The Andhra Pradesh government has taken a major step towards ensuring prompt payment to farmers for the paddy procured during the Rabi 2024–25 season. According to an official release issued by A.P. MARKFED Managing Director S. Dilli Rao, a loan of ₹1,000 crore will be transferred to the Andhra Pradesh State Civil Supplies Corporation within the next three days. To facilitate this, a G.O. dated July 4 was issued, authorising AP MARKFED to secure the ₹1,000 crore loan from the National Cooperative Development Corporation (NCDC), backed by a State government guarantee. Mr. Dilli Rao said that AP MARKFED had already submitted the formal loan proposal to the NCDC, and the funds were expected to be released shortly. Once the amount is received, it will be transferred in full to the Civil Supplies Corporation to ensure immediate disbursal of payments to farmers. The initiative reflects the government's commitment to supporting the farming community and upholding its promise of timely procurement and payment during the Rabi marketing season.

Vijayawada: The Andhra Pradesh government has ramped up efforts to ensure the smooth and timely supply of fertilisers, pesticides, and micronutrients during the ongoing Kharif season. The Agriculture Department recently issued a stern warning to all fertiliser dealers and distributors, making it clear that hoarding, black marketing, diversion of fertilisers, or selling above the Maximum Retail Price (MRP) would not be tolerated. With the onset of the Kharif season, farmers rushed to nearby stores to purchase seeds and essential fertilisers, resulting in increased demand. The Agriculture Department advised farmers to avoid panic buying and ignore baseless rumours of shortages, noting that fertiliser stocks in the state have increased by 30% this year compared to the previous Kharif season. S Dilli Rao, director of the agriculture department, stressed that the state government is committed to ensuring fair and uninterrupted access to agricultural inputs, particularly in rural and interior areas. For July alone, 3.84 LMT (lakh metric tonnes) of fertilisers are scheduled for supply, including 1.30 LMT of urea. The Centre has already allocated the full Kharif requirement of 6.22 LMT of urea, of which 1.95 LMT has been received. Including opening stocks, 4.93 LMT is currently available—sufficient to meet demand through the end of August. Taking note of irregularities in urea and seed sales, Dilli Rao warned that violators will face license cancellation and legal action under the Fertiliser Control Order (FCO) of 1985. He emphasised that distribution must strictly align with crop cultivation patterns and actual ground-level needs.

The grievance module for the Annadata Sukhibhava–PM KISAN scheme is scheduled to be released today, according to a statement released by Mr. Dilli Rao on Thursday. To address data inaccuracies that deny eligible farmers benefits, the director emphasised the need for grassroots coordination between agriculture and revenue departments. He pointed out that many cases have emerged where active khata holders have been wrongly disqualified due to Aadhaar mismatches that occurred during Webland 1.0 and 2.0 migrations. These errors, stem from technical or clerical mistakes, are rendering living beneficiaries ineligible under Central and State welfare schemes. Officers must verify such cases on the ground and correct Aadhaar details through the designated modules, followed by rectification in Webland. In another recurring issue, names of deceased khata holders continue to appear in Webland records, either with their own Aadhaar or with incorrect linkage. This has disrupted mutation processes and created obstacles in transferring land titles to legal heirs. Such records must be updated by uploading death certificates and carrying out mutations accordingly, he said. Mr. Dilli Rao further mentioned that notional khatas, which are especially prevalent in Webland 1.0, are causing confusion. These include patta lands not assigned to any khata holder and listed as surplus lands, khatas in the 1 lakh series with missing Aadhaar details, auto-mutation khatas that are misread as notional by field staff, and records showing zero land extent due to technical glitches. All these issues must be addressed systematically with proper verification and documentation. The director also raised concern over lands that were originally allotted to societies but were never mutated into individual names. Such cases are common in districts like Nellore and certain parts of Godavari, where eligible beneficiaries continue to face delays. He recommended a focused survey to identify such plots and initiate individual mutations. Mr. Dilli Rao stated that these issues are widespread across the state and that agriculture officers at the field level must not only understand these challenges in detail but also work in close coordination with the revenue department. He stressed the need for officers to conduct awareness campaigns in villages, educating farmers about common technical errors and ensuring they are equipped to raise and resolve grievances through proper channels.

VIJAYAWADA: The State government, in collaboration with the Union government, is set to launch the e-Crop Digital Survey for the Kharif 2025 season, Director of Agriculture Dilli Rao announced. Starting the first week of July, the fully digital crop registration, supported by the National Informatics Centre, aims to enhance transparency and accuracy in agricultural data collection. The survey will focus on cultivable agricultural lands, excluding non-agricultural and government lands, to create a comprehensive database for the effective implementation of farmer welfare schemes. Key objectives include 100% crop registration, e-KYC completion, and accurate land detail verification via Webland or Record of Forest Rights. Lands will be classified as cultivated, uncultivated, fallow, aquaculture, or non-agricultural.

98% of e-KYC completed under Annadata Sukhibhava–PM Kisan Scheme: Dilli Rao

The Andhra Pradesh government has made significant progress in implementing the Annadata Sukhibhava–PM Kisan Scheme, with 98% of e-KYC verification now completed, according to Agriculture Director S. Dilli Rao. In a statement issued on Friday, he said, 'This initiative, launched under the government's 'Super Six' priorities, is aimed at supporting farmer families across the State with an annual financial assistance of ₹20,000.' The financial package includes ₹6,000 from the Central Government under the PM-Kisan scheme, while the State Government contributes an additional ₹14,000, making a total of ₹20,000 per year. This benefit is extended to farmer families owning cultivable land, those cultivating forest lands, and landless tenant farmers belonging to OC, BC, SC, and ST communities. For landless farmers, the entire amount is being provided from the State's budget allocation. As of now, 47.77 lakh eligible farmer families have been identified based on land ownership data drawn from the Revenue Department's Webland Portal and the Forest Department's Giribhoomi Portal, with data updated until May 2025. This information was verified at the village level through the Annadata Sukhibhava portal and further validated at the State-level. The e-KYC process was carried out through Rythu Seva Kendras, and nearly all beneficiaries have completed it, with only about 61,000 farmers still pending. Mr. Dilli Rao also clarified that farmers owning D-patta lands, assigned lands, and inam lands are eligible to receive benefits under the scheme. However, those whose records have not been verified are advised to consult their local Revenue Officers to resolve issues such as land ownership disputes, Aadhaar mismatches or incorrect linkages, accounts associated with deceased persons, and notional or dummy accounts. To assist such farmers, a grievance redressal module is being developed and will be made available shortly. For landless tenant farmers from the OC, BC, SC and ST communities, receiving the scheme's benefit requires obtaining a Tenant Identification Card and registering in the e-Crop system. These farmers will receive the assistance in two installments—once in October and once in January—as has been done in previous years, he said, adding the Agriculture Department is commited to ensure that no eligible farmer is left out of this ambitious welfare scheme and encouraged those with pending issues to act promptly to secure their entitlements.
