Police vehicle involved in accident with cyclist along Keppel Road, officer assisting with investigations

SINGAPORE: Police investigations are ongoing after an accident involving a police vehicle and a cyclist along Keppel Road towards Marina Coastal Expressway (MCE) at around 3.10pm on Friday (Jun 6).
Preliminary investigations found that the driver of the vehicle, a regular police officer from the Special Operations Command (SOC), allegedly left the scene after colliding with the cyclist, they said on Saturday, adding that the 30-year-old man is assisting with investigations.
The cyclist, a 41-year-old man, was taken conscious to the hospital.
Police said the driver was not aware of the collision until the Traffic Police contacted the SOC.
The officer returned to the scene immediately to assist with investigations upon being informed, they added.
"The officer is assisting with investigations for driving without due consideration of other road users and for causing hurt," said the police.

SINGAPORE: A 26-year-old man was on Tuesday (Jul 15) charged with attempting to murder a 29-year-old woman at Kallang Wave Mall. Chua Jing Yuan is accused of slashing Ms Choong Wen Ting on the neck and stabbing her chest with a knife along a walkway inside the mall at about 1.20am on Monday. According to charge sheets, Chua allegedly did this with such intention and under such circumstances that if he had caused Ms Choong's death, he would have been guilty of murder. The police said they received a call for assistance at Kallang Wave Mall at 1.25am. Preliminary investigations showed that the man had allegedly attacked a woman with a knife. He was disarmed and detained by members of the public before being arrested. The woman was taken to the hospital to treat her injuries and is in a stable condition. CNA understands that the man and the woman are not known to be connected. The offence of attempted murder that causes hurt to any person is punishable with life imprisonment and caning, or jail of up to 20 years with a fine and caning.

SINGAPORE: Two men who were arrested in a drug raid on a party at a Sentosa hotel villa in 2023 went on trial on Tuesday (Jul 15) to fight charges of consuming MDMA. Rayson Lee Rui Sheng, 35, and Tan Li Ming, 28, are each contesting a single charge of consuming a controlled drug on or before Aug 9, 2023. The offence carries between one and 10 years' jail, and a fine of up to S$10,000 (US$7,800). A total of 49 men were arrested at the party, which was believed to have been organised through a closed chat group. Substances including ecstasy and ketamine and drug paraphernalia were seized in the raid. MDMA is also known as ecstasy. The court heard that Lee and Tan attended the party at Sofitel SG Sentosa Resort & Spa between 8pm on Aug 8, 2023 and the early hours of Aug 9. They had various drinks at the gathering. At about 5.40am on Aug 9, 2023, police officers raided the hotel villa after receiving information about drug-related activity taking place there. The party attendees were arrested at about 10.15am. Lee and Tan each provided two urine samples and one hair sample. Under analysis by the Health Sciences Authority, all the samples were found to contain MDMA. The hair samples also contained ketamine. The legal effect of this is that each man is presumed to have consumed MDMA "until the contrary is proved", said Deputy Public Prosecutors Jocelyn Teo and Dhiraj G Chainani in their opening statement. They noted that Lee and Tan did not challenge that their urine samples were obtained according to regulations, and found to contain MDMA. "Given the statutory presumption in section 22 of the Misuse of Drugs Act, the burden of proof rests upon Mr Tan and Dr Lee to rebut the presumption on a balance of probabilities," they said.

SINGAPORE: Two law practices which provided legal services for the purchase of properties seized in Singapore's billion-dollar money laundering case have been ordered to pay tens of thousands worth of financial penalties. The Ministry of Law said on Tuesday (Jul 15) that it had been supporting the director of legal services to conduct inquiries into 24 law practices that were involved in the conveyancing of the real estate properties seized in an anti-money laundering operation in August 2023. Investigations into 11 law practices have been concluded, said the law ministry on Tuesday in a press release. Two law practices were ordered to pay S$30,000 and S$100,000 in financial penalties, respectively. 'The director of legal services has issued a third law practice with a statutory notice of the intention to order that law practice to pay a financial penalty of S$70,000,' added the ministry. 'A final decision will be made upon receiving and considering the law practice's written representations, if any.' A fourth law practice has been privately reprimanded by the director of legal services while one lawyer has been referred to the Law Society of Singapore for disciplinary action. 'The director of legal services has determined that it will not be necessary to take further regulatory action against seven law practices,' said the law ministry. Inquiry findings for the remaining 13 law practices, and whether any lawyers concerned should be referred to the Law Society of Singapore for disciplinary action, are being considered, it added. All law practices and lawyers are subject to anti-money laundering obligations under the Legal Profession Act 1966. These obligations include performing an adequate analysis of the risks of money laundering in relation to each client and performing customer due diligence measures that are in line with a client's risk profile. The money-laundering case involved millions of dollars earned over the years from an illicit gambling ring - with Southeast Asian bases and aimed at punters in China - were turned into luxury cars, extravagant watches, properties in Singapore's most lavish neighbourhoods, jewellery, designer goods, cryptocurrency and cold, hard cash.
