Malaysia to host Asean Human Rights Consultations tp advance right to development
The Foreign Ministry in a statement Sunday said the consultations, lead by Malaysia's Representative to the Asean Intergovernmental Commission on Human Rights (AICHR) Edmund Bon Tai Soon, will take place on April 28 and 29.
The first consultation, the 2nd AICHR Consultation on the Human Right to Development to Enhance the Asean Community, to be held on April 28, will focus on realising Article 35 of the Asean Human Rights Declaration 2012, which reaffirms the right to development as a fundamental human right for all Asean citizens.
Subsequently, Malaysia will also host the AICHR Regional Consultation to Support the Development of the AICHR Five-Year Work Plan (2026-2030) on April 29, in which this new plan will align with the Asean Community Vision 2045 and the Strategic Plans of Action.
"These consultations are part of Malaysia's initiatives in the leadership of ASEAN this year and underscore AICHR's commitment to shaping a people-centred, people-oriented and forward-looking human rights agenda,' said the statement.
The ministry added these consultations form part of Malaysia's broader initiatives in Asean this year, which carries the theme "Inclusivity and Sustainability' and underscore the regional body's efforts to advance inclusive, sustainable, and gender-responsive programmes.
These efforts aim to reduce poverty, protect human and environmental rights, and narrow development gaps across the region.
The consultations will further deliberate on Malaysia's proposal for an Asean Declaration on Promoting the Right to Development and Peace Towards Realising Inclusive and Sustainable Development.
The proposal promotes an Asean-led, Asean-owned, whole-of-Asean approach to human rights, ensuring the right to development is not sidelined but championed at the highest level, the ministry added.
Delegates will also engage in thematic discussions on the intersection of human rights, peace, and development, andformulate strategies to enhance the protection of the right to development across all sectors.
Insights gathered from the consultations will contribute towards shaping the AICHR Five-Year Work Plan (2026-2030), positioning human rights advancement as a central pillar of Asean community-building efforts. - Bernama

KUALA LUMPUR: The Offenders Compulsory Attendance (Amendment) Bill 2025 was passed in the Dewan Rakyat today, with Deputy Home Minister Datuk Seri Dr Shamsul Anuar Nasarah stating its primary aim is to address prison overcrowding. He revealed that as of July 22, Malaysian prisons housed 83,827 inmates, exceeding the capacity of 76,311. Another 5,759 offenders are undergoing community rehabilitation. 'Overcrowding creates an unconducive environment, increasing disease risks and reducing rehabilitation effectiveness,' Shamsul Anuar said during the debate. The bill expands eligibility for compulsory attendance orders (PKW) to offenders facing up to 10 years' imprisonment, up from the current three-year limit. Shamsul Anuar noted that since 2010, 8,227 offenders have undergone PKW with a 94.5% success rate, while only 5.25% had orders revoked. Rehabilitation modules under PKW include intervention programmes, counselling, and religious courses. Ministry Launches ‘Anak Merdeka Malaysia' Initiative To Boost Patriotic Spirit
KUALA LUMPUR, July 28 (Bernama) – The Ministry of National Unity, through the National Archives of Malaysia (ANM), has introduced the 'Anak Merdeka Malaysia' initiative to ignite patriotic spirit in conjunction with this year's National Day and Malaysia Day (HKHM) celebrations. In a statement today, the ministry said the programme also aims to honour Malaysians born on two of the nation's most historic dates – August 31 and September 16 – as a symbol of the country's struggle, independence and unity. Minister of National Unity Datuk Aaron Ago Dagang said in the statement that the initiative is not merely about celebrating birthdays, but also about recognising the profound meaning those dates hold in strengthening national identity and patriotism. 'Through 'Anak Merdeka Malaysia', we are not only celebrating their birthdays, but also uniting the voices of the people under one national identity. 'This is the true face of Malaysia MADANI – a nation that honours its history, nurtures hope, and unites its people,' said Aaron. According to the ministry, registration is now open to all Malaysian citizens who share a birthday on either of these two historic dates, regardless of background, age or ethnicity. The statement added that those who register will be given the special opportunity to take part in various activities during the official national-level celebrations, receive commemorative gifts, and be honoured as symbolic national heroes representing the spirit of Malaysian unity. 'The Ministry of National Unity calls on all Malaysians to help spread this information to family members, friends and local communities, so that more people can be celebrated as part of the Merdeka legacy. 'This is our chance as citizens to strengthen patriotism through inclusive and meaningful participation,' the statement said.

Thailand, Cambodia agree to ceasefire: Anwar

Prime Minister Datuk Seri Anwar Ibrahim announced the agreement after chairing the special meeting between Thailand and Cambodia at the Seri Perdana Complex here. Cambodian Prime Minister Hun Manet and Thailand's acting Prime Minister Phumtham Wechayachai attended the meeting, which began at 3 pm. Also in attendance were United States (US) Ambassador to Malaysia Edgard Kagan and Chinese Ambassador to Malaysia Ouyang Yujing. The US was a co-organiser of the meeting, while China, an observer to promote a peaceful resolution to the ongoing situation. 'Prime Minister Hun Manet and acting Prime Minister Phumtham have expressed their positions and willingness for an immediate ceasefire and return to normalcy. 'As the current Chair of Asean, Malaysia stands ready to coordinate an observer team to verify and ensure its implementation. 'Malaysia will also consult with fellow Asean member states to participate in the observation effort, reflecting a regional commitment to supporting peace on the ground,' he said at a joint press conference. During the joint press conference, Anwar said Cambodia and Thailand reached a common understanding, including an immediate and unconditional ceasefire, with effect from 24:00 hours (local time) on July 28. 'This is a vital first step towards de-escalation and the restoration of peace and security,' he said. He added that Thailand and Cambodia will hold an informal meeting of regional commanders on July 29 at 7 am, followed by a meeting with Defence Attachés led by the Asean Chair, subject to mutual agreement. He added that Thailand and Cambodia will convene a meeting of the General Border Committee (GBC) on Aug 4 to be hosted by Cambodia. Anwar said Thailand and Cambodia also agreed to resume direct communications between both prime ministers, foreign ministers, and defence ministers. He added that the foreign ministers and defence ministers of Malaysia, Cambodia, and Thailand have been instructed to develop a detailed mechanism for the implementation, verification, and reporting of the ceasefire. 'This mechanism will serve as a foundation for sustained peace and accountability,' he said. Anwar said the meeting reaffirms the shared resolve of Malaysia, Cambodia, and Thailand to uphold the principles of international law, peaceful co-existence, and multilateral cooperation in the pursuit of a just and lasting resolution to the situation. He said US President Donald J. Trump has been in contact with the leaders of both countries, urging the leaders to find a peaceful solution to the situation. He added that the Chinese side had kept close contact with Cambodia, Thailand, Malaysia, and relevant countries to actively promote dialogue, ceasefire, and restoring peace. 'The presence and collaboration of all parties underscore a shared commitment to peace, dialogue, and regional stability,' he said. The two Southeast Asian neighbours have a long history of diplomatic rows over an 817-kilometre undemarcated stretch of their shared border. Tensions between Thailand and Cambodia have been simmering since May 28 following a skirmish between their troops near the disputed Preah Vihear border area, which claimed the life of a Cambodian soldier. The latest round of hostilities erupted on July 24.
