Woman who used wigs and false papers to take UK citizenship tests jailed
A series of wigs and false documents were the tools used by Josephine Maurice, 61, as she pretended to be 13 different people in order to take the Life in the UK Test between June 1 2022 and August 14 2023, Snaresbrook Crown Court heard.
Maurice, a former bus driver and of Enfield, north London, had pleaded guilty to 13 counts of fraud, a charge of conspiracy to commit fraud and two counts of possession of another person's identity documents.
District Judge Anthony Callaway, sentencing on Tuesday, described Maurice's actions as 'wholesale assault' on the immigration system and there was a 'clear advantage' to people who wanted to progress towards citizenship without following all the procedures.
The Life in the UK Test is a requirement for anyone seeking to obtain indefinite leave to remain or naturalisation as a British citizen.
According to the Home Office, it consists of 24 questions aimed at 'proving the applicant has sufficient knowledge of British values, history and society'.
Her defence lawyer Stephen Akinsanya told the court that Maurice was not the mastermind of the scam but the offences could potentially rise to 'affecting national security if people are passing tests when they have no right to be here'.
She was 'gainfully employed' as a bus driver but got sucked into 'something far more serious than she envisioned'.
The judge told Maurice who appeared via videolink: 'You attended test centres fraudulently undertaking Life in the UK Tests on behalf of other persons who, naturally, were supposed to and were intended to be there.
'It is clear that the fraud was deliberate and sophisticated and involved the alteration of identity documents, travel documents, false wigs and other matters.
'The geography was varied. You attended in person a variety of centres in London and elsewhere including Stratford, Luton, Hounslow, Reading, Oxford, Nottingham and Milton Keynes.'
Provisional driving licences were found at her home after her arrest earlier this year.
Maurice has a previous fraud conviction dating back to August 2015 and 'there are similarities' to the current case as it involved her 'impersonating' someone in order to take a driving theory test, the judge said.
Maurice appeared via video link from HMP Bronzefield where she has been a 'model inmate'.
Earlier prosecutor Nana Owusuh said it is difficult for investigators to quantify the financial benefits of the 'well organised' scam or to 'calibrate any gains'.
Mr Akinsanya described it as 'an unusual case' and told the court that for the 'level of sophistication and planning – the crown has provided no evidence that she is the mastermind of this.'
He said: 'Clearly in my submission, this is someone who has found herself involved in something far more serious than she envisioned.
'She found herself trapped to people she owed a sum of money.
'There are some levels of coercion and intimidation. She was not motivated by personal gain.'
Of Maurice, he said: 'Prior to her arrest she was a bus driver with Arriva and looking after her 25-year-old son who was afflicted with schizophrenia.'
Mr Akinsanya said: 'She foolishly agreed to help someone and this is where it has landed her – in custody and away from her son who is clearly vulnerable, that's what keeps her awake at night.
'She understands the implications of what she has done and for national security, and the court can treat such matters harshly.'
Minister for Migration and Citizenship, Seema Malhotra said: 'Today's sentence serves as strong evidence that this Government will use every tool at its disposal to root out abhorrent immigration offenders and ensure they face the full force of the law for undermining our laws and putting the UK's border security at risk.
'Josephine Maurice used wigs and sophisticated disguises to sit the Life in the UK test on behalf of over 14 genuine applicants in an attempt to gain them British citizenship and evade detection from law enforcement, she now faces over four years behind bars.
'I would like to thank our Criminal Financial Investigations team for their continued dedication to making the UK a safer place by ensuring that criminals like Maurice who participate in this evil trade are brought to justice.'

