
Media Insider: Stuff closing free Auckland and regional community newspapers
The three-times-a-week Marlborough Express newspaper - which had been a daily newspaper up until 2017 - would move to digital only, the company said.
Stuff did not specifically name the Auckland titles but under the Auckland Community Newspapers umbrella sit at least half a dozen mastheads: Rodney Times, Central Leader, Eastern Bays Courier, Manukau/Papakura Courier, North Shore Times and the Western Leader.
These titles, in one form or another, have been around for many decades; the Rodney Times' history stretches back to 1901, while the North Shore Times was first published in 1949.
Their readerships have steadily fallen over time - according to Nielsen data, in 2024, the Rodney Times recorded 33,000 readers; the Central Leader 48,000, the Eastern Bays Courier 62,000; the Manukau/Papakura Courier 106,000; the North Shore Times 59,000 and the Western Leader 66,000.
Stuff publishes a range of titles under its Auckland Community Titles umbrella - they have been around for decades.
There will be some sadness within the communities and the journalism sector - many journalists learned their craft at mastheads such as the North Shore Times and Central Leader - but there was an air of inevitability about Stuff's announcement.
The company has closed a number of other community newspapers over the past seven years, while rival publisher NZME - owner of the NZ Herald - has been in the same boat.
NZME announced the closure of 14 community titles late last year.
Independent owners have picked up several former NZME titles in some regions, and Stuff Masthead Publishing managing director Joanna Norris said last night her company was open to a similar discussion.
'There might be people in the community with an interest in continuing these newspapers and we are happy to discuss this with them,' said Norris.
While it has been tough for the main commercial media companies to sustain their community newspaper titles, there has been slightly more success for smaller operators who have fewer overheads and a laser-like focus on their communities.

Norris indicated there would be some, but not many, job losses at Stuff.
'We're still working through proposals with affected staff and will be able to confirm numbers once consultation is complete. There are fewer than 15 roles overall affected by the decision to stop printing these titles.'
The company, in its own news story, talked up the success of its digital strategy, and this was reiterated by Norris.
'Since the launch of our digital subscription sites two years ago, Stuff Masthead Publishing has grown its national and regional audiences, now reaching 1.5 million New Zealanders across digital and our premium print products,' she said.
'The cost of an average community newspaper has risen about 46% in this period; these factors mean this is the right time to make this decision.
Without the support of local councils and community businesses, the newspapers were simply unsustainable, Norris said in the Stuff article.
'We will continue to prioritise our premium print products in daily and weekend newspapers and magazines, while accelerating our shift into digital news,' she said.
'We will continue to have our people in all of these communities - the delivery mechanisms may be changing, but the important local storytelling remains.'
The Wairarapa Midweek, Waikato Local and Weekly Express community titles would continue to be published.
Stuff's daily newspapers - including The Post, The Press, Timaru Herald, Southland Times, Nelson Mail, Taranaki Daily News, Manawatu Evening Standard, and Wairarapa Times-Age - would also continue.
The closure of the community titles comes after Stuff withdrew from discussions in March for a potential deal to sell its masthead division - including The Press and The Post newspapers and websites - to NZME.
NZME said that it had been in discussions with Stuff to buy the Stuff Masthead Publishing division but that Stuff had paused talks while it awaited the outcome of NZME's board vote.
In its own statement, Stuff said it had withdrawn from the talks and had 'no intention of resuming discussions at this stage'. That comment has been reiterated more recently by Stuff owner Sinead Boucher.
The masthead division includes the paywalled Post and Press websites but not the overall mass-market and free Stuff website.
Stuff this week confirmed its new deal with Trade Me was in place - Trade Me has bought 50% of Stuff Digital.

