Secretary-General of the National Planning Council (NPC) Dr Abdulaziz bin Nasser bin Mubarak Al Khalifa presented Qatar's 2025 Voluntary National Review (VNR) at the High-Level Political Forum on Sustainable Development (HLPF), held at the United Nations Headquarters in New York on Wednesday, July 23.
Through a comprehensive presentation, Dr Al Khalifa outlined the key elements of Qatar's VNR 2025, highlighting the country's progress in implementing the 2030 Sustainable Development Goals (SDGs) in alignment with the Qatar National Vision 2030 and the Third National Development Strategy.
He also addressed national priorities and examined the challenges faced in advancing sustainable development.
He said, 'By integrating the Sustainable Development Goals into national strategies, Qatar has successfully laid the foundations for innovation, inclusion and future foresight, driving strategic investments in education, healthcare, workforce development and a green economy.
'This alignment is further enabled by Qatar's leading role as a global convenor of sustainability dialogue, exemplified by its hosting of internationally recognised forums such as the Qatar Economic Forum, the Doha Forum and the Web Summit.
'Qatar's fourth Voluntary National Review encompassed a whole-of-society approach, involving a wide spectrum of stakeholders across non-profit organisations, civil society, academia, the public and private sectors, as well as international and regional organisations. Through three national workshops, the NPC facilitated a participatory process that incorporated interactive tools, open forums and collaborative drafting sessions.'
Commenting on youth engagement in VNR preparation, Dr. Al Khalifa said, 'Youth participation was a central feature, with young people actively engaged in thematic sessions and brainstorming sessions to assess the progress made towards achieving the Sustainable Development Goals.
'I reiterate the words of the Amir His Highness Sheikh Tamim bin Hamad Al Thani, who emphasised that Qatar will spare no effort in working alongside its international partners and the United Nations to consolidate peace, sustainable development, human rights, and the rule of law at all levels, and to confront global challenges in pursuit of a better future for all.'
He added, 'This underscores Qatar's firm belief that equitable, inclusive, and balanced development lies at the heart of our shared global journey—achieved through a careful balance between economic growth, social development, and environmental protection.'
Dr. Al Khalifa led Qatar's delegation to the HLPF, held at the United Nations Headquarters in New York from July 14 to 23.
The Forum convened under the theme: 'Advancing sustainable, inclusive, science- and evidence-based solutions for the 2030 Agenda and its SDGs for leaving no one behind.'
The HLPF serves as the UN's central platform for reviewing global progress on the 2030 Agenda for Sustainable Development.
It brings together heads of member states, international organisations, and civil society to assess performance and accelerate action toward the realisation of the SDGs.
On Monday, July 21, Dr. Al Khalifa delivered Qatar's statement before the HLPF, in which he said, 'As the United Nations approaches its 80th anniversary, Qatar remains committed to the core principles of the 2030 Agenda for Sustainable Development. This commitment is deeply embedded in our national development framework, Qatar National Vision 2030, and actively realised through the implementation of our Third National Development Strategy (2024–2030). Anchored in determination, the strategy aims to transform global commitments into measurable national progress.'
He added, 'Qatar fully recognises that the path to sustainable development cannot be pursued in isolation and that it requires global cooperation. Qatar continues to deepen its engagement with the United Nations and its specialised agencies. As host of the UN House in Doha, we are proud to collaborate with agencies such as UNDP, UNICEF, OCHA, and IOM to advance global development, humanitarian response, and capacity-building initiatives.'
He also participated in a side panel titled 'Demographic Resilience and Sustainable Development', where he underscored the importance of proactively preparing for demographic shifts through foresight, inclusion, and data-driven strategies.
Dr. Al Khalifa also took part in a high-level session on Adequate Housing for All, where he delivered closing remarks, highlighting Qatar's comprehensive housing policies and their central role in preparation for the World Summit for Social Development to be hosted in Doha next November.
He also engaged in high-level discussions on the economic opportunities emerging from the global transition to clean energy.
The NPC secretary-general held bilateral meetings to explore avenues for cooperation in sustainable development.