Missing British tourist vanishes from sunbed next to husband as concern grows
Michele Ann Joy Bourda, 59, was last seen on a sunbed at Ofryni beach, Kavala in Greece on August 1. Concern is growing for a missing British woman who disappeared three days ago from a beach sunbed as a search for her has been extended. Michele Ann Joy Bourda, 59, was last seen on a sunbed on Friday August 1 at Ofryni beach, Kavala in Greece. Her husband is said to have been asleep when she disappeared. He woke up to find her missing, with her belongings still on the beach, reports the Mirror. The alarm was then raised by her concerned family, according to Greek missing persons charity Lifeline Hellas, who put out a Silver Alert after police were unable to locate her. An alert from the charity read: "Her life is in danger. If you know anything, contact the Silver Alert service, 24 hours a day, at the National SOS Line 1065." Greece's Hellenic Coast Guard have launched a search operation at sea and they are investigating the reports that her belongings were left on the beach. It is reported that three recreational craft, five fishing boats as well as two patrol boats have been involved in looking for Ms Bourda. Michele is described as having straight blonde hair down to her shoulders, hazel eyes, is 1.73m (5ft 6in) tall and is thin. On the day she disappeared, she was wearing a two-piece swimsuit with rhinestones, yellow beach shoes and red sunglasses. She was apparently seen swimming at around 12pm. And the investigation is now understood to have been extended with fears for her life. A source told The Sun: "We are giving it our all. There are still no signs as to whether she went missing on land or sea but right now there are no plans either to end this search. "We are not at that stage." They added: "Michele is a British citizen who likely also had a home in the UK. There are coast guard boats and private boats out looking for her." The beach near where she disappeared is surrounded by vegetation, houses and a large reservoir. Ms Bourda is understood to live with her Greek husband in Serres, Macedonia. The British embassy in Greece shared a notice on Facebook which read: 'Michele Ann BOURDA went missing on 01/08/2025 at the beach of Ofrynio in Kavala. On the day she went missing, she was wearing a swimsuit with decorative stones, yellow water shoes and red plastic sunglasses. Her life is in danger.' Join the Daily Record WhatsApp community! Officers found the man, in his 40s, "with injuries consistent with a fall," according to a statement provided to USA TODAY Aug. 4. He was pronounced dead at the scene. A Wembley Stadium spokesperson said the concert, a part of the British rock band's highly anticipated reunion tour, "went ahead as planned." "Our thoughts go out to his family, who have been informed and are being supported by specially trained police officers," the statement continued. Brit model Chloe Ayling poses heartbreaking 13-word question after kidnap ordeal
Chloe Ayling, from Croydon, south London, was grabbed from behind and bundled into a suitcase during her kidnapping in Milan, where she'd travelled for a bogus modelling job A British model kidnapped by a thug begged to know what made her story "so unbelievable" in a poignant documentary last night. Staring directly into the camera, Chloe Ayling asked: "What is it about me and my story that makes this so unbelievable?" at the start of the BBC programme Chloe Ayling: My Unbelievable Kidnapping. She led with the question because the documentary later told the audience people still don't believe her - eight years on. But that is despite the jail sentence of Lukasz Herba, a 30-year-old Polish computer programmer from Oldbury, West Midlands, who had drugged, kidnapped and driven Chloe 120 miles to a remote farmhouse near Turin, where she was held hostage for one week. The documentary comes after a man brutally killed a woman on their first date and left her body parts around a town. The show highlighted how Chloe, then 20, was dismissed as a money-grabber who wanted only to be famous. She was encouraged by her agent to go to Milan for a modelling job, but this was actually fake and a lure by Herba to entrap Chloe. Herba was primed to grab the glamour model from behind and bundle her into a suitcase. Injected with ketamine and chained to furniture, she was forced to sleep on the floor of a remote farmhouse. Photographs of her lying unconscious in skimpy clothing were sent to her manager in London, along with a demand for €300,000 (£260,000). If the ransom wasn't paid within a week, she would be auctioned off as a sex slave. Although she was eventually released, Chloe faced another battle to rebuild her life because many didn't believe her graphic and appalling story. Recalling her childhood, Chloe, now 28, said in the documentary: "I had a lot of difficulties with communication... I'd react in the wrong way. If I was being told off I would smile. I just had the wrong reactions to things." The model, from Croydon, south London, told how she has since been diagnosed with autism, something she believes explains so much – not just about her reactions during her kidnap ordeal, but about her life before and since. In the TV show last night, the mum continued: "Autism plays a big part in the way that I reacted, and that was confusing to neurotypical people... People disassociate with events that have happened or have a delayed reaction, especially after trauma. So, it can't all be put down to a diagnosis, and that shouldn't affect the way people treated me."
