Facility aims to meet rising demand for China-independent battery materials amid shifting US trade policies
Korean battery material manufacturer Posco Future M officially opened its new precursor plant Tuesday in Gwangyang, South Jeolla Province, marking a key step in its efforts to build a self-sufficient supply chain.
'The completion of this precursor plant, following Posco Group's establishment of its own nickel supply chain, marks the realization of a fully self-sufficient system, from raw materials to intermediate products and the finished cathode material,' said Eom Gi-chen, CEO of Posco Future M, during the opening ceremony.
'In today's rapidly changing global supply chain landscape, the Gwangyang precursor plant will enhance the competitiveness and growth of Korea's battery industry.'
The 22,400 square meter facility has an annual production capacity of 45,000 metric tons of precursor — a chemically synthesized mixture of metals used in cathode materials — enough to support battery production for 500,000 electric vehicles, the company said.
The facility, which has been ramping up operations since May, was largely in operation during a media tour held the same day. The plant was filled with around 50 large metal tanks spread across the factory floor.
The precursor production process involves six main steps: dissolving metals in purified water, inducing chemical reactions with catalysts to form precursor crystals, then washing, dehydrating, drying and packaging the final product.
'The reaction process is the core of precursor manufacturing, as it determines the material's density and elemental ratio, both of which are tailored to meet customer specifications,' a company official said, noting Posco Future M's flexibility in adjusting compositions to client needs.
Currently, the company uses nickel, cobalt and manganese to produce precursors for NCM cathodes used in electric vehicle batteries, according to the order by Ultium Cells, a US-based 50:50 joint venture between LG Energy Solution and General Motors.
'All precursors produced at this facility are currently supplied to Ultium Cells,' the official added.
The company said the timely launch was driven by growing demand from customers for China-independent supply chains, while many other battery projects have been delayed amid sluggish EV demand.
The US Inflation Reduction Act disqualifies EV batteries containing materials from 'foreign entities of concern,' including China, from tax credit eligibility. This policy shift has prompted automakers to reduce reliance on Chinese suppliers, who currently dominate 90 percent of the global precursor market.
To meet these evolving demands, Posco Future M said it has also secured alternative sources for raw materials used in precursor production.
'We understand the risks automakers face when their supply chains are overly concentrated in China. Regardless of cost considerations, that's where the competitiveness of our plant comes in,' said Lee So-young, head of the business strategy planning group at Posco Future M.
'As US policies continue to evolve, we're working to establish a supply chain that's less exposed to such changes, including sourcing raw materials independently of Chinese suppliers.'
The plant's 10 production lines are controlled by about 10 staff members via monitors that provide a real-time overview of the process. With a high degree of automation, the company aims to enhance quality control of its cathod materials — a factor it says was more difficult to achieve when using externally sourced precursors.
'When customers request specific features, many of them cannot be achieved simply by processing third-party precursors,' Lee added. 'We believe our ability to meet those demands in both quality and cost also gives us a key competitive edge.'