UN court denies Mladic, who led Bosnia's Srebrenica massacre, early release

A United Nations war crimes court has denied a request from Ratko Mladic, an infamous Bosnian Serb military leader during the 1992 to 1995 Yugoslav wars, who oversaw the Srebrenica massacre, to be released early to Serbia on health grounds. Judge Graciela Gatti Santana at the International Residual Mechanism for Criminal Tribunals, the court tasked with handling remaining cases from the Yugoslav war crimes tribunal, said on Tuesday that Mladic's condition did not meet the threshold of an 'acute terminal illness' required for early release. Mladic, known as the 'Butcher of Bosnia', was sentenced to life imprisonment in 2017 over genocide, war crimes and crimes against humanity. He had filed a request to be freed on June 3, 2025, saying he only had a few months to live. 'I acknowledge that Mladic's current condition, which requires dependency on others for activities of daily living, is precarious,' Santana said in a 12-page decision issued in The Hague on Tuesday. 'Nonetheless, Mladic continues to receive very comprehensive and compassionate care, as amply supported by medical reports. 'The information before me demonstrates that the compelling humanitarian circumstances invoked by Mladic as a basis for his release are not substantiated.' Mladic, 83, was sentenced by the UN tribunal for the former Yugoslavia for his role in terrorising the civilian population during the 43-month siege of the Bosnian capital Sarajevo and the 1995 Srebrenica massacre. Some 8,000 Muslim men and boys were slaughtered in Srebrenica by Bosnian Serb forces in July that year. The Srebrenica genocide was the bloody crescendo of the Bosnian war, which erupted during Yugoslavia's dissolution, as Bosnian Serbs sought to carve out Serb-dominated areas by ethnic cleansing against the country's two other main ethnic populations – Croats and Muslim Bosniaks. Until the Russia-Ukraine war, the Bosnian war was considered the most violent conflict in Europe since the end of World War II. Mladic has long been described by his lawyers as sick and frail. In their latest request, they said he suffered from an incurable illness and that 'his remaining life expectancy is measured in months,' according to a filing seen by the AFP news agency. His defence first sought provisional release on medical grounds in 2017. Santana said Mladic's continued incarceration was neither 'inhuman nor degrading'. Mladic was arrested in Serbia in 2011 after 16 years on the run and is serving his sentence in The Hague. His son, Darko, often speaks to Serbian media about the poor health of his father, who is still seen as a hero by nationalists in Serbia.

Shura Council participates in 6th World Conference of Speakers of Parliament in Geneva

Geneva The Sixth World Conference of Speakers of Parliament began in Geneva on Tuesday, with the participation of a delegation from the Shura Council headed by Speaker of the Council HE Hassan bin Abdullah Al Ghanim. The conference will run for three days. This year conference includes several panel discussions on women's and youth participation in parliamentary work, achieving the Sustainable Development Goals by 2030, and the role of parliaments in digital transformation. The opening session featured addresses by a number of speakers of parliament and representatives of international organisations, who stressed the importance of strengthening parliamentary cooperation and multilateralism in facing the unprecedented challenges confronting the world. They pointed out that parliamentary cooperation is urgent in the current era amid the spread of armed conflicts, growing security threats, and the erosion of the principles of international law. The speakers also emphasized the role of parliaments in promoting dialogue, defending justice, and contributing to restoring balance to the current international order. On the sidelines of the conference, Speaker of the Shura Council met with Chairman of the Senate of the Islamic Republic of Pakistan Yusuf Raza Gilani. The meeting dealt with ways to strengthen parliamentary relations between the two countries and included an exchange of views on prominent regional and international issues, foremost among them the Palestinian cause. In this context, Al Ghanim reaffirmed the State of Qatar's firm and unwavering support for just causes, particularly the Palestinian cause, stressing the importance of coordinating parliamentary positions in international forums to contribute to enhancing international peace and security. For his part, the Chairman of Pakistan's Senate praised Qatar's efforts, especially its humanitarian and diplomatic role in Gaza, commending its ongoing endeavors to achieve a ceasefire, alleviate civilian suffering, and push toward peaceful solutions that safeguard the rights of the Palestinian people. Earlier in the day, the Speaker of the Shura Council participated in a high-level meeting held on the sidelines of the Sixth World Conference of Speakers of Parliament on upholding international law and the un charter. The meeting discussed the risks arising from the systematic erosion of international legal norms and repeated violations of the principles of the UN Charter, particularly through unilateral military interventions and economic coercion. As part of the conference activities, Deputy Speaker of the Shura Council HE Dr Hamda bint Hassan Al Sulaiti took part in the first panel discussion on women's and youth participation in parliaments in times of polarization and adversity. In her remarks, she affirmed that the State of Qatar attaches special importance to the participation of women and youth in public life, considering it an urgent necessity to foster equal opportunities and enhance active participation in decision-making. She stressed that the State of Qatar is moving forward in achieving human development in line with the goals of Qatar National Vision 2030 and the national sectoral strategies, which emphasize that human development. That includes the empowerment of women and youth, a fundamental pillar for advancing society and achieving sustainable development. She noted that the State of Qatar has launched innovative initiatives that support the empowerment of women and youth, raise their political awareness, and strengthen their presence and participation in decision-making. She also referred to the Doha Parliamentary Youth Forum, organized by the UN Office of Parliamentary Engagement in Preventing and Countering Terrorism in November of last year, with the support of the Shura Council. She explained that the forum, which witnessed wide participation from students, parliamentarians, and experts from Qatar and around the world, served as an effective platform for enhancing the role of youth in policy-making.

