
₹1,000-cr. loan to ensure prompt payment to farmers for Rabi paddy procurement
According to an official release issued by A.P. MARKFED Managing Director S. Dilli Rao, a loan of ₹1,000 crore will be transferred to the Andhra Pradesh State Civil Supplies Corporation within the next three days.
To facilitate this, a G.O. dated July 4 was issued, authorising AP MARKFED to secure the ₹1,000 crore loan from the National Cooperative Development Corporation (NCDC), backed by a State government guarantee.
Mr. Dilli Rao said that AP MARKFED had already submitted the formal loan proposal to the NCDC, and the funds were expected to be released shortly. Once the amount is received, it will be transferred in full to the Civil Supplies Corporation to ensure immediate disbursal of payments to farmers.
The initiative reflects the government's commitment to supporting the farming community and upholding its promise of timely procurement and payment during the Rabi marketing season.

Hyderabad: In a groundbreaking move, the Telangana government has converted 311 Primary Agricultural Cooperative Societies (PACS) into Farmer Producer Organizations (FPOs), marking a new chapter in the state's agricultural and cooperative development. Agriculture Minister Tummala Nageswara Rao announced the initiative at a state-level conference held at Professor Jayashankar Telangana Agricultural University (PJTAU), organized by the National Cooperative Development Corporation (NCDC) and Telangana Cooperative Union. While addressing representatives from across the state, Minister Tummala emphasized that cooperative credit societies must adapt to the evolving needs of the agricultural sector. Instead of restricting themselves to conventional lending practices, these societies should transform into one-stop centers, providing a wide range of services—from seed distribution and soil analysis to marketing and processing support—to promote farmer prosperity. Tummala revealed that the transition of PACS into FPOs is part of a larger strategy aligned with the Government of India's plan to establish 10,000 FPOs nationwide. With support from the NCDC, Telangana's Cooperative Union has been designated a Cluster-Based Business Organization (CBBO), enabling it to spearhead this transformation. Each of the 311 newly formed FPOs will receive an equity grant of Rs 15 lakh and a management cost support of Rs 18 lakh, totaling Rs 33 lakh per unit. In aggregate, Rs 167.93 crore have been sanctioned, with the first tranche of Rs 9.85 crore disbursed on Tuesday. Additionally, every FPO will be eligible for a loan guarantee of up to Rs 2 crore under the Central Government's Credit Guarantee Scheme, strengthening financial resilience and operational capacity. Highlighting success stories such as the Mulkanur Cooperative Credit Union, the Minister said ethical and transparent governance can turn cooperatives into models of rural development. He commended the cooperative achievements in Medchal and other districts and called on societies in Rangareddy and neighboring areas to promote vegetable and fruit cultivation, reduce chemical usage, and support organic farming. Tummala stressed the importance of adopting holistic business models. He urged societies to offer services like seed distribution, storage, equipment rental, marketing, dairy, poultry, and soil testing. He also recommended inviting experts from various sectors to society meetings for guidance and innovation. The event witnessed participation from prominent officials, including NCDC Regional Director Shardul, TG Cooperative Union Chairman Mohana Reddy, TGCAB Chairman Ravinder Rao, DCCB chairpersons, cooperative officers, and 311 society leaders—collectively committing to a new era of agricultural empowerment in Telangana.

Andhra Pradesh government establishes additional tobacco procurement centres
Vijayawada: In a major relief to tobacco farmers, the state govt has established additional procurement centres in Guntur, Palnadu, Bapatla, and Prakasam districts to accelerate the purchase of Black Burley tobacco during the ongoing 2024–25 crop season. Agriculture minister K Atchannaidu directed district collectors to take immediate steps to operationalise these centres, with special administrative permissions granted for smooth implementation. The minister assured that the state govt will bear full transportation costs and arrange for alternative godown storage to prevent bottlenecks in procurement. He also emphasised that small and marginal farmers will be given top priority under the revised procurement system starting Monday, July 21, with up to 20 quintals per farmer to be procured on a priority basis. Farmers with more than 20 quintals will be accommodated through a separate schedule. So far, 36 million kgs of tobacco—around 45% of total production from 36,000 hectares—was procured by 22 private companies and AP Markfed. Minister Atchannaidu also stated that quality standards will be maintained during procurement, and that the state and central warehousing corporations may be involved if additional storage capacity is required. The current weekly procurement system will continue until Saturday, July 19. Energy minister Gottipati Ravi Kumar, MLAs P Pullarao, Eluru Sambasiva Rao, Ramamjaneyulu, and top officials including special chief secretary Rajashekhar, director of agriculture Dilli Rao, marketing commissioner Sunitha, and tobacco board representatives are closely monitoring the process.

360 tonnes burley tobacco procured from 110 farmers in Prakasam district
A.P. MARKFED (Andhra Pradesh State Co-operative Marketing Federation Limited) procured 360 tonnes of black burley tobacco worth ₹3 crore from 110 farmers in Prakasam district during the last 15 days, said in-charge Collector R. Gopala Krishna after inspecting the stock at a tobacco procurement centre in Garlapadu village of Maddipadu mandal on Wednesday. 'As per the State government's orders, the black burley tobacco was being purchased from the farmers through the A.P. MARKFED at the procurement centres in Garlapadu for the past 15 days. Only the farmers who have registered their names on the CM App could sell their produce to the co-operative federation as per the prescribed schedule,' he said. The in-charge Collector informed the farmers that the tobacco procurement will be done till the end of September and there is no need to worry. He further said, 'The State government is taking all necessary steps to ensure that the tobacco farmers do not suffer any losses. A.P. MARKFED will purchase the bales that are graded as per the guidelines issued by the State government.' He inquired about quantity of tobacco that were being brought to the procurement centre, whether they were purchased as per the schedule, regarding any difficulties at the centre, on storage of bales of tobacco, storage capacity, among others. He asked the A.P. MARKFED officials regarding the payments being made to the farmers. Mr. Gopala Krishna said that the State government is taking all necessary steps to procure the entire tobacco produce to benefit the farmers. Ongole Revenue Divisional Officer Lakshmi Prasanna, MARKFED DM Hari Krishna, Maddipadu Tahsildar Adi Lakshmi also participated in the programme.
