Pahalgam attacker Thoker was once a teacher, regular at militants' funerals before moving to Pakistan

The Print25-04-2025
Sources in the security establishment told ThePrint that Thoker, a native of Guri village in Bijbehara subdivision of Anantnag district, comes from a land-owning family. One of three siblings, he completed his post-graduation and started working in Anantnag as a teacher.
New Delhi: A postgraduate who worked as a teacher, Adil Hussain Thoker who J&K police say was part of the group of terrorists that executed the Pahalgam attack, regularly attended funerals of suspected militants killed in encounters with security forces.
Thoker's alleged radicalisation began during his time in college. It was also during this time that he began regularly attending religious congregations and funerals of suspected militants killed in encounters with security forces. 'This began way before he left for Pakistan. At that time no one suspected anything since a lot of people would attend funerals of militants. Suspicion arose when he disappeared in 2018,' a second source said.
In 2018, Thoker is believed to have travelled to Pakistan.
'Intelligence suggests he was in touch with terror outfits already and went to Pakistan to receive training. He and the other terrorists entered Kashmir late last year, together. We suspect they were hiding in various areas including Poonch-Rajouri, Doda Kishtwar, among others,' said a third source.
Local intelligence had hinted at Thoker's presence in the area days before the attack in Pahalgam, it is learnt. There were also intelligence inputs about the possible presence of operatives of Pakistan-based terror outfits in the Kashmir valley who were trying to gather information on tourists and hotels in Pahalgam.
On Tuesday, at least four terrorists—armed with AK-47s, M4 Carbines and body cameras—singled out men on the basis of their religion and shot them at close range. At least 25 Indian nationals and a Nepalese citizen were killed in the attack. ThePrint earlier reported on how the attack unfolded and how a preliminary investigation suggests that the attackers may have been sharing intelligence with their Pakistan-based handlers in real time.

SC pulls up Delhi Police for failing to trace missing Russian woman

The Supreme Court on Friday blamed the Delhi Police of sheer negligence and adopting a casual approach in tracing the missing Russian woman accused of leaving the country with her minor son in defiance of court orders. The court noted that no FIR was lodged even when the case also involves removing the child from custody of court and forging the child's Indian passport. (ANI) The apex court pulled up the police for being equally guilty of neglecting its order of May 22 by which they were directed to keep a close watch on the woman while granting her shared custody of the child. However, she left the country on July 8. Even on being told by the child's father on July 7 that the woman was missing, the court noted a 'lack of sensitivity and responsibility' on part of the police to take immediate efforts to trace her. The bench of justices Surya Kant and Joymalya Bagchi said, 'The Delhi Police is equally a partner in violation of this court's child has been snatched from the custody of the Supreme Court of India. The police and ministry officials are taking it lightly, thinking that a child has been taken away by the mother in a matrimonial dispute.' The investigation report submitted by the police in court detailed how the woman, Viktoria Basu, travelled in a taxi from Delhi on July 7 and reached Bihar on July 8. The same day, she crossed over to Nepal, and remained there for four days till she boarded a flight to Sharjah on July 12 and onwards to Russia by an Air Arabia flight. The court noted that till date, no first information report (FIR) has been lodged even when the case also involves removing the child from custody of court and forging the child's Indian passport, when the original is lying deposited with the court. Indicating stern steps may follow on the next date, the bench said, 'Before we take any harsh action, the authorities are well advised to establish contact with the Indian Embassy in Russia and with Interpol and apprise this court of the process they intend to adopt for producing the child before this court.' The matter has been kept for further hearing after 10 days. The court said it had exercised its parens patriae (parent of the country) right, as nobody, neither the father nor mother of the child, was granted full custody by the May 22 order. It also questioned why police did not probe the forgery of the child's passport. Additional solicitor general (ASG) Aishwarya Bhati, representing the Centre, told the court that the police, and the ministries of external affairs and home affairs have established contact with authorities in Nepal, Sharjah and Russia through diplomatic channels to get details of the woman and the child. The court said 'this is hardly of any consequence now,' as authorities have confirmed information that she has travelled to Russia. Bhati said that there is no confirmation that she is still in Russia. The court enquired why the Indian Embassy in Russia has not been asked to verify this information using local contacts. 'Between July 7 (complaint of woman's disappearance) and July 14 (confirmation of her escape from India) what have you done? It is we who have been suggesting you to go through Nepal. What has the Delhi Police done except giving an impression they were hobnobbing. Is this not a case where the Delhi Police clearly failed in their duty?' the court asked Bhati. The ASG told the court that till July 18, even the police did not know the woman's whereabouts. The court responded: 'That is because you did not make any effort.' It also questioned why the CCTV footage outside her house from the day she was reported missing was not checked. 'There is a complete lack of sense of responsibility, sensitivity and sheer criminal negligence on part of the police,' the bench observed, adding, 'We are not going to spare the station house officer and the deputy commissioner of police (south district). They have not shown due care to implement our orders.' The incident even raised concerns over the plan of action available with the Centre on how to respond in such a situation, the court remarked. Besides the police, the MHA and MEA also submitted their reports to the court. ASG Bhati said that contact was established with the airline which Basu took from Sharjah to Russia. However, citing privacy issues, the airline authorities have not shared details. The court said it was willing to issue any orders to facilitate response from the airline. 'Even the UAE will cooperate in such matters. No airline can claim privacy in a matter where a crime has been committed,' the bench said. Basu in 2023 approached the court seeking custody of her son following a matrimonial dispute. But when several attempts of reconciliation failed, the court in May this year allowed shared custody of the minor son to the parents for three days in a week. Basu had come to India in 2019 and her visa was extended by the top court while passing the custody order.

