Govt officials among 34 booked by CBI for manipulation of regulatory framework for medical colleges

The CBI has busted a network of officials of Union Health Ministry, National Medical Commission, intermediaries and representatives of private medical colleges allegedly involved in a litany of "egregious" acts, including corruption and unlawful manipulation of the regulatory framework governing medical colleges.
The agency has named 34 people in an FIR, including eight Health Ministry officials, a National Health Authority official and five doctors who were part of the National Medical Commissioner (NMC) inspection team.
Tata Institute of Social Sciences chairman D.P. Singh, Gitanjali University registrar Mayur Raval, Rawatpura Institute of Medical Sciences and Research chairman Ravi Shankar ji Maharaj and Index Medical College chairman Suresh Singh Bhadoria have also been named in the FIR.
According to the officials, the Central Bureau of Investigation (CBI) recently arrested eight people in the case. These include three doctors of the NMC team who were arrested for allegedly taking a bribe of ₹55 lakh for giving a favourable report to the Naya Raipur-based Rawatpura Institute of Medical Sciences and Research.
The syndicate has its roots in the Union Health Ministry, where eight accused officials ran the sophisticated scheme facilitating unauthorised access, illegal duplication and dissemination of highly confidential files and sensitive information to representatives of medical colleges through a network of intermediaries in exchange for huge bribes, the CBI FIR alleged.
It alleged that the officials, in collusion with the intermediaries, manipulated the statutory inspection process conducted by the NMC by disclosing inspection schedules and identities of the designated assessors to the medical institutions concerned well in advance of the official communication.
The CBI has named the Union Health Ministry's Poonam Meena, Dharamvir, Piyush Malyan, Anup Jaiswal, Rahul Srivastava, Deepak, Manisha and Chandan Kumar as accused in the FIR.
They allegedly located files and clicked photographs of notings and comments made by senior officers.
This critical information pertaining to the regulatory status and internal processing of medical institutions in the Ministry gave an alarming degree of leverage to colleges, allowing them to orchestrate elaborate deceptions to hoodwink the inspection process, according to the CBI.
"Such prior disclosures have enabled medical colleges to orchestrate fraudulent arrangements, including the bribing of assessors to secure favourable inspection reports, the deployment of non-existent or proxy faculty (ghost faculty), and the admission of fictitious patients to artificially project compliance during inspections, and tampering with the biometric attendance systems to falsify," the FIR said.
The agency has mentioned bribes running into lakhs of rupees being exchanged between NMC teams, intermediaries and representatives of medical colleges, being routed through hawala and used for multiple purposes, including the one in the name of construction of a temple.

Nehal Modi, the younger brother of fugitive businessman Nirav Modi , was arrested by US authorities following an extradition request from Indian agencies. His arrest took place on 4 July after the Enforcement Directorate (ED) and the Central Bureau of Investigation (CBI) jointly requested his extradition, according to the United States department of justice. Authorities are seeking his custody on two charges: one of money laundering under the Prevention of Money Laundering Act (PMLA) 2002, and another of criminal conspiracy under the Indian Penal Code (IPC). He is accused of playing a major role in the alleged Rs 13,000 crore Punjab National Bank (PNB) scam, one of the biggest banking frauds in the country's history. Who is Nehal Modi and his links to the PNB scam Nehal Deepak Modi was born and brought up in Antwerp, Belgium, and is fluent in English, Gujarati and Hindi. Nehal, 46, is a key accused in the PNB scam, alongside his brother Nirav Modi and their uncle Mehul Choksi. Investigators said that Nehal helped Nirav move and hide large amounts of illegal money through fake companies and overseas transactions. The CBI accused Nehal Modi of threatening and pressuring directors of shell companies in Dubai, which were used by Nirav Modi to make fraudulent trade dealings appear legitimate. ED claimed that after the scam came to light, Nehal, along with, Mihir R Bhansali, a close confidante of Nirav Modi, transported 50 kg of gold and "substantial cash from Dubai." He further instructed dummy directors not to reveal his identity to investigating authorities. Nehal has been named as accused No. 27 in a supplementary chargesheet filed by the CBI, which alleges that he destroyed evidence in Dubai to help conceal the suspected criminal conspiracy. According to investigators, these individuals, employees of Nirav Modi's companies, were forced to move from Dubai to Cairo, where their phones, laptops, and computer servers were destroyed to eliminate evidence. They were also allegedly made to sign false declarations claiming to be the actual owners of Dubai and Hong Kong-based firms. These shell companies were shown as conducting genuine export-import business with three of Nirav Modi's firms: Diamonds R Us, Solar Exports, and Stellar Diamonds. These entities are accused of wrongfully receiving buyer's credit from foreign banks, backed by fake Letters of Undertaking (LoUs) fraudulently issued by PNB's Brady House branch in Mumbai, with the help of bank insiders. The extradition hearing is scheduled for 17 July 2025, when a status conference will be held. Nehal may apply for bail during this session, but US prosecutors have already said they will oppose it. Court declares arms dealer Sanjay Bhandari 'fugitive economic offender'

A Delhi court on Saturday officially declared UK-based arms dealer Sanjay Bhandari a "fugitive economic offender". This was done in response to a plea by the Enforcement Directorate (ED), according to a report by the Press Trust of India, quoting officials. The ruling was made under the Fugitive Economic Offenders Act (FEOA), 2018. The FEOA was introduced in 2018 by the Modi government to deal with economic offenders who flee the country after committing financial frauds involving sums over ₹100 crore. In February 2017, the ED registered a money laundering case against Bhandari and others. This was based on a charge sheet earlier filed by the Income Tax department under the Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Act, 2015. A formal charge sheet was later submitted by the ED in 2020. Bhandari, aged 63, left for London shortly after the I-T department raided his premises in Delhi in 2016. The ED's case under the Prevention of Money Laundering Act (PMLA) followed soon after. Alleged links to Robert Vadra Investigations have also focused on Bhandari's alleged ties to Robert Vadra, husband of Congress MP Priyanka Gandhi Vadra. In a supplementary charge sheet filed in 2023, the ED claimed Bhandari bought a house at 12, Bryanston Square, London in 2009 and renovated it 'as per the directions of Robert Vadra and the funds for renovation were provided by Robert Vadra'. Vadra has strongly denied any involvement, saying he has never owned any property in London, directly or indirectly. He described the allegations as a 'political witch-hunt' and stated he was being 'hounded and harassed' for political reasons. Last month, he received fresh summons in relation to the ED's 2023 charge sheet. Accused of hiding overseas assets Bhandari, who was considered a tax resident of India in 2015, is accused of concealing foreign assets, using backdated documents, and misleading Indian tax authorities by claiming he held no assets abroad. However, he has denied all such allegations. Opposing the ED's plea to label Bhandari a fugitive, his lawyer argued, 'Client's stay could not be called illegal in the UK as he has a legal right to reside in the UK and the GOI is bound by the judgment of the UK court... Bhandari is legally living there, and declaring him a 'fugitive' in that scenario is legally wrong.' The ED has attached Bhandari's assets worth around ₹21 crore under the PMLA. 16th declared fugitive economic offender With this declaration, Bhandari becomes the 16th person to be named a fugitive economic offender by Indian courts. Others on the list include Vijay Mallya and Nirav Modi.
