IMF Forum Explores How Governments Can Better Navigate Rising Borrowing Costs, Refinancing Pressures

KUALA LUMPUR, May 28 (Bernama) -- The 20th International Monetary Fund (IMF) Public Debt Management Forum explores and discusses how governments can better navigate the challenges of rising borrowing costs and debt refinancing pressures.
The forum was jointly organised by the Finance Ministry, Bank Negara Malaysia (BNM) and the IMF on May 27-28.
The Finance Ministry said in a statement that one key focus was improving the liquidity of government bond markets to ensure investors remain confident and engaged even during times of economic uncertainty.
'Participants also explored Islamic finance's growing role in sovereign borrowing strategies, offering new opportunities for countries seeking to diversify funding sources,' it said.
Finance Minister II Datuk Seri Amir Hamzah Azizan highlighted in his keynote address the importance of global collaboration in shaping resilient debt strategies in the face of rising debt vulnerabilities and shifting investor expectations.
'It is increasingly clear that the future of debt sustainability cannot rely on national efforts alone. We must strengthen cross-border collaboration, deepen institutional partnerships, and foster the exchange of knowledge to build resilience and strengthen investor confidence,' he said.
The two-day forum, themed 'Managing Public Debt Amid Evolving Capital Markets' has gathered around 200 senior government officials, public debt managers and financial market experts from a total of 37 emerging and advanced countries to engage in critical discussions shaping the future of sovereign debt management.
This forum discussed emerging challenges and opportunities in sovereign financing risks, weathering the market volatility, Islamic finance, digitalisation in government bond markets and the role of primary dealers as well as market makers.
Besides, IMF's financial counsellor and director of the monetary and capital markets department, Tobias Adrian discussed the risks to global financial stability and emphasised the importance of debt transparency.

KUALA LUMPUR: The Malaysia Tourism Agency Association (Mata) has expressed its concern over the impact of street demonstrations, particularly in the lead-up to Visit Malaysia 2026 (VM2026), as they could threaten public security and tarnish the country's reputation as a safe tourism destination. It said that with Malaysia actively promoting VM2026 to attract millions of international visitors, such continued large-scale public demonstrations could hinder those efforts. "A tarnished national image can directly affect tourist arrivals and foreign investments. Demonstrations can affect business operations and employment opportunities, and increase the overall cost of living for the people. The people's peace and safety are priorities that cannot be compromised," it said in a statement today. Mata also warned that mobilising the people to take to the streets posed a security risk, including potential provocation, conflicts and disorders that could threaten public order. It also said that Malaysia, known as a destination for Islamic and nature-based tourism, would face huge challenges if street demonstrations continue and receive negative media exposure globally. Meanwhile, Mata president Datuk Sri Dr Mohd Khalid Harun said in the same statement that Malaysia is currently in a strong post-pandemic economic recovery phase. "Stability and peace are the foundation of progress in the tourism industry. Without safety guarantees, tourists will choose other destinations, which are more stable and safer," he said. He said that Mata recognises the people's right to voice their opinions, but stressed that every action must be carried out responsibly without compromising national harmony. "We must work together to maintain stability to ensure VM2026 is successful and the people's economy continues to grow," he said.

ALOR SETAR: The Ministry of Transport is urging the public to utilise the stage bus service to ensure its long-term sustainability. Introduced under the Stage Bus Service Transformation (SBST) programme, the service is being rolled out in phases this year with significant government funding. Transport Minister Anthony Loke stressed the need for strong ridership to justify continued financial support. 'To convince the Finance Ministry to keep funding this, I need data proving its benefits. If people don't use it despite affordable fares, securing future allocations will be tough,' he said after launching the Kota Setar service. The federal government has allocated RM78.5 million over five years for 13 SBST routes in Kedah. Since its phased launch on June 1, the Kota Setar service has seen around 30,000 monthly users, with projections reaching 40,000 by month-end. Loke explained that higher ridership reduces per-passenger costs, making the subsidy more efficient. 'The annual cost remains RM15.7 million regardless of passenger numbers. More users mean better value for the government's investment.' On safety concerns following a recent fatal accident involving a bus, Loke clarified that investigations are ongoing. 'Police will determine if negligence occurred. All operators must comply with strict safety rules, including speed limits and driver training.' - Bernama

Its president Datuk Seri Mohd Khalid Harun said such unrest threatens efforts to promote Visit Malaysia Year 2026, a national initiative aimed at attracting millions of international tourists. 'Malaysia is now in a strong phase of post-pandemic economic recovery. Any actions that disrupt political stability and national security may hinder the growth of both the tourism and economic sectors,' he said in a statement. Mohd Khalid said prolonged street protests can affect business operations, job opportunities and investor confidence, ultimately increasing the cost of living for Malaysians. He stressed that public safety must remain a priority as large gatherings carry risks of provocation, conflict and chaos that could threaten public order. 'Stability and peace are the foundation of tourism growth. Without guaranteed safety, tourists will simply choose other destinations that are more stable and secure.' He added that a negative global media coverage could also severely impact the country's Islamic and nature-based tourism sectors. 'Tourism is a major contributor to Malaysia's economy, supporting millions of jobs. 'We recognise the right to voice opinions, but it must be done responsibly and not at the expense of national harmony. We must protect our stability to ensure the success of Visit Malaysia 2026 and the continued growth of the people's economy,' he added. The latest rally, held on Saturday at Dataran Merdeka, saw nearly 15,000 people in attendance.