The United States has made South Korea's participation in its containment policy against China a prerequisite for bilateral cooperation in the shipbuilding sector, one of the key items in the two countries' ongoing trade negotiations, a Seoul official said Friday. "The shipbuilding industry is one of the most notable areas where the US seeks cooperation with South Korea in terms of checking China," Chang Sung-gil, director general for trade policy at the Ministry of Trade, Industry and Energy, said in a parliamentary forum on Seoul's negotiation strategy on tariff talks with the Donald Trump administration. "Washington views China's shipbuilding industry as a growing threat and is regarding South Korea as a strategic partner to defend the American industry," he added. "The prerequisite for the shipbuilding cooperation is South Korea's participation in Washington's efforts to contain China." Chang's remarks came as Seoul has been holding talks with the Trump administration on tariffs, non-tariff measures, industrial cooperation and other trade issues in a bid to get a full exemption or reductions in US reciprocal tariffs and sectoral duties on imported cars, steel and other products. This week, Korean Trade Minister Yeo Han-koo visited Washington to hold trade talks with US Trade Representative (USTR) Jamieson Greer, Commerce Secretary Howard Lutnick and other officials in the US government and congress. Upon his return home Thursday, Yeo told reporters he had proposed bilateral cooperation in manufacturing, particularly in the shipbuilding and semiconductor sectors, as a possible way to decrease South Korea's trade surplus with the US Yeo's visit took place as the Seoul government enters the final three weeks of ongoing trade negotiations, after the Donald Trump administration said it would impose 25 percent reciprocal tariffs on Korean products beginning Aug. 1. Chang said the South Korean government was working to create a strategy on what kind of shipbuilding partnership it will forge with the US and how South Korean companies can get favorable treatment under the US bill aimed at fostering the growth of the American shipbuilding industry. Regarding the auto industry, already hit by 25 percent tariffs, Chang said the Trump administration called for measures to reduce South Korea's trade surplus with US in the auto sector in order for Seoul to get lower tariff rates, noting that Washington views this matter "seriously." Last year, South Korea's trade surplus with the US in the automotive sector came to $32 billion, according to data compiled by the Korea International Trade Association. A coalition of business owners previously engaged in inter-Korean economic cooperation — and compelled to withdraw from it abruptly — urged Seoul on Friday to establish legal safeguards for businesspeople before resuming any cross-border projects. The Federation of Inter-Korean Economic Cooperation Organizations — composed of businesspeople who were forced to wind down operations amid deteriorating inter-Korean relations — emphasized the need to protect businesspeople from abrupt, involuntary shutdowns and collateral damage. The group held a news conference in front of the presidential office in Yongsan at a juncture when the Lee Jae-myung administration has expressed its intent to restore inter-Korean ties, raising hopes for a revival of inter-Korean economic cooperation. 'Laws must be enacted to ensure that all inter-Korean exchanges and economic cooperation are protected within a legal framework and can proceed securely, without being shaken by changes in government or political shifts,' the group said during a news conference. 'If such institutional protections are not ensured, who would again be able to invest in or commit to inter-Korean economic cooperation? The situation where citizens go bankrupt, lose their jobs overnight and end up on the streets due to decisions made by the state must never be repeated.' The federation is specifically composed of businesspeople who had long been involved in inter-Korean economic cooperation, including those who operated businesses in coordination with North Korea or participated in tourism to Mount Kumgang. However, 123 South Korean companies that ran factories at the now-shuttered Kaesong Industrial Complex were not part of the group. Around 1,000 businesses operated across the border in North Korea — including in industrial zones such as the Sinuiju Special Economic Zone and about 50 linked to the Mount Kumgang project. Today, fewer than 350 of those businesses can still be contacted, according to the group. The Lee Myung-bak administration announced the so-called 'May 24 Measures' on May 24, 2010, suspending all inter-Korean exchanges and economic cooperation — except for the Kaesong Industrial Complex. The measures were imposed in response to North Korea's deadly sinking of the South Korean warship Cheonan in March 2010. In July 2008, the Lee Myung-bak administration suspended all tours to Mount Kumgang after a South Korean tourist was shot and killed by a North Korean soldier at the Mount Kumgang resort earlier that month. The group stressed that businesspeople compelled to withdraw have received insufficient compensation from the South Korean government for the losses incurred due to its decision to suspend inter-Korean cooperation projects. As for compensation, companies operating within North Korea's special economic zones and those involved in the Mount Kumgang tourism project received only about 45 percent of their fixed asset investments — much less than what business owners at the Kaesong Industrial Complex received. 'Many businesspeople who lost their livelihoods and jobs overnight have since faced suicide, family breakdowns and corporate bankruptcies, leaving them unable to recover to this day,' the group said. Meanwhile, the Korea Federation of Small and Medium Business on Friday expressed hope for the potential resumption of inter-Korean economic cooperation in light of the Lee administration's commitment to establishing peace on the Korean Peninsula and normalizing inter-Korean relations. 'Because the Kaesong Industrial Complex shares a common language and is geographically close, it offers a more favorable environment for small and medium-sized enterprises than overseas expansion, particularly in terms of collaboration and production,' the KBIZ said in a statement. 'We hope that the Kaesong Industrial Complex will resume operations as soon as possible. The SME community will actively cooperate with the government to restart and revitalize inter-Korean economic cooperation.'
