Malaysia leads ASEAN AI safety network for ethical governance
KUALA LUMPUR: Malaysia is taking the lead in strengthening regional cooperation through the newly proposed ASEAN AI Safety Network, a platform designed to promote shared standards in artificial intelligence (AI) governance, ethics, and innovation. This initiative aligns with the country's ASEAN chairmanship this year. Digital Minister Gobind Singh Deo emphasised the importance of embedding trust in the digital ecosystem to ensure meaningful and inclusive digital transformation. He stated that the Ministry of Digital is focused on creating adaptable frameworks that encourage responsible innovation rather than imposing rigid solutions. 'This includes a commitment to continuous engagement by listening, learning and collaborating with like-minded partners to ensure today's decisions lay the groundwork for a secure, inclusive and future-ready digital landscape,' he said in a statement. At the ASEAN-China Forum on Digital Cooperation in Shanghai, Gobind proposed certification frameworks for AI systems, including large language models (LLMs), to support responsible AI adoption. These frameworks aim to align AI technologies with national priorities, cultural contexts, and public expectations, fostering trust at every stage of deployment. Gobind reiterated that trust is the cornerstone of effective digital transformation. As Malaysia strengthens its role as a regional digital leader, trust remains central to national strategy, international partnerships, and emerging technology development. AI is projected to contribute USD17.5 trillion to the global economy by 2030, transforming sectors like healthcare, education, and logistics. However, realising this potential requires robust governance structures that inspire confidence. 'Malaysia's emphasis on ethical, inclusive and transparent digital policy has attracted global recognition, with RM163.6 billion in digital investments secured in 2024, a testament to growing international confidence in the country's digital vision,' he added. – Bernama

M'sia Leads Efforts To Advance AI Governance Via ASEAN AI Safety Network
KUALA LUMPUR, July 29 (Bernama) -- Malaysia will lead efforts to enhance regional cooperation through the establishment of the ASEAN AI Safety Network, a platform aimed to advance shared standards for artificial intelligence (AI) governance, ethics and cross-border innovation, in line with its ASEAN chairmanship this year. For that purpose, Digital Minister Gobind Singh Deo said that trust must be embedded in the foundations of the digital ecosystem for meaningful and inclusive digital transformation to succeed. He said instead of dictating fixed solutions, the Ministry of Digital is focused on creating enduring frameworks that empower innovation to grow responsibly. 'This includes a commitment to continuous engagement by listening, learning and collaborating with like-minded partners to ensure today's decisions lay the groundwork for a secure, inclusive and future-ready digital landscape. 'Malaysia is unwavering in its resolve to ensure that all digital development reflects the shared values of dignity, opportunity and progress for all,' he said in a statement today. At the ASEAN-China Forum on Digital Cooperation in Shanghai yesterday, Gobind proposed the establishment of certification frameworks for AI systems to support responsible AI adoption, including the use of large language models (LLMs). He said these certification frameworks are intended to ensure that AI technologies reflect national priorities, cultural contexts and public expectations, thereby instilling trust at every stage of deployment, adding that they will act as both safeguards and enablers, reinforcing confidence in the technologies that power Malaysia's digital economy. During his speech, Gobind also reaffirmed that trust is the foundation of effective and inclusive digital transformation. He said as Malaysia advances its position as a digital leader in the region, trust continues to guide national strategy, shape international partnerships and underpin the development of emerging technologies.

‘Policy gaps must be addressed to beat cybercrime'
Digital Minister Gobind Singh Deo speaks at the ASEAN-GCC Economic forum 2025 at Mandarin Oriental hotel in Kuala Lumpur, Malaysia, —AZHAR MAHFOF/The Star. KUALA LUMPUR: With over 6,000 cybercrime threats recorded last year and losses exceeding RM1.22bil, Malaysia must address the policy gaps related to cybersecurity, according to Gobind Singh Deo (pic). The Digital Minister revealed these figures when launching the Asean 5GOT Security Summit 2025 here yesterday. 'We read and hear about Malaysians falling victim to online scams, fake investment schemes and phishing attacks. 'CyberSecurity Malaysia reported that over 6,000 cyber incidents were recorded in 2024, with the majority involving fraud, intrusions and malicious codes,' he said. He added that to build resilience of cybersecurity across organisations, Malaysia must address gaps in policy, tools, talent and cross-border enforcement holistically. He cited Malaysia's decisive steps to strengthen its cybersecurity landscape through the enactment of the Cyber Security Act 2024, which came into force last August. 'Malaysia is also expanding its global footprint. On April 9, the Cabinet approved accession to the Budapest Convention on Cybercrime. 'The country is also preparing to sign the United Nations Convention against Cybercrime in Hanoi this October,' he added. The ministry, he added, is set to table the Cybercrime Bill 2025 to Parliament in October. He said that the proposed law will be able to deal with cyberthreats more effectively amidst technological advances. It was reported that the Bill would replace the outdated Computer Crimes Act 1997. Speaking to reporters later, Gobind said that a cybersecurity enforcement strategy will be presented to the Cabinet by the Digital Ministry. Prepared by CyberSecurity Malaysia, the strategy includes a proposal for a dedicated enforcement agency to implement existing laws effectively. 'We need to have an agency that will be able to enforce the measures under the existing laws because if you have measures alone but there is no one to enforce them, then that's going to be a problem. 'However, that will be something for the Cabinet to decide as we move along,' he said. Gobind added that while CyberSecurity Malaysia has the capacity, the Cabinet will be consulted on the decision to empower specific agencies by this year. He said various ministries will be engaged over the matters, including the Home Ministry, Communications Ministry, and the Law and Institutional Reform Ministry. 'It's important to get feedback from the Cabinet. We are also taking steps to engage with the industry and experts. 'I think that will be very helpful in shaping how we design our strategies, including towards enforcement, as we prepare the country for the challenge of building a trusted digital ecosystem moving forward,' he added.