PM reaffirms Qatar's support for two-state solution to achieve comprehensive peace

QNA New York Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani on Monday participated in the plenary session of the High-Level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution, held in the United Nations General Assembly Hall in New York. In Qatar's statement to the plenary session, the PM said that the conference is being held at a critical moment for the region amid a horrific war waged by Israel on the Gaza Strip for two years and a worsening humanitarian tragedy affecting more than two million people, most of whom are women and children. 'In one of the most brutal and heartbreaking moments of this tragedy, we witnessed scenes that are a disgrace to all of humanity — hungry civilians, who are exhausted by the blockade, and who get killed while standing in line waiting for a loaf of bread, a bag of flour, or a meal to feed their children,' the PM noted. He wondered, 'What future can be built on the bodies of the starving? And what peace can emerge in the midst of such hunger, humiliation, and killing?' Sheikh Mohammed explained that, in the face of this catastrophic situation, the State of Qatar has not hesitated to exert all its diplomatic efforts to stop the bloodshed of innocents, alleviate their suffering, and release prisoners and detainees. He said that the State of Qatar, based on its firm position, condemns all forms of targeting of civilians. It categorically rejects double standards. 'A human being is a human being, and a child is a child. None of us has the right to discriminate between innocents and their right to life on political or other grounds. The situation has reached the point of normalizing the use of starvation and targeting hospitals as a method of war, setting precedents that we cannot accept, otherwise it will become a normal practice in every conflict from now on,' the PM said. Sheikh Mohammed reiterated the State of Qatar's categorical rejection of the use of food as a tool of pressure or a weapon in conflicts, and its condemnation in the strongest terms of the blockade and forced displacement policies practiced against innocent civilians, as well as the repeated targeting of hospitals, displacement centers, and vital facilities, in flagrant violation of international humanitarian law. The PM noted that the mediation efforts undertaken by the State of Qatar, in partnership with the Arab Republic of Egypt and the United States of America, have yielded tangible results, represented by the entry of large quantities of aid and the release of hundreds of prisoners and detainees on both sides. Sheikh Mohammed affirmed that, despite reoccurring obstacles and attempts to undermine the humanitarian track, efforts are ongoing to reach an immediate ceasefire, setting the stage to ending the crisis and launching recovery and reconstruction efforts. He stressed that this requires all parties to act responsibly and support mediation efforts. The Prime Minister and Minister of Foreign Affairsnoted that the war against the Palestinian people in the Gaza Strip has not only caused unprecedented suffering for innocent civilians but has also undermined the credibility of international law and the universal values upon which the international community's institutions were founded after World War II. The PM added that it has also become clear that policies of force have failed and will continue to fail in eliminating the Palestinian cause. 'All they have achieved is to worsen the situation with more tragedy, bitterness, a sense of injustice, and horrific scenes of death and destruction that will remain etched in the memory of people around the world,' the PM continued. The horrors of this war and its political failure prove that there is no alternative to a just and comprehensive settlement of the Palestinian cause, he said, adding that the key lies in acknowledging the historical injustice suffered by the Palestinian people and applying long-overdue justice, delayed for nearly eighty years. 'The State of Qatar, based on its unwavering support for peace, affirms its full support for the objectives of this conference and its keenness to play an active role in ensuring its success and enhancing the chances of a peaceful solution in the Middle East,' he said, noting that the State of Qatar co-chaired the conference's third working group, which is concerned with the topic of 'Narratives of Peace.' The PM explained that this team addressed important topics and concluded with priority principles and proposals that contribute to the success of the conference's overall objective. In order to create a conducive environment for achieving sustainable peace, there is a need to promote positive narratives that support peace between the two sides, based on rejecting violence, renouncing inflammatory rhetoric, and confronting attempts to dehumanize the other side, he added. The PM reaffirmed the State of Qatar's steadfast position in support of a peaceful resolution to the Palestinian cause, in accordance with international law, UN resolutions, and the two-state solution, being the only viable option to end the conflict and achieve a comprehensive and just peace. He added that from this standpoint, Qatar calls for a clear and unified international stance that opposes all practices that obstruct negotiations and the chances of achieving a just and lasting peace. In this context, the PM welcomed the recognition of the State of Palestine within the borders of June 4, 1967, encompassing the West Bank and Gaza Strip by several countries, describing such recognition as a crucial step toward achieving both regional and international peace and stability. He also reiterated the State of Qatar's welcome of the French Republic's commitment to recognize the State of Palestine this coming September. The PM considered that the convening of this conference represents a collective international will to move from words to actions, and to genuinely contribute to advancing the peaceful resolution of the Palestinian Cause in all its dimensions. He pointed out that the international community bears a key responsibility in creating the right conditions for a durable and just resolution, including restoring the relevance of international legitimacy following this devastating war, and providing the necessary political, economic, and humanitarian support. The PM expressed the State of Qatar's hope that this conference will mark a turning point, leading to tangible commitments that go beyond declarations and stances, and paving the way for concrete steps toward the implementation of the two-state solution, which would guarantee a just, comprehensive, and lasting resolution to the conflict as well as contributing to peace, security, and stability throughout the region. At the beginning of his statement, the PM expressed sincere appreciation to President of the French Republic Emmanuel Macron and HRH Crown Prince and Prime Minister of the Kingdom of Saudi Arabia Prince Mohammed bin Salman bin Abdulaziz Al Saud, for their initiative in organising this historic conference under the auspices of the United Nations, addressing one of the oldest unresolved peace and security issues and one of the last vestiges of colonial injustice still on the international agenda.
