Racist bullying in Blaenau Gwent schools revealed in report
This was during a session that looked at the safeguarding performance of education department during the last year.
Data provided in the report, which attempts to explain the motivation behind of peer-on-peer bullying incidents in schools on 'protected characteristics' as defined in the UK under the Equality Act (2010), showed that 61 of 90 incidents had a racist element.

Committee chairman, Cllr Wayne Hodgins (Independent) asked if it was down to schools to introduce 'their own individual policy' on bullying or if the education department had a 'blanket cover' that all schools followed.
Julie Sambrook said that a member briefing had been given to councillors a couple of months ago on the draft anti-racism action plan produced by the education department.
Ms Sambrook said: 'That has been the result of working in partnership with organisations which provide racism support to schools.
'We facilitated an all-headteacher anti-racism awareness day in March.'

She added that following the member briefing session councillors had not made any comments on the plan.
Ms Sambrook said: 'The plan in draft has now gone to schools and we're now looking to engage with the local community before the action plan is finalised.'
'We have an action plan we have shared with everyone, and schools are able to either use that as a model plan for themselves.
She explained this could be just a protocol within a school's own equalities plan which instructed staff what to do if faced with an issue that could be down to racism.

Ms Sambrook said: 'I think the issue is that it has not been recognised as a problem – we know there's under reporting.'
She explained that training is being rolled out by the council so that staff recognise all facets of racism and how it differs from other types of bullying.
Ms Sambrook said: 'Schools will say 'we don't have a problem with racism' and then I will have a community cohesion team ringing me asking if I can provide support to a family as there's been incidents of racism.'
She believed that getting schools to recognise what is and isn't a racist incident is key to eradicating the problem

Reform council bans trans books from children's section of libraries
A Reform council has banned transgender-related books from children's sections of council libraries 'in a victory for common sense in Kent'. Linden Kemkaran, the leader of Kent county council, said the books would be removed immediately. Writing on social media, Kemkaran said: 'Telling children they're in the 'wrong body' is wrong and simply unacceptable.' Kemkaran posted a photo a book named The Autistic Trans Guide to Life as an example. The book appeared to have been put on temporary display for Pride month at Herne Bay Library. A number of locals said on social media that the display was in the welcome area of the library, not the children's section. The ban was overseen by Paul Webb, a Reform councillor. In a video, he said: 'I was contacted by a concerned member of the public who found trans ideological material and books in the children's section of one of our libraries. • Here in Kent they want to stop the boats. Did voting Reform help? 'I've today issued an instruction for all of it to be removed from the children's section of any our our libraries. They do not belong there, our children to do not need to be told they were born in the wrong bodies. From today, this will stop.' Reform won outright control of Kent county council at the local elections in May. Kemkaran has previously refused to fly a rainbow flag for Pride month, and said she saw having a Ukrainian flag in the council chamber as a 'distraction'. The council has also launched a 'Doge' cost-cutting campaign inspired by Elon Musk, in which Reform's former chairman, Zia Yusuf, has taken a personal interest. Antony Hook, the Liberal Democrat leader of the council opposition, said it was 'bizarre' that Reform had announced the move on social media rather than at a council meeting. He said he had asked the head of Kent's libraries for a list of which books would be removed. Tristan Osborne, the Labour MP for Chatham & Aylesford, said the decision was 'unedifying baiting of the LGBT community'. Defending the decision, Webb told the BBC: 'In our society, children are quite rightly and properly protected from items and actions that could cause them harm — for example alcohol, cigarettes and gambling. 'My fellow Reform members and I believe that our young people should be protected from exposure to potentially harmful ideologies and beliefs such as those held by the trans lobbyists. 'As far as impact assessments are concerned, I would have thought that question should have been asked before these books were placed in the children's section to begin with.' Kent county council runs 99 community libraries and five mobile library vans. It is not yet clear whether the ban will cover Medway council, with which the council runs some joint agencies.

Councils will have to agree targets to improve the number of children ready for school, under new plans to be announced by the Education Secretary. Bridget Phillipson will decry 'a national scandal' when she speaks at a Government regional improvement conference on Friday. Ministers have previously set a target of 75% of school children being 'school-ready' by 2028. As part of the Government's plans, Ms Phillipson will confirm that all local authorities will have to work with Whitehall to agree targets that could improve school readiness in their area. Officials have pointed to wanting to bring down the number of children starting school in nappies or unable to hold a pencil as part of their plans. A tool focused on school readiness data will also be launched this autumn, designed to help schools support children through their Reception year, and will be demonstrated at the conference. Ms Phillipson is expected to tell school leaders: 'How can there be a fair race to success in our society when whole groups of children start so far behind? 'Nearly half of the disadvantage gap at age 16 is already there by age 5. 'It breaks my heart that, for these children, here in our country, a quarter of the way through the 21st century, background still means destiny. It's a national scandal.' She will also say that, as well as Government and school leaders, 'parents have responsibilities too'. 'To make sure their children arrive at school ready to learn. Whether that's their first day in reception, or last day in year 11.' The head of a school leaders' union has welcomed the Government's focus on early years but said 'targets alone won't solve the problem, and targets must not become another stick to beat schools with'. Paul Whiteman, general secretary of school leaders' union NAHT, said: 'We hope that today's announcement will be followed shortly with further information about the tangible actions government will take to ensure every young child and family gets the support they need.' A poll of primary school teachers in May found that a majority believe that the Government will miss its target of three in four being ready for school in the coming years. A poll of more than 2,500 primary school teachers in England found 80% do not think the Government is likely to meet its goal of 75% of children being 'school ready' by 2028.
