
DCC accused of stymieing development
The council is again being accused of stymieing development with excessive red tape adding $15,000 to $30,000 to the cost of new homes in Dunedin.
TGC Homes director George Hercus said he was frustrated with new soil testing requirements that added more than $300,000 to recent townhouse developments.
In Tainui, where a pre-1945 weatherboard home was demolished to make way for the new build, lead was detected in the soil, 520mg/kg, likely due to the presence of lead paint once used on the house.
As a result, the company racked up about $12,000 in environmental consultants' fees, $10,000 in extra consent processing fees and nearly $70,000 to dispose of the "supposed contaminated soil" at the Burnside landfill, Mr Hercus said.
The Dunedin City Council said its new approach to mitigating the potentially toxic effects of lead paint once used on old houses would not have a "significant impact" on homeowners or development in Dunedin.
But Mr Hercus said the claim was "empirically incorrect".
"The DCC have their head in the sand if they think this policy won't have a significant impact on homeowners or development in Dunedin," he said.
"It is yet another example of the clear lack of commercial acumen within our territorial authority."
The council's "misinterpretation" of national standards and its resulting policy was adding $15,000 to $30,000 on to the build cost of every new home in Dunedin that required resource consent.
And the council was adding that same cost to any homeowner who wanted to subdivide their property or make an earthworks application for significant landscaping to their property, he said.
Cr Andrew Whiley this week questioned staff about the issue at the council's customer and regulatory committee meeting, but said he struggled to understand why the council's interpretation of the rules required sites to be remediated when soil lead levels were 210mg/kg.
"I would really like the council staff to provide me and my colleagues and the wider community of comparisons with other councils around the country," Cr Whiley said.
"I've not seen a comparison with any other council around the country of how they're implementing [the national standards] and what they're doing."
Cr Whiley said he "couldn't get the answer" he was looking for at the committee and remained "not 100%" on the issue.
Council acting customer and regulatory general manager Paul Henderson said the only rules at play were the ones in regulations that were applied nationally and came from legislation.
"The 210mg/kg is set by regulation and applies to all residential sites across New Zealand."
In the case of lead paint, councils across New Zealand received updated guidance from the Ministry for the Environment, as well as the findings of an independent review by Stantec, which said homes and other structures built before 1945 could be potential or unverified Hail (Hazardous Activities and Industries List) sites, due to the use of lead-based paint.
When applying the regulations for pre-1945 wood or roughcast buildings, the focus was on the soil in a 2m "halo" around the building, and to a depth of 300mm, he said.
It was important to note the regulation applied to the part of the site that contained the contaminant, which was not necessarily an entire site.
"It is not necessary to 'remediate an entire' site/property, except where contamination has occurred across the entire property.
"Only a small number of pre-1945 painted wooden or roughcast houses are demolished each year in Dunedin, and we continue to assess the impact in our city as being minor," he said.
Mr Hercus said the
"reality is that for any new development the entire site needs to be remediated".
In addition, all buildings at some stage needed to be demolished and replaced, which would trigger the need to remediate the entire site, he said.
A Ministry for the Environment spokeswoman said the ministry set the soil contaminant standards for lead through the Resource Management (National Environmental Standard for Assessing and Managing Contaminants in Soil to Protect Human Health) Regulations 2011 for a range of land-use scenarios.
"The ministry provides nationally consistent standards, and local conditions may influence how councils apply the rules."

Work on building advancing
Work is well and truly forging ahead to turn a derelict Port Chalmers building into a community venue. After lying dormant for decades, the Sims building at the corner of Beach St and Macandrew Rd has become a hive of activity again. Formerly known as the Stevenson and Cook Foundry, it is a historic remnant of the once-thriving shipbuilding industry in the area. Work to deconstruct the 1970s extension on the southern end of the building began on June 9 and is now complete. Now that the section of building has been deconstructed, it will allow for better access and make the redevelopment easier. It will also allow Dunedin City Council (DCC) contractors to assess the surrounding land — particularly the stability of the bank and trees behind the site. Demolition and the installation of protective barrier fencing is expected to cost about $60,000. The DCC owns the building and has a memorandum of understanding with the Port Chalmers Foundry Society (PCFS), which has been fundraising and developing concept plans to convert it into a community venue. Initially, the site was earmarked to become a carpark until the PCFS stepped in, driven by an alternative vision that celebrates history and invests in a creative future for Dunedin. The DCC is putting more than $700,000 towards the initial part of the restoration. PCFS Trust co-chairman Bill Brown said he was delighted with the hive of activity on the site and believed things were moving in a positive direction. ''It'll be good to get a roof on it and see the old foundry restored.'' Ultimately, the plan was for the building to become a hub for community use in some form, he said. The PCFS has been working with architects and project management consultants to develop concepts for the venue, and has been fundraising to help bring the plans to fruition. The Sims building was constructed in 1880, and then about a decade later, it was bought by partners Isaac Stevenson and John Cook, who ran an engineering company in it. The business played a large part in Port Chalmers' creation and development, originally making simple appliances. It later became the most up-to-date plant engaged in ship building and repairing in New Zealand. As well as undertaking some of the southern hemisphere's biggest ship repair jobs, the company manufactured gold dredges for the Otago goldfields and constructed and fitted out ships for World Wars 1 and 2. In 1989, the DCC took ownership of the building from the Port Chalmers Borough Council.

$11.9m for new recycling machinery
The Dunedin City Council has put $11.9 million towards high-end machinery to sort rubbish from the yellow-lidded mixed recycling bins. A council spokesman said it awarded the money to Turmec and its Australian partner The Environmental Group and the equipment would form the "backbone" of a new materials recycling facility (MRF) at the Green Island Resource Recovery Park, which would undergo major redevelopment later this year. The Turmec-designed MRF would feature advanced optical sorters that efficiently separate paper, cardboard, metals and rigid plastics (types 1, 2 and 5) from the mixed recycling stream. Turmec and The Environmental Group would also deliver all associated infrastructure for power supply and operator safety, setting the benchmark for modern, automated waste recovery across the region. Infrastructure services committee chairman Jim O'Malley said the council was committed to reducing waste to landfill. "At the moment our mixed recycling is sorted in a Timaru MRF. "Procurement of this sorting machinery is another key step on the road to providing local sustainability solutions," Cr O'Malley said. He said it was essential to achieve operational efficiency for plant machinery, as well as overall "whole-of-life value for money". Another advantage of processing yellow-lidded bin contents locally with high-end equipment was maximising the amount of good-quality material that could be directly supplied to resale markets. "When our MRF is complete, we will no longer transport material to Timaru's MRF, which will mean transport and carbon emissions savings. "We collect about 5000 tonnes per annum of mixed recycling material from kerbside now. "The Turmec plant can easily accept 8000 tonnes per annum. "This will allow us to scale up and provide the service to neighbouring regions if the possibility arises in future." Turmec chief executive Geoff Bailey said the company was proud to partner with the DCC on a "transformative project". "This investment in state-of-the-art sorting technology will not only optimise recycling efficiency, but also support DCC's long-term vision of reducing landfill reliance and building local circular economy capability." The Environmental Group chief executive Jason Dixon said delivering innovative real-world solutions to environmental challenges was at the heart of what it did. As well as the new MRF, there will be a new composting facility for green-lidded bin contents, upgraded bunkers for recyclable glass sorting and storage, an upgraded transfer station, roads and services to new buildings, a kerbside collections truck park and office and a repositioned green or garden waste drop-off area. The recycling drop-off area, organics receival building, rummage shop and education centre will remain and all public and commercial services will continue.
