New K-8 school in East Knoxville is one step closer to reality after property swap
The Knox County Commission on March 31 approved an agreement with Knox County Schools to hand off the vacant property so KCS can build a new K-8 school in its place. In return, Knox County gets the Beaumont Magnet Academy and the Maynard Elementary School.
Those schools will close, and students will instead attend the new K-8 school KCS will build at the Rule School site at 1919 Vermont Ave in Lonsdale. Construction is expected to begin in the summer of 2026 and be completed by 2028.
Plans for the new school are moving along as the Beaumont, Lonsdale and Mechanicsville neighborhoods prepare for an influx of students.
In 2022, Knoxville received a $40 million federal grant for its Transforming Western Heights project, an affordable housing development that is projected to be home to 400 school-age kids. The development will add 740 low- and mixed-income homes to the neighborhood northwest of downtown.,
The new school also will fix atypical school zones where peer groups in the Mechanicsville, Lonsdale and Beaumont communities are split up as they progress through elementary, middle and high school. Students who now attend Beaumont Magnet Academy, Maynard, Lonsdale and West View elementary schools are split up to Bearden, Northwest, Whittle Springs or Vine for middle school, which then feed into Central, Fulton and West high schools. There are no standalone middle schools in those neighborhoods, a challenge a new K-8 school could address.
KCS allocated $66 million in its capital improvement funds last year in anticipation of a change in the neighborhoods.
"When you have a larger school, you have more teachers and more resources," Assistant Superintendent of Operations Garfield Adams said at a Jan. 22 community meeting. A new K-8 school "is a very innovative, creative idea," he said.
Under the state's funding formula, money follows individual children. At a bigger school, there would be greater flexibility of programming such as arts and science, Adams said.

A new charter school could come in.
In exchange for giving KCS the empty Rule School site, Knox County will receive the Beaumont and Maynard buildings and the land they're on.
The Tennessee General Assembly passed legislation that requires vacant public school properties to be made available for purchase by charter school sponsors before it can go on the market for everyone else.

Adams' registration reverie
Presented by New Yorkers For Affordable Groceries With help from Amira McKee Mayor Eric Adams is banking on a massive voter registration drive to pull off a comeback for the ages in the November general election. 'We're going to register a million new voters,' he said in July on the Mo News podcast, one of several times he's floated the idea. 'And we're going to motivate those voters that know our city is moving in the right direction.' The mayor's plan is, to put it mildly, farfetched. An analysis of the 2024 general election from the Campaign Finance Board found 85.5 percent of eligible voters were already registered, leaving roughly 800,000 people who could theoretically be added to the rolls. Stats from the voter data firm L2, on the other hand, show there are 1.6 million New Yorkers over the age of 18 who aren't registered to vote — a potential roadmap for the incumbent's efforts. But a chunk of those people are likely ineligible on account of their citizenship status. Then there are the practical considerations. 'Outside of it being impossible mathematically, which is true, it's also impossible physically from a tactical standpoint,' said a Democratic consultant unaffiliated with any mayoral campaign, who was granted anonymity to frankly discuss campaign strategies. As a point of comparison, a pair of nonprofits started by Georgia Democrat Stacey Abrams spent north of $30 million over the course of 2020 on voter outreach and a registration drive that saw the rolls increase by 800,000 statewide. And in the New York City Democratic mayoral primary, The New York Times found a spike of roughly 37,000 people who registered in the two weeks before June 24, which the paper attributed to excitement behind Zohran Mamdani's winning primary campaign. In the case of the general election, there are roughly three months to go. Adams has just $4.2 million in his war chest. He will undoubtedly raise more cash and hopes to unlock millions more in public matching funds. But he will need to spend it on expenses that provide a bigger bang for his buck. The idea that all — or even most — of the city's unregistered voters would support Adams is also unlikely. A recent poll from Public Progress Solutions and Zenith Research, which surveyed registered voters, showed Adams' job approval and favorability ratings both hovering around 16 percent. That means Adams would be providing at least some help to his opponents by bringing more voters into the fold. Campaign spokesperson Todd Shapiro told Playbook the mayor hopes to register as many voters as possible through digital channels and in-person outreach at community events and houses of worship. 'His goal to register 1 million voters reflects a broader mission: to engage communities that have too often been left out of the political process,' Shapiro said in a statement. He added that the registration efforts are part of a strategy that includes winning over the 2.5 million Democrats who did not vote in the primary and the 1 million independents eligible to vote in the general election by yoking the mayor's tenure to New York City's comeback from Covid. 'The campaign is just getting started,' he added. Advanced Manufacturing Pathway benefits high school students, KCNSC
In 2023, the Kansas City National Security Campus (KCNSC), managed by Honeywell FM&T, and the Grandview C-4 School District teamed up to prepare students for manufacturing careers. Their goals were to establish the Advanced Manufacturing Pathway program and upgrade the school district's lab. By September 2024, they had achieved both goals. Advanced Manufacturing Pathway is an educational program designed to help students develop the skills necessary for a successful career in manufacturing. After the first year of the program, the KCNSC hired five Grandview High School graduates who had completed the training. KCNSC's advanced manufacturing positions start at about $27 an hour during training and increase to $45 an hour after training. Fifty-two Grandview High School students received OSHA-10 certification, while 15 students earned their combination welding certifications from the American Welding Society. Students earned a combined total of 320 college credits in advanced manufacturing and skilled trades. It takes a village to bring a project like this to life. Since 2023, Brad Hughes, Brent Barcus and Rob Mandl, commercial industry advisors for Honeywell Federal Solutions, have met every week to upgrade Grandview High School's manufacturing lab and introduce professional manufacturing practices into the curriculum. 'It has been truly inspiring to collaborate with a district so dedicated to elevating career pathways in manufacturing at the high school level,' Barcus said. 'It has been incredibly rewarding to witness the transformation – not just in the physical space, which now stands as a point of pride at Grandview, but also to see the enthusiasm of Mr. Burns, the Advanced Manufacturing Pathway classroom teacher, and his students. This work will undoubtedly help cultivate the next generation of manufacturing talent.' expand As part of the program, Grandview High School lab instructors received professional development and Computer Numerical Control instruction to teach students how to use all the lab equipment, including lathes, mills and welding tools, properly. To further support the instructors, the KCNSC arranged for subject-matter experts to mentor and share their real-world experiences with students throughout the year. Kevin Burk and Tim Adams, machine repairpersons at the KCNSC, were among the mentors who worked directly with students. According to Burk, 'Encouraging students to explore their creativity and demonstrating applied engineering and scientific principals while also assisting them in gaining experience in a marketable skillset was a win-win to me.' Adams was paired with a student who needed extra support to be successful. 'If my volunteering in the lab leads to a young person choosing a career in manufacturing, that is a gain for the time I committed,' Adams added. 'He just needed encouragement, which I gave him.
