He underscored the significance of the Panchayati Raj system in rural development and decentralised governance. Basha credited reforms based on the Balwantrai Mehta and Singvi Committees for shaping the 73rd Amendment, which empowered Panchayati Raj institutions through legal status, finance commission inclusion, regular elections, and reservations for SCs, STs, and women. He highlighted last year's successes, including achieving 100% targets under the Employment Guarantee Scheme and constructing 119 km of CC roads in three months with Rs. 50 crore. He also praised Peravali village's national recognition in the Governance Awards.
Three mandals—Maddikera, Holagunda, and Chippagiri—were included in the Aspirational Blocks Programme, with Chippagiri ranking sixth regionally. Officials were urged to raise awareness about government schemes. Panchayati Raj SE Ramachandra Reddy, MPDO Gudur Sisu Nag Prasad, and other staff were felicitated for their contributions.

Jaipur: Former Rajasthan Chief Minister Ashok Gehlot on Saturday launched a sharp attack on the BJP-led state government, accusing it of shirking its constitutional responsibilities by delaying elections to Panchayati Raj institutions and urban local bodies. Gehlot said, "The government that boasts of 'one and a half years versus five years' has failed to conduct even basic democratic elections." He highlighted that Article 243-E of the Constitution mandates that Panchayati Raj elections must be held every five years without fail. "The current government is openly flouting constitutional provisions due to fear of an electoral defeat," he alleged. Gehlot further cited key Supreme Court rulings, including Goa Government vs Fauzia Imtiaz Sheikh and Punjab State Election Commission vs Punjab Government, which reaffirm that elections for local self-government bodies must be conducted every five years, as enshrined in the Constitution. 'Even the highest court of the country has made it clear -- these elections are not optional. They are a democratic necessity,' he stressed. The former CM claimed that the BJP's avoidance of timely elections reflects its nervousness about facing the public. 'They know the people are unhappy and might vote them out. That's why they're delaying elections on flimsy grounds,' he said. Gehlot urged the Election Commission and judiciary to intervene and ensure democratic processes are followed. 'Democracy is being weakened under this regime. If elections are not held on time, it sets a dangerous precedent for the country,' he warned. Over 6,500 Panchayati Raj institutions and over 50 municipal bodies in Rajasthan have completed their five-year term, but elections have not yet been conducted. The State Election Commission confirmed this recently in response to a Right to Information (RTI) query. The commission stated that no proposal for elections has been received so far, and elections cannot be held until delimitation and reorganisation processes are completed. The State Election Commission, in a submission to the High Court, explained that the work of delimitation and reorganisation is currently underway at the state government level, due to which, timely elections were not possible. As of January 2025, the tenure of over 6,500 Panchayats had ended. In the interim, the state government appointed sarpanches as administrators, a move that has been challenged in the High Court.

Voter list revision for panchayat polls from July 18
Lucknow: The UP State Election Commission on Friday announced a comprehensive revision of the electoral rolls in preparation for the 2026 panchayat elections. Spearheaded by SEC Raj Pratap Singh, this initiative will encompass all three levels of the Panchayati Raj framework. The process will begin on July 18 and continue till Jan 15, 2026, involving door-to-door surveys, online applications, verification, and the final publication of updated voter lists. Special attention will be given to people who turn 18 by Jan 1, 2026. A directive from the SEC office emphasized that DMs and election officers must ensure widespread publicity through newspapers and public notice boards. TNN

HC seeks govt safety plan for panchayat polls amid monsoon, yatra rush
Dehradun: Uttarakhand high court on Friday directed the Panchayati Raj secretary and the director general of police (DGP) to submit a detailed report on safety measures and emergency response plans for the upcoming panchayat elections , scheduled to be held in two phases on July 24 and 28. A division bench of Chief Justice G Narendar and Justice Alok Mehra was hearing a petition seeking postponement of the elections citing concerns over numerous road closures during the monsoon and ongoing religious pilgrimages. The petitioner, Dr Baijnath Sharma, a resident of Haridwar, contended that the election schedule coincided with severe weather conditions, leading to road blockages and restricted movement in rural areas, which would impact election activities. Sharma also pointed to the influx of devotees for the ongoing kanwar yatra, as well as the Char Dham yatra, which is drawing thousands of visitors daily across the state, creating significant pressure on traffic and administrative resources. "The security personnel deployed for kanwar yatra, disaster-affected zones, and Char Dham yatra are already overstretched. Police and administrative staff are engaged in disaster management, panchayat election duties, and kanwariya arrangements, resulting in shortage of security forces across other districts," the petitioner said, urging that the three-tier panchayat elections be conducted in an alternative month to July. The high court directed the state govt to present an emergency management plan for safely conducting the elections before the next hearing scheduled on Tuesday.
