cases,' he told reporters after witnessing the elevation of six Court of Appeal judges and the confirmation of 14 judicial commissioners as High Court judges here today. With the appointment of the six judges, the Court of Appeal now comprises 32 judges, the maximum allowed under the Federal Constitution. Bakar is the 13th president since the appellate court's establishment in 1994. The Court of Appeal is often referred to as the 'engine of the judiciary' since it serves as the intermediate appellate court, reviewing decisions made by the High Court and the apex court for cases that originate from subordinate courts. Bakar described his appointment as a huge responsibility and a significant challenge in a country with a multiracial and multireligious population. 'Of course, as president, I cannot satisfy everyone, but I will discharge my duties without fear of favour,' he said. He also said there were highly capable judges who would assist him in fulfilling his responsibilities. Newly appointed Chief Justice Wan Ahmad Farid Wan Salleh, who had earlier taken his oath of office before the Yang di-Pertuan Agong at Istana Negara, was also present. At the Palace of Justice, Bakar took his oath of office before senior Court of Appeal judge P Ravinthran. Justice Azizah Nawawi, the new chief judge of Sabah and Sarawak, took her oath of office before Dean Wayne Daly, the most senior judge in East Malaysia. She is also the first woman to hold the position.

Women empowerment must include informal sector, says Dr Wan Azizah
KUALA LUMPUR: The empowerment of women must extend beyond the formal sector to include those in informal roles such as housewives and caregivers, said Datuk Seri Dr Wan Azizah Wan Ismail. Speaking at the launch of the National Policy on Women (DWN) and Women's Development Action Plan (PTPW) 2025-2030, she emphasised the need to appreciate their contributions to society and national development. 'The policies we have formulated not only focus on empowering women but also aim to raise public awareness of their crucial role in the country's progress,' said Dr Wan Azizah, wife of Prime Minister Datuk Seri Anwar Ibrahim. She added that these policies reflect the government's commitment to securing a better future for women, particularly in driving national development. The event, themed 'Women's Dignity, Strengthening the Nation,' was held at the Parliament building and attended by Women, Family and Community Development Minister Datuk Seri Nancy Shukri, Deputy Communications Minister Teo Nie Ching, and Dewan Rakyat Deputy Speaker Alice Lau Kiong Yieng. Nancy Shukri highlighted the need to value unpaid care work equally with paid employment, especially for women from vulnerable groups. 'We must recognise unpaid care work as equivalent to paid work,' she said, stressing the importance of a whole-of-government approach to balance workloads and strengthen support systems for working women. Offenders compulsory attendance order to reduce prison overcrowding
KUALA LUMPUR: The Offenders Compulsory Attendance (Amendment) Bill 2025 was passed in the Dewan Rakyat today, with Deputy Home Minister Datuk Seri Dr Shamsul Anuar Nasarah stating its primary aim is to address prison overcrowding. He revealed that as of July 22, Malaysian prisons housed 83,827 inmates, exceeding the capacity of 76,311. Another 5,759 offenders are undergoing community rehabilitation. 'Overcrowding creates an unconducive environment, increasing disease risks and reducing rehabilitation effectiveness,' Shamsul Anuar said during the debate. The bill expands eligibility for compulsory attendance orders (PKW) to offenders facing up to 10 years' imprisonment, up from the current three-year limit. Shamsul Anuar noted that since 2010, 8,227 offenders have undergone PKW with a 94.5% success rate, while only 5.25% had orders revoked. Rehabilitation modules under PKW include intervention programmes, counselling, and religious courses. The minister also highlighted financial burdens and security risks linked to overcrowding, such as riots and strikes. The Dewan Rakyat sitting resumes tomorrow. - Bernama
