SC issues notice to U'khand on plea of blind judicial services exam aspirant
A bench comprising Justices J B Pardiwala and R Mahadevan issued fresh notices to the state, the services commission and the registrar general of the Uttarakhand High Court on Sravya Sindhuri's plea.
The bench was informed that the petitioner, who is completely blind, challenged the exclusion of the blind, and those with locomotor disability from being eligible for the judicial exams.
'That is very bad, very bad on the part of the government," Justice Pardiwala asked.
The bench issued the notice to the state considering the examination was scheduled to begin on August 31 and none appeared despite previous notices.
The top court on March 3 delivered a landmark judgement in a similar case and held blind persons cannot be denied opportunity of employment in judicial services, as it struck down provisions of the Madhya Pradesh Judicial Service Rules that excluded them.
'It is high time that we view the right against disability-based discrimination, as recognised in the RPwD Act (Rights of Persons with Disabilities Act) 2016, of the same stature as a fundamental right, thereby ensuring that no candidate is denied consideration solely on account of their disability," it said.
The plea, on which the top court issued the notices on Friday, alleged the recruitment advertisement of May 16 violated constitutional rights and statutory provisions under the Rights of Persons with Disabilities Act (RPwD) Act.
The petition also challenged the restriction of PwBD (persons with benchmark disability) eligibility to only four specific categories: leprosy cured, acid attack victims, muscular dystrophy, and dwarfism, and consequential exclusion of several other benchmark disabilities such as blindness and locomotor disability.
The petitioner's counsel submitted the recruitment notification not only unlawfully restricted eligibility but also imposed a domicile requirement, disqualifying persons with benchmark disabilities who are not residents of Uttarakhand.
The advertisement was alleged to be contrary to Section 34 of the RPwD Act, which mandates 4 per cent reservation for persons with benchmark disabilities in government establishments, with 1 per cent specifically for blindness and low vision and another 1 per cent for locomotor disabilities.
It sought quashing of the advertisement to the extent it excludes non-domiciled PwBD candidates and restricts eligibility to only four sub-categories. PTI SJK SJK AMK AMK

The Rawalpindi district administration has imposed Section 144 of the Code of Criminal Procedure (CrPC) in anticipation of nationwide protests planned by the Pakistan Tehreek-e-Insaf (PTI) on Tuesday, Geo News reported. In his letter, the jail superintendent noted that there are currently 7,700 inmates in the prison, while its capacity is only 2,174. "PTI has planned a protest outside the jail on August 5," the officer said, stressing the need for urgent measures to ensure foolproof security at the facility, where the PTI founder is serving jail terms in multiple cases ranging from treason to terrorism. Additional police personnel, barriers, and surveillance should be deployed outside Rawalpindi jail to avoid any untoward incident, the letter stated. According to Geo News, separate requests were also sent to the Home Department, IG Prisons, and RPO for security, it added. The officer further said that Rawalpindi jail was "very sensitive" due to the presence of political prisoners and terrorists. Additional security should be deployed from Dahgal Checkpost to Gate No. 5 of Adiala Jail, the letter said. PTI has repeatedly called for Khan's release, who has been behind bars for over a year. The deposed prime minister was arrested in Lahore on August 5, 2023, after being sentenced to three years in prison for illegally selling state gifts. The protest call was made by PTI stalwart Asad Qaiser during a press conference on Sunday, jointly addressed by the party's Secretary General Omar Ayub Khan and other leaders in Islamabad. "August 5 marks the day of the PTI founder's arrest; we will stage protests on that day," Qaiser said, referring to the Toshakhana case.

Odisha allows women to work in night shifts, written consent mandatory
Bhubaneswar, Aug 5 (PTI) The Odisha government has allowed women to work in night shifts, but written consent would be mandatory, according to a notification. The Labour and Employees' State Insurance Department issued a detailed guideline, allowing women to work in night shifts in factories, shops and other commercial establishments. At least three women employees should be there on the night shift, and adequate transportation facilities with a GPS-tracking system to pick and drop them should be arranged, it said. No adolescent women will be allowed to work, whether as an employee or otherwise, in any establishment during the night, it said. "The employer shall provide toilet or washroom and drinking water facilities near the workplace where such women employees are employed, with provisions of closed-circuit television (CCTV) surveillance and proper lighting, including the passages towards conveniences," it added. The decision will increase employment opportunities for women, the notification said. The state government has recently made amendments to the Odisha Shops and Commercial Establishments Act, 1956, allowing women to work in night shifts. Labour Minister Ganesh Ram Singkhuntia said, "After getting instructions from the Centre, we have allowed women to work at night. Female employees will have to give their written consent, expressing their willingness to work at night." The opposition BJD, however, criticised the government. "Women will have to give a self-declaration to work on the night shifts. It means they will have to protect themselves. By doing so, the government is trying to give up its responsibility," BJD leader Pramila Mallik alleged.

The congress leader asserted that these hiked power charges are drilling a hole in the pockets of common people, highlighting that a burden of Rs 17,000 crore has already been levied. 'Despite promising that he would not hike (power charges), Babu (Chandrababu Naidu) is giving shock after shock. You are burdening people and have already levied a burden of Rs 17,000 crore," said Sharmila in a press release. As if this burden is not enough, Sharmila alleged, the CM is planning to levy another Rs 12,000 crore on people in the form of power charges. According to Sharmila, Naidu is the 'heir' of YSRCP chief and former chief minister YS Jagan Mohan Reddy when it comes to imposing exorbitant power charges on people. She reminded that the NDA alliance had promised in the run-up to 2024 polls that there would 'not be even Re 1 hike in power charges' if the coalition wins and even promised that '30 percent power charges will be reduced'. 'However, within 14 months of assuming office, they are imposing a burden of Rs 30,000 crore adjustment charges," she said, adding that Naidu 'backstabbed' people with respect to power charges. Further, she demanded that the government ensure that the Rs 12,000 crore power charges burden does not fall on people and advised it to absorb it.