Anil Ambani faces look out circular

New Delhi: A look out circular (LOC) has been issued against Reliance Group chairman and managing director Anil Ambani , close on the heels of the Enforcement Directorate (ED) summoning the businessman for questioning on August 5 in connection with an alleged Rs 17,000 crore loan fraud case. The ED sent a request to the authority concerned to issue an LOC against Ambani, soon after summoning him at its headquarters in the capital, said people familiar with the matter. 'The request for opening an LOC was sent minutes after summons was issued to Anil Ambani on Thursday. This was done to ensure that he does not leave the country,' a senior official told ET on condition of anonymity. It is issued by the Bureau of Immigration, which falls under the Ministry of Home Affairs. ET was the first to report on Friday that the ED had summoned Ambani for questioning in connection with its investigation into the alleged loan fraud case. In a related development, ED Friday carried out searches against Biswal Tradelink Pvt Ltd. Biswal Tradelink is an Odisha-based company that allegedly ran a 'fake' bank guarantee issuance racket for business groups, including providing an alleged Rs 68 crore assurance for a Reliance Group company, said people in the know. They said Reliance Nu Bess Ltd allegedly submitted a fake bank guarantee of Rs 68.2 crore to Solar Energy Corp of India (SECI). 'They apparently used related party Biswal Tradelink for this arrangement. The purpose was a tender for setting up a 1,000 MW/2,000 MWh standalone battery energy system in India issued by the SECI,' said one of the persons, who did not wish to be identified. According to people in the know, ED is likely to apprehend one of the directors of Biswal Tradelink soon, making its first arrest in the case. The ED has alleged that the founder directors of Biswal Tradelink were previously directors of the Reliance Group. It has further alleged that a forged bank guarantee along with a forged endorsement letter of State Bank of India (SBI) was submitted to SECI. 'The ED is in possession of the alleged forged email. Instead of 'sbi', the email address had 's-bi'. The SBI email ID given was sbi.17313@ the person said. According to the ED, a first information report (FIR) had been registered by the Delhi Police at the behest of Reliance Nu Bess against Biswal Tradelink. In its complaint, according to the ED, Reliance Nu Bess alleged that SECI floated a tender for which bank guarantee was required. If the bank guarantee were to be furnished by any foreign branch of a bank, it had to be confirmed by the Indian branch or SBI through a secure messaging platform, akin to SWIFT. As per the ED, Reliance Nu Bess further alleged in its complaint, 'M/s Biswal Tradelink contacted Reliance NUBESS limited and offered to provide bank guarantee for a fee. Subsequently, SECI found that the bank guarantee was fabricated as also the confirmation from SBI.' The ED has alleged that Reliance Nu Bess wrongly claimed that it was cheated. 'Documentary evidence reveals that apparently the two parties (Reliance Nu Bess and Biswal Tradelink) acted in collusion. The directors of Biswal Tradelink were found to be previous directors of Reliance group,' a senior official told ET. A statement issued by Reliance Group on Friday said, 'The company and its subsidiaries acted bonafidely and have been a victim of fraud, forgery and cheating conspiracy. The company has made due disclosure on this to the stock exchanges on November 7, 2024.' It further said that 'a criminal complaint in this regard has already been lodged with the Economic Offences Wing of Delhi Police against the third party on October 16, 2024' and that the 'due process of law will follow'. The alleged money laundering case being investigated by the ED stems from a November 2024 FIR of the Delhi Police Economic Offences Wing.
