Bihar government hikes DA for its employees to 55 pc

With this hike, employees and pensioners in the pay scale of the 7th Pay Commission will get DA and Dearness Relief (DR) of 55 per cent, Additional Chief Secretary (Cabinet Secretariat) S Siddharth said.
"A hike of 6 percentage points has been approved for those in the pay scale of the 6th Pay Commission. This will raise their DA and DR to 252 per cent. For those in the pay scale of the 5th Pay Commission, the DA and DR have been raised by 11 percentage points to 466 per cent," he said.

Cutting across political divide, there is some concern about the impact of Non Resident Bihari voters getting weeded out. ' Naukri, Rozgar, Kushal Bihar – Fir ek baar NDA sarkar" – Posters with these slogans came up outside the JDU office in Patna on Tuesday. Ordinarily, it would seem like an NDA poll pitch with the top two faces of the two alliance partners adorning the walls. But political history watchers were smiling. Exactly 15 years ago, similar pictures of then Gujarat chief minister Narendra Modi and Bihar Chief Minister Nitish Kumar had sprung up across Patna. It was on the eve of BJP National executive and soon after Gujarat had donated Rs 5 crore to Bihar for flood relief. The giant hoardings and the newspaper ads showing Modi and Nitish hand in hand, smiling, reportedly riled the Bihar CM so much that the alliance was ruptured. Nitish Kumar, as per his aides, saw the ads as an attempt to show Bihar and his governance in poor light. Much water has flown down the Ganga since then. Nitish has come back to the NDA fold and promised PM Modi from electoral rally stage never to sever ties again. The latest posters at JDU office is further acknowledgement that if BJP needs Nitish as the face of susashan (good governance) to keep away 'jungle raj", Nitish needs Modi more to keep an aggressive RJD away. Opposition is taking pot-shots at JDU, making references to Nitish Kumar's health. Their charge – BJP will finish JDU as the latter flounders to find a successor for Nitish. The poster is one more weapon in their 'JDU will be over' arsenal. Jungle Raj Banenge, kyun nahi banenge, (I will become CM, why not)" is his reply when media interviewers ask the mandatory 'Are we speaking to the next CM" question. He is on a yatra, press conference, interview giving spree. Taking the jungle raj charge head on, the youngest son of Lalu Prasad asks, 'I was Deputy Chief Minister for 18 months — did people stop stepping out of their homes?" He, instead, keeps the focus on anti-incumbency. 'We've been in opposition for the last 20 years, and they're still crying about us. Why don't they take accountability for their governance? Electoral roll SIR The X Factor The Election Commission's Special Intensive Revision, however, could prove to be the X-factor in the run up to the polls. RJD feels that the exercise is only targeting localities which are known to be their stronghold. But cutting across political divide, there is some concern about the impact of Non Resident Bihari voters getting weeded out. The EC estimates 10 per cent of those in Bihar voter list, do not live in the state. CEC Gyanesh Kumar says law does not make any special provision for such cases. He says only ordinary residents can vote. If indeed SIR disallows the migrant Bihari from voting, the impact may not be on the vote bank of any one party.

