Delhi HC asks Centre to consider plea for law against sexual crimes on animals

The petition came in the wake of the complete repeal of Section 377 of the Indian Penal Code under the new Bharatiya Nyaya Sanhita (BNS), 2023.
The plea argued that though Section 377 was rightly read down by the Supreme Court in its 2018 judgment to decriminalise consensual same-sex relationships, the Section's complete deletion from the BNS has inadvertently decriminalised sexual violence against animals, leaving them unprotected by law.
The plea said there is a 'legal vacuum' created by the omission of provision dealing with sexual crimes against animals, which were previously covered under Section 377.
FIAPO, in its plea, also highlighted close to 50 cases of sexual abuse against farmed, companion and wild animals.
It said in just the month of April 2025, three cases came to light: in Delhi's Shahdara area, where a man was arrested for allegedly raping multiple dogs; in Delhi's Saket area, where a pet dog was found unconscious on the road and died later, with a condom being retrieved from the dog's private parts; and in Coimbatore's Temple Town, where a construction worker was found sexually abusing a dog. The court, however, observed that it would not interfere with the legislative procedure. It directed the government to decide the issue in a time-bound manner.

Forest clearance delay stalls Belagavi Ring Road project
Belagavi: The ambitious Belagavi Ring Road project, aimed at decongesting city traffic, has hit a major roadblock due to the delay in securing forest clearance. The project remains stalled as state forest officials failed to respond to queries raised by the Union ministry of environment, forest and climate change. The Centre approved the project in three phases, allocating Rs 1,622 crore for the construction of a 34.5-kilometre ring road in the first phase. Union minister for road transport and highways Nitin Gadkari laid the foundation stone in Feb 2024, calling it a key infrastructure upgrade for Belagavi. The proposed road cuts through 27.3 hectares of reserve forest in the villages of Honaga, Kakati, Sonatti, Kanabargi, and Kalakhamb. Belagavi deputy conservator of forests (DCF) Maria Christu Raja D submitted his inspection report in Aug 2024, and based on his report, the state forest department recommended the diversion of forest land to the Centre in Jan 2025. However, questions have now been raised over the accuracy and completeness of the report submitted by the DCF. Bengaluru-based environmental activist Ramprasad flagged potential discrepancies, citing satellite images that allegedly show encroachment on portions of the forest land recommended for diversion, which were not mentioned in the DCF's report. Following the activist's complaint, the central forest department asked the state govt to submit a factual report by June 10, a deadline that has since lapsed without compliance. The failure to provide a factual report is now the primary reason for the delay in greenlighting the Ring Road Project. DCF Maria Christu Raja D declined to comment on the matter. Meanwhile, Belagavi South MLA Abhay Patil, a strong advocate for the project, expressed his frustration over the delay. "We worked hard to get this major project sanctioned by the Centre, but the inefficiency of local forest officials is stalling it. If the DCF fails to submit the required factual report within 15 days, I will protest in front of his office," he warned.

Central projects will create a ‘developed Tamil Nadu', says Narendra Modi
The Union government-funded infrastructure projects being implemented in Tamil Nadu on an outlay of over ₹3 lakh crore will help the Centre realise its dream of achieving 'Viksit Tamil Nadu', Prime Minister Narendra Modi said on Saturday. Inaugurating the new terminal building at the Thoothukudi airport, he said his government, which had promised a 'Viksit Bharat' (Developed India), was according the highest priority for infrastructure development. Hence, the port, rail and energy sectors were getting an unprecedented facelift nationwide, from Jammu and Kashmir to Tamil Nadu. Mr. Modi said the Centre had released over ₹3 lakh crore since 2014 for strengthening Tamil Nadu's infrastructure to make it 'Developed Tamil Nadu'. This was three times higher than the funding provided by the previous United Progressive Alliance government to the State. He further said the north cargo berth at VOC Port, Thoothukudi; six-lane VOC Port Road; and four-lane Sethiyathope-Chozhapuram Highway would significantly catalyse the trade opportunities and employment generation for the locals. In an apparent reply to Chief Minister M.K. Stalin's recent assertion that the Centre was refusing to allocate funds for Tamil Nadu, he said the thrust being given for infrastructure development in Tamil Nadu by the Centre in energy, road, rail, and port sectors would phenomenally expedite the State's growth while achieving the Centre's goal of 'Viksit Tamil Nadu'. He recalled that the National Democratic Alliance government had sanctioned 11 new medical colleges for Tamil Nadu, and the Centre was also developing harbours to improve their livelihood. Terming India's recent free trade agreement with the United Kingdom (U.K.) as 'historic', Mr. Modi said this agreement would open unprecedented export opportunities for Indian products. 'As more than 99% of the 'Make in India' products will be available in the U.K. at lower prices, the rise in demand will increase production in India and generate more employment in the micro and small industries here. It will enhance the world's faith in India, which will become the third largest economy in the world soon,' Mr. Modi said. He added that home-grown weapon systems, which were used in recent 'Operation Sindhoor', had destroyed the terrorists' hideouts and had given sleepless nights to the sponsors of terror. Governor R.N. Ravi, Union Minister of Civil Aviation Ram Mohan Naidu Kinjarapu, Union Minister of State for Information and Broadcasting L. Murugan, Tamil Nadu Ministers T.R.B. Rajaa, P. Kanwar pilgrim hit by ambulance in Ghaziabad dies a week on
Ghaziabad: A 30-year-old kanwar pilgrim who was critically injured after an ambulance crashed into a group of devotees returning from Haridwar on two-wheelers near Kadrabad village last week succumbed to his injuries on Saturday, taking the total death toll in the incident to four. The accident, which occurred late on July 19 on the Delhi-Meerut expressway (DME), had earlier claimed three lives and left three others injured. Police said Ajay Kumar was a resident of Harsh Vihar in Delhi, had been undergoing treatment at a hospital in Meerut. "He succumbed to his injuries on Friday evening," a senior police official said. The three victims who died shortly after the crash were identified as Ritik Singh (23), Abhinav Samaniya (25), and Sachin Kumar (38), also known as Johnny. Sachin was travelling with Ajay on a scooter, while Ritik and Abhinav were on a motorcycle. According to police, the ambulance was returning from Meerut after dropping off a patient when the driver tried to avoid a pedestrian around 11.45pm and ended up hitting the two two-wheelers heading towards Haridwar. Only one carriageway was open to traffic at the time, as the other had been closed for the kanwar yatra. Police said Akash and his friends, Anshul Awasthi (25) and Rahul Chaubey (23), all residents of Bhangel in Noida, were returning from Haridwar with Ganga water when Akash, who was driving, allegedly dozed off near the Bhojpur toll plaza. "They were speeding and the impact of the crash threw all three several metres away," said ACP (Modinagar) Gyan Prakash Rai. Commuters alerted police, and the trio was rushed to a hospital in Meerut. Akash succumbed during treatment on Monday. The other two remain in critical condition. No complaint has been filed so far and the autopsy report is awaited.
