Aadhaar-based biometric and facial recognition attendance system launched for pourakarmikas in Hubballi-Dharwad

Time of India2 days ago
Hubballi: The Hubballi-Dharwad Municipal Corporation (HDMC) has launched a new Aadhaar-based biometric and facial recognition attendance system to boost the performance of pourakarmikas.
The corporation introduced this system to enhance the efficiency of over 2,500 pourakarmikas and auto tipper drivers working across 82 wards, while improving the cleanliness standards of the city.
The attendance system incorporates both biometric and facial recognition capabilities. Henceforth, the officials of HDMC will take attendance thrice a day. Pourakarmikas will give attendance in the morning while reporting to duty at 6am, and then again at 10am and 2pm.
The govt of India's Unique Identification Authority of India (UIDAI) has officially sanctioned this advanced system. It ensures precise attendance tracking, timely wage disbursement, and enhanced administrative transparency.
HDMC commissioner Rudresh Ghali said the system offers several advantages, including accurate attendance monitoring, reduced tardiness, punctual payment of wages to civil servants, elimination of paper-based attendance records, and improved administration with a user-friendly interface featuring Kannada voice guidance.
Geo-fencing enables location-based attendance verification. "The corporation aims to enhance civic worker recognition, improve city cleanliness, and strengthen administrative efficiency through this technological advancement," he added.
The HDMC's IT department awarded the contract for implementing this biometric and facial recognition system to Swasthi Private Limited, a start-up founded by Vijay Bhajantri and Siddalinga Latti.
According to sources, this initiative aligns with the digital governance reforms being implemented across urban local bodies. The system is expected to benefit both the corporation and the workers by establishing transparent work documentation.
HDMC plans to gradually expand the system's capabilities to include real-time location tracking and work completion verification.
The executive engineer of SWM, Santosh Kumar Yarangali, explained that the system effectively tracks working hours. The technology allows supervisors to efficiently oversee workforce allocation across zones, leading to enhanced accountability and operational efficiency. The new attendance system has been implemented in zones 10 and 11, with zone 12 scheduled for implementation shortly, encompassing a total of 27 wards.
He further stated that the biometric and facial recognition attendance system would be extended to all wards within two months. Additionally, he confirmed that 90 attendance points have already been identified and geo-tagged.

China's tourism revival: Visa-free entry to over 70 countries fuels foreign arrivals; travel firms report booming post-Covid recovery

This is an AI-generated image, used for representational purposes only. China has significantly expanded its visa-free entry policy, allowing citizens from 74 countries to visit for up to 30 days without a visa. The move, aimed at reviving inbound tourism and stimulating the economy, has led to a sharp rise in foreign arrivals. Since late 2023, Beijing has steadily expanded the policy, allowing short-term visits of up to 30 days for travellers from much of Europe, Asia, Latin America and the Middle East. As per the Associated Press (AP), more than 20 million people entered China without a visa in 2024, more than doubling the previous year's figure and accounting for nearly a third of all foreign arrivals. 'This really helps people to travel because it is such a hassle to apply for a visa,' said Georgi Shavadze, a tourist visiting Beijing from Austria, as cited by AP. Others, like Norwegian Øystein Sporsheim, welcomed the relief from multiple embassy visits when travelling with children. While the majority of footfall at tourist spots remains domestic, the landscape is rapidly shifting. Gao Jun, an English-speaking tour guide in Beijing, was quoted by AP saying that he was 'overwhelmed with tours' and had launched a training programme for aspiring guides to meet growing demand. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Cervecería Nacional CFD: Calcula cuánto podrías ganar invirtiendo solo $100 Empieza a invertir hoy Empieza ahora Undo Tour companies are also seeing a revival, Jenny Zhao of boutique travel agency WildChina said business was up 50% from pre-pandemic levels, with European travellers now making up 15–20% of clients, a steep rise from under 5% in 2019. Shanghai, one of China's top gateways, saw 2.6 million overseas visits in the first half of 2025, a 44.8% year-on-year jump, with over half of them entering visa-free, according to local authorities. As per the South China Morning Post, Pudong International Airport handled 2.37 million foreign entries, topping national rankings. In Beijing, 840,000 of 1.49 million foreign entries were visa-free, while Chengdu saw a 120% rise in such arrivals. Hainan, which allows visa-free travel for 59 countries, recorded nearly 663,000 foreign entries, 89% under the scheme. Group, a Shanghai-based online travel agency, said bookings for air travel and hotels in China doubled in the first quarter of 2025 compared to the same period last year, with 75% of visitors coming from visa-exempt regions, according to AP. The policy's reach continues to widen. On July 16, Azerbaijan will become the 75th country to benefit. About two-thirds of the nations currently included are under a one-year trial period. For those outside the scheme, including travellers from the US, Canada and the UK, China offers a 10-day visa-free transit option, provided the journey involves onward travel to a third country. This option applies at 60 designated ports of entry. James Liang, chairman of leading travel firm Ctrip, said inbound tourism had already recovered to 70–80% of pre-covid levels and 'could be fully recovered this year,' as quoted by Shanghai outlet The Paper. 'If bottlenecks are tackled,' he added, 'China's inbound tourism could reach the world's top tier in 10 or 20 years.' NSE International Exchange set for first foreign-currency listing

India's NSE International Exchange is aiming to attract its first equity listing in a foreign currency this quarter, a milestone it says will demonstrate a new fundraising avenue for firms. The NSE IX exchange, situated in the financial hub of Gujarat International Finance Tec-City, or GIFT City , is initially targeting unlisted companies for the debut, chief executive officer V. Balasubramaniam said in an interview. These may be Indian firms with foreign holdings or even Silicon Valley or Delaware-based entities, he said, without providing any names. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Tan Binh: Unsold Furniture Liquidation 2024 (Prices May Surprise You) Unsold Furniture | Search Ads Learn More Undo GIFT City is an initiative of Prime Minister Narendra Modi aimed at positioning India as a global financial hub to rival Dubai or Hong Kong. The zone offers exemptions from certain taxes and regulatory restrictions, making it a more attractive for international capital raising. A number of Chinese companies have gone ahead with international listings in Hong Kong, and some of them have now become global multinationals, Balasubramaniam said. 'It's the same opportunity that GIFT City is offering to Indian corporates.' There are five to six companies preparing to list, he said. Live Events The planned listing will help underscore the growing sophistication of India's capital markets and offer companies an alternative to domestic exchanges. A foreign-currency listing in GIFT City may also benefit Indian firms looking to expand globally by reducing currency conversion and hedging costs. The Securities and Exchange Board of India is working with the International Financial Services Centres Authority — GIFT City's unified regulator — to address outstanding regulatory issues, Balasubramaniam said. Once resolved, this will enable already listed Indian companies to raise capital on the international exchanges, he said. 'An Indian company that is already listed can decide to do a follow-on public offering in GIFT City as a separate dollar float, or it could do an offer for sale,' he said. Indian companies have previously accessed overseas markets primarily through instruments such as American depository receipts. Firms in the nation raised more than $20 billion via initial share sales last year. The absence of securities transaction and capital gains taxes in GIFT City is another major incentive for foreign investors, Balasubramaniam said.