Qantas cyber attack: Culprits and motive unknown
A major Australian airline will soon be able to tell the six million customers whose data was stolen by cyber criminals exactly what type of personal information was harvested. In an update on Friday, Qantas also said the group believed responsible for the incident remained unclear and that it had not received a ransom request. The hack, revealed earlier this week, occurred on a third-party system used by a call centre working for Qantas. Sensitive data such as credit card details, personal financial information, passport details and Qantas Frequent Flyer accounts were not exposed. But millions of customers did have names, dates of birth, and email addresses stolen. ADVERTISEMENT Asked by 1News whether any New Zealanders were affected, the airline would only say the "majority" of affected customers were in Australia. Qantas next week will contact customers individually to tell them exactly what type of personal data was "contained in the system" or compromised. "I want to apologise again for the uncertainty this has caused," chief executive Vanessa Hudson said in a statement. "We're committed to keeping our affected customers informed with regular updates as our investigation progresses." Qantas, which continues to work with the government authorities to investigate the incident, reaffirmed that there has been no further threat in the system and that it remains secure. Multiple cyber experts believe the group responsible for the attack is called Scattered Spider, a cabal of young cyber criminals living in the US and the UK. The US Federal Bureau of Investigation recently warned that the group was targeting the airline sector by impersonating legitimate users to bypass multi-factor authentication and access systems. ADVERTISEMENT Airlines such as America's Hawaiian Airlines and Westjet have faced cyber attacks in the past fortnight. Qantas has rolled out additional security measures to counteract any more potential threats and increase detection. These include more security measures for frequent flyer accounts by introducing "additional identification" for account changes. "We are treating this incredibly seriously and have implemented additional security measures to further strengthen our systems," Hudson said. "Our customers can be assured that we have the right expertise and resources dedicated to resolving this matter thoroughly and effectively." Qantas also warned scammers are already impersonating the airline in the wake of the attack and told customers to be vigilant. The airline will never contact customers requesting passwords, booking reference details or sensitive login information. ADVERTISEMENT "If customers do receive any suspicious emails, text messages or calls from someone purporting to be Qantas you can report this via our dedicated support line, Scamwatch, or contact local authorities," it said. In the wake of the hack, Qantas has received more than 5000 customer enquiries. Meanwhile, legal experts suggest the incident could lead to a class action against Qantas, after compensation claims were made against Optus and Medibank after major breaches in 2022.

ComCom monitoring report: NZ telecom market remains concentrated The Commerce Commission's 2024 Telecommunications Monitoring Report names decreasing the industry's high level of concentration as the regulator's key priority. Telecommunications commissioner Tristan Gilbertson underlines this in his foreword to the report, where he writes: 'This year's report also reminds us that the sector remains highly concentrated – and that dealing with this concentration is an ongoing challenge.' Mobile dominated by vertically integrated players This concentration is most pronounced in mobile. Collectively Spark, One NZ and 2degrees control 97.5 percent of the market. The monitoring report describes their dominance as resilient, with their combined share declining by only 1.1 percent in the past five years. It says: 'Unlike fixed broadband, the mobile segment has seen minimal disruption and remains a stable three-player oligopoly.' While the report acknowledges mobile virtual network operators have made progress, it says New Zealand remains among the bottom OECD countries for MVNO penetration. Urban broadband Things are better in urban broadband, although there's still concentration. Here the same top three companies collectively enjoy a 73 percent share. Moving to a wholesale model 15 years ago fixed the problem of vertical integration. New entrants, especially power retailers bundling broadband, are making headway and customers do have choice. The Commerce Commission frets that switching rates remain low among broadband service providers. Another concern is that customer satisfaction with broadband is falling. Rural broadband New Zealand's three large telcos only have 55 percent market share of rural broadband. One of the fastest growing competitors is Starlink. The report notes: 'Wisps still serve 16% of rural homes, but many are losing ground to satellite competitors and are now investing in fibre to remain competitive'. Around 10 percent of New Zealanders don't have a broadband connection. The report identifies cost as the main barrier and notes the problem is more serious in rural areas. What's coming? The report concludes with a look at the significant change happening this year. It notes four major market events: Fibre Boost upgrades (the report mentions Chorus but other fibre companies are doing the same); the arrival of Amazon's Kuiper satellite network, the launch of direct to mobile services and the 3G network shutdown. Quick take It's slow, but there is clear progress on market competition. In 2009 when the telecommunications market was reset as Chorus emerged from Telecom NZ, the market had one giant, one big player and a string of minnows. As recently as three years ago you could characterise the retail market as two big players and two second tier companies followed by smaller firms. We've moved from a near-monopoly to a near-duopoly to an oligopoly. Further reducing market concentration is important, but these things don't happen overnight. When finished, around 2500 schools will have new switches and access points. The upgrade forms part of the Ministry of Education's Te Mana Tūhono programme. Alongside the hardware upgrade, N4L has also moved 500 schools to its upgraded managed network. Silverdale School, shown in the photo, was battling inconsistent connections and speeds due to ageing access points prior to the upgrade. Principal Cameron Lockie says: 'The kids would try to get onto their devices, and they'd get the spinning wheel of death and not be able to connect to the network. Our lessons get planned around using our Chromebooks, but if you can't get onto the network, it becomes a frustration for everyone.' Lockie says without the new network there was a danger that the Chromebooks the school purchased could be gathering dust. US Starlink customers face US$750 'congestion charge' In what could be a taste of things to come for New Zealand, Starlink is billing rural US customers with a 'congestion charge'. This ranges from US$100 in some areas, US$500 in others and US$750 in Washington state. The company is also throttling video streaming speeds in places. With US customers still paying for satellite dishes, the initial costs in some areas is now US$1100. If the same charges applied in New Zealand, consumers would pay around NZ$1800 plus GST taking it over NZ$2000. This congestion comes despite the Starlink constellation growing to 7,875 satellites and suggests capacity may not be scaling along expected lines. Payments NZ Launches Website To Demystify Switching
