‘Policy gaps must be addressed to beat cybercrime'
KUALA LUMPUR: With over 6,000 cybercrime threats recorded last year and losses exceeding RM1.22bil, Malaysia must address the policy gaps related to cybersecurity, according to Gobind Singh Deo (pic).
The Digital Minister revealed these figures when launching the Asean 5GOT Security Summit 2025 here yesterday.
'We read and hear about Malaysians falling victim to online scams, fake investment schemes and phishing attacks.
'CyberSecurity Malaysia reported that over 6,000 cyber incidents were recorded in 2024, with the majority involving fraud, intrusions and malicious codes,' he said.
He added that to build resilience of cybersecurity across organisations, Malaysia must address gaps in policy, tools, talent and cross-border enforcement holistically.
He cited Malaysia's decisive steps to strengthen its cybersecurity landscape through the enactment of the Cyber Security Act 2024, which came into force last August.
'Malaysia is also expanding its global footprint. On April 9, the Cabinet approved accession to the Budapest Convention on Cybercrime.
'The country is also preparing to sign the United Nations Convention against Cybercrime in Hanoi this October,' he added.
The ministry, he added, is set to table the Cybercrime Bill 2025 to Parliament in October.
He said that the proposed law will be able to deal with cyberthreats more effectively amidst technological advances.
It was reported that the Bill would replace the outdated Computer Crimes Act 1997.
Speaking to reporters later, Gobind said that a cybersecurity enforcement strategy will be presented to the Cabinet by the Digital Ministry.
Prepared by CyberSecurity Malaysia, the strategy includes a proposal for a dedicated enforcement agency to implement existing laws effectively.
'We need to have an agency that will be able to enforce the measures under the existing laws because if you have measures alone but there is no one to enforce them, then that's going to be a problem.
'However, that will be something for the Cabinet to decide as we move along,' he said.
Gobind added that while CyberSecurity Malaysia has the capacity, the Cabinet will be consulted on the decision to empower specific agencies by this year.
He said various ministries will be engaged over the matters, including the Home Ministry, Communications Ministry, and the Law and Institutional Reform Ministry.
'It's important to get feedback from the Cabinet. We are also taking steps to engage with the industry and experts.
'I think that will be very helpful in shaping how we design our strategies, including towards enforcement, as we prepare the country for the challenge of building a trusted digital ecosystem moving forward,' he added.

"The 13MP will help establish Malaysia as a regional hub for investment, technology and talent, including through the Johor-Singapore Special Economic Zone and Asean Connectivity by Rail. "It will also help in mainstreaming economic and technological diplomacy, including in the National Semiconductor Strategy, AI and Renewable Energy agenda," he said. Mohamad added that the 13MP will also help expand diplomatic networks to new markets such as BRICS, Africa and Central Asia and strengthen exports, investments and internationalisation of strategic sectors such as halal, franchising and the digital economy. The plan will help modernise cross-border and immigration facilities through the upgrading of Immigration, Customs, Quarantine and Security Complexes and land ports in line with the principles of sovereign and efficient border diplomacy. "It will continue to highlight Malaysia's role in humanitarian and human rights issues, through a Madani approach centred on human dignity and universal justice. "Malaysia not only wants to be respected but also trusted in the eyes of the world as a country that upholds universal values and plays an active role towards a more peaceful, prosperous and peaceful world," he said.

Penang CM hails US tariff cut as relief for Malaysia and Penang's export sector, urges deeper trade concessions
GEORGE TOWN, Aug 1 — The United States' (US) decision to reduce the tariff rate from 25 per cent to 19 per cent is a positive development for Malaysia's export sector, particularly in Penang, which is active in industries such as electrical and electronics (E&E), manufacturing, and medical devices. Chief Minister Chow Kon Yeow said the move places Malaysia on par with other Asean countries, helping to create a level playing field in regional trade. 'This is a welcome development that provides relief to the country's export sector, particularly in Penang, and it is a blessing. The tariff rate has been reduced and is now comparable to those of other Asean countries. 'This development has therefore placed most Asean countries on an equal footing in terms of Asean regional trade relations, and it marks a step towards enhancing Malaysia's trade competitiveness,' he told reporters here today. He noted that the state government has urged the Federal Government to continue negotiations to secure greater tariff concessions for strategic sectors, in order to maintain Malaysia's competitiveness in the global supply chain and its ability to attract high-value investments. 'The state government remains committed to supporting local industries and exporters as they adapt to the ever-evolving global trade landscape,' Chow said. On a related note, he described US President Donald Trump's reported intention to attend the upcoming Asean Summit as a positive sign that trade challenges between both sides can still be addressed through negotiation and mutual understanding.