Bihar Govt approves youth empowerment scheme under '7 Nischay-2'; Promises Internships and monthly stipends
Patna (Bihar) [India], July 2 (ANI): Bihar Chief Minister Nitish Kumar on Wednesday announced that the state cabinet has approved and sanctioned funds for a new youth-centric scheme under the state's flagship '7 Nischay-2' initiative, aimed at enhancing employability and self-reliance among the youth. In a post on X, CM Nitish said that the scheme will offer monthly stipends ranging from Rs 4,000 to Rs 6,000 to eligible youth. 'I am pleased to inform that under the 7 Nischay-2 initiative, the Cabinet has approved and sanctioned funds for the implementation of the 'Chief Minister-Promotion of Readiness, Awareness and Technical Insights for Guiding Youth Advancement' scheme to provide Bihar's youth with advanced skills, better employability, leadership development, strong networking, and new opportunities for career enhancement,' Nitish Kumar said. 'This scheme will prove useful for the youth in shaping their future. Under this scheme, trained youth who have passed 12th grade will be provided with Rs 4000, ITI or diploma holders with Rs 5000, and graduates or postgraduates undertaking internships with a monthly amount of Rs 6000. One lakh youth from the state will be provided internships in various institutions from 2025-26 to 2030-31,' the Bihar CM added. He emphasised that the objective of this visionary and innovative initiative by the state government is to make the youth self-reliant, skilled, and employment-oriented so that their future is secure. 'We are determined to empower the youth and provide them with employment opportunities,' CM Nitish emphasised. Earlier on Tuesday, Bihar Chief Minister Nitish Kumar announced that the state cabinet has approved a comprehensive development plan for Punaura Dham, the revered birthplace of Goddess Sita in Sitamarhi district. The plan includes the construction of a grand temple and other structures, modelled after the Shri Ram Janmabhoomi Teerth Kshetra in Ayodhya. The cabinet has approved a budget of Rs 882.78 crore for the construction of the temple at Punaura Dham, which is considered to be the birthplace of Goddess Sita, the wife of Ram. 'I am extremely delighted to inform that the birthplace of Mother Janaki, Punaura Dham, Sitamarhi, has received approval from the cabinet today for a comprehensive development plan, including the construction of a grand temple and other structures,' the Bihar CM wrote in a post on X in Hindi. ‘Nitish-led Bihar': Rajnath removes leadership haze
Union defence minister Rajnath Singh on Wednesday sought to uplift the mood of Bharatiya Janata Party (BJP) workers in poll-bound Bihar by offering key strategies for electoral success and addressing any uncertainty within the ranks regarding leadership. 'Time has come to form the NDA government again in Bihar which has seen badlao (change or progress) under Nitish Kumar and we should vow to make it a developed Bihar under Nitish Kumar. Bihar will grow only under the NDA,' said Singh. The party later passed political resolutions regarding the development that has taken place in 11 years of PM Narendra Modi and 20 years of Bihar under the leadership of CM Nitish Kumar. 'We will go among the people and present before them the development work done by the Central and Bihar governments,' said deputy CM Samrat Choudhary at a press conference in the middle of the day-long event. The party also passed a Vijay Sankalp resolution to win by a thumping majority. Motivating the party workers, Singh said, 'You all are not ordinary workers; you are the creators of Golden Bihar. This is the moment when, getting inspired by your history, you will work towards the upcoming elections. This is not just a party meeting, but a resolution meeting, and this resolution will take Bihar and India forward.' He added that the government has fulfilled all the promises made in the manifesto. He asked the party workers to draw inspiration from Bihar's history and work towards the upcoming state assembly polls and advised them to reach out to every house. 'We must instil this very belief in the heart of every resident of Bihar,' he added. Singh further said that the reason the BJP has established itself as the largest political party in the world is that everyone works with the spirit of a worker, regardless of their position in the party. The defence minister said that while the Indian public has lost trust in some leaders, the BJP had confronted the challenge head-on by working consistently to restore faith through transparent governance and strong leadership. Opposition targeted Rajnath also hit out at the opposition Congress and Rashtriya Janata Dal (RJD), stating that their only motivation is to stay in power while the BJP remains inspired by the idea of BJP's objective remains that people of the country lead a dignified life, he added. Taking a dig at RJD chief Lalu Prasad, he said that he never respected Jananayak Karpuri Thakur from the heart. At the same time, PM Narendra Modi honoured Karpuri Thakur by giving him the Bharat Ratna award. Touching on the alleged disrespect shown by the RJD president, Singh said, 'Lalu Prasad has demeaned Ambedkar. But don't expect an apology from RJD.' Bihar BJP later passed a motion condemning RJD president Lalu Prasad for 'insulting' Babasaheb Ambedkar. The state executive also passed a resolution criticising the 'appeasement politics' of Mahagathbandhan helmed by Lalu Prasad's RJD, which has been opposing the Waqf Act. 'We oppose the appeasement politics of Lalu Yadav and the Mahagathbandhan,' read the resolution while criticising Tejashwi Yadav, and Congress leaders Kanhaiya Kumar and Imran Pratapgarhi, who had attended a mammoth rally held here a couple of days ago in protest against the Waqf Act. 'These leaders spoke of throwing the Waqf Act into the dustbin. The legislation has been passed by Parliament. Their stance is anti-Constitution. Their stand is in line with the politics of appeasement, much to the detriment of Pasmandas, the backward sections among Muslims, who have been victims of oppression for centuries,' the resolution said. It added, 'The BJP will never compromise on the welfare of any section of society. The Waqf Amendment Act was an important step in the direction of social reforms taking place in the country. Its benefits will be reaped by generations to come. We thank Prime Minister Narendra Modi for the same'. The resolution also touched upon the 50 years of the Emergency, and alleged that the 'lives of many generations were wasted behind (Indira Gandhi's) slogan 'Garibi Hatao'. 'It was under Modi that 27 crore people have been able to overcome poverty,' it read.