Payments NZ has launched a website to help banking customers better understand the switching process in Aotearoa New Zealand, as part of industry work to improve awareness and transparency around the service. The Ready to Switch site went live in mid-June, and provides information about what switching is, how it works, and what customers can expect from their current and new bank when they switch. It also includes links to bank websites for customers who want to start the process. The switching process has been in place since 2010, and is delivered by participating retail banks, with Payments NZ setting rules and standards. In 2024 the Commerce Commission recommended improvements to switching as part of its market study into personal banking services. Payments NZ convened an industry working group in response to the Commission's recommendations, with the website as an initial result. The industry working group has also established improved reporting, now shared with the Commission monthly, and is investigating other improvements to switching. Steve Wiggins, Chief Executive of Payments NZ, says the new website will be a useful starting point for greater awareness of switching. 'The best point of contact for customers who want to switch is with the bank they want to switch to. However, we recognise there's a place for consistent information from the industry that's independent of any one bank,' says Wiggins. 'The switching process isn't new, but we acknowledge that more New Zealanders need to know what it does and how to access it. 'We hope the new site will provide a resource the industry can build on to collectively raise awareness of switching, by letting banking customers know there's a process in place that makes it easy.' Although Payments NZ's work around switching coincides with the rollout of industry-led open banking, led through its API Centre, Wiggins says the processes are separate and independent from each other. 'An effective switching process and secure open banking are both part of delivering greater competition and choice for New Zealanders. They're independent workstreams, but one common element is they're both in place now and the job from here is to build on them,' says Wiggins. 'As consumers get more familiar with the switching process and open banking offerings, we're confident that they'll be better informed and more empowered to make choices that work for them.' The switching website is live at Question and answers about switching What is switching? The switching process makes it easy to move payment instructions, saved payees and account balances to a new bank. It means banking customers don't have to re-establish their direct debits and automatic payments, or set up saved payees again, when moving from one bank to another. If they choose to close their account at their current bank, it also lets them easily move their account balance over to their new bank. What does the switching process cover? The switching process covers: Payment instructions, including direct debits and automatic payments Saved payees Account balances, if the customer chooses to close their account with their current bank. What's not covered? Switching doesn't include: Any payments coming into the customer's bank account, such as salary payments or direct credits. Customers need to contact anyone making payments to them and provide their new bank account details. Recurring card payments (including credit cards). Home loans, credit cards, overdrafts or any other lending products. How long does it take? Once the customer's new bank submits a switching request, their current bank will share the information authorised with the new bank within five business days. From that point on, the new bank works to meet arrangements agreed with the customer, including meeting their chosen switch date. Who actually delivers switching? The switching process is delivered by participating banks in Aotearoa New Zealand, working directly with each other. Payments NZ sets rules and standards to govern the process. What rules and standards are in place for switching? Payments NZ's standards for switching include: A five-business-day service level agreement (SLA) for the current bank to provide information to the new bank Standardised forms and processes across banks Switching support teams at participating banks. Are banks meeting the switching standards? In April and May 2025, 99 percent of switches met the five-business-day SLA for the customer's current bank to send information to the new bank. 96 percent of switches actually met this standard in three business days or less. In all cases where switching took longer than five days, this was due to a customer-chosen future switch date. How many switches are happening? Payments NZ has received early reporting on the number of customers using the industry's formal account switching process. At this stage, the data has been shared with our BECS management committee and is not being released publicly. It's important to note that this data only reflects use of the formal switching process. Many customers choose to move their banking relationships without using the switching process, so the numbers we have don't represent the full extent of switching activity across the sector. Why aren't incoming payments covered? Some switching processes overseas, including in the United Kingdom, include a redirection function for incoming payments. However, in today's environment where customers are at a greater risk of fraud and scams, as well as being able to benefit from further innovation within payments, a redirection service can be counterproductive: Fraud risk: Redirecting payments from closed accounts can create vulnerabilities, hindering efforts across the industry to identify and close mule accounts, an essential fraud control. Innovation barrier: Redirecting payments can impact interoperability, create a barrier to entry for new banks, and break authorisation flows in open banking contexts. Customer delay: Redirection only defers the customer's responsibility to update payment sources, increasing the length of the switching process and requiring additional customer action once redirection ends. For these reasons, the Aotearoa payments industry is focussed on evolving the switching service alongside payments innovation. What else is Payments NZ doing in response to the Commerce Commission's recommendations? Apart from the launch of the new switching website, we've worked with our industry working group to develop new internal reporting processes that track switching volumes and service timeframes across the industry. As part of this work, banks now report monthly switching data to Payments NZ, including adherence to the five-business-day Service Level Agreement (SLA) for information transfer between banks. This data is shared with the Commerce Commission monthly. The industry working group has also reviewed aspects of the switching process that could be improved. This includes addressing operational friction points and clarifying roles and responsibilities to improve customer experience.
