Bihar Cabinet clears internship, artist pension schemes; sanctions ₹882 crore for Punaura Dham
The decision was taken at a meeting of the State Cabinet chaired by Chief Minister Nitish Kumar. The State is bound to go for Assembly elections sometime later this year.
Under the scheme, youth aged between 18 and 28 who have completed training under skill development programmes, or hold qualifications such as Class 12, ITI, diploma, graduate, or postgraduate degrees, will be eligible for financial assistance during the course of their internships.
Cabinet Secretariat Department's Additional Chief Secretary S. Siddharth said at a post-Cabinet briefing that youth with Class 12 qualifications would receive ₹4,000 per month, while those with ITI or diploma qualifications would be entitled to ₹5,000 per month. Graduates and postgraduates will receive ₹6,000 per month.
Additionally, those pursuing internships outside their home districts will receive an extra ₹2,000 per month, while those interning outside Bihar will receive ₹5,000 per month as livelihood assistance. This additional support will be limited to a maximum of three months.
The financial support will be credited directly into the beneficiaries' bank accounts. A task force committee, headed by the Development Commissioner and including members from industry bodies such as CII and FICCI, has been formed to oversee implementation.
Mr. Siddharth added that 5,000 beneficiaries would be supported in the financial year 2025–26, while the scheme aims to benefit one lakh youth over the next five years starting from 2026–27.
Pension scheme for artists
In another major decision, the Cabinet approved the Mukhya Mantri Kalakar Pension Yojana under which artists engaged in classical, visual, or performing arts for at least 10 years will be given a monthly pension of ₹3,000.
Mr. Siddharth said the scheme seeks to preserve Bihar's rich cultural heritage by providing support to eligible artists aged 50 years or older, with an annual income not exceeding ₹1.2 lakh. An initial outlay of ₹1 crore has been sanctioned for the current fiscal year.
₹882 crore for Punaura Dham
The Cabinet also cleared ₹882.87 crore for the integrated development of the Maa Janaki temple at Punaura Dham in Sitamarhi district, believed to be the birthplace of Goddess Sita.
The temple complex is to be developed on the lines of the Ram temple in Ayodhya. Of the total sanctioned amount, ₹137 crore will be utilised for developing the old temple and premises, ₹728 crore for tourism-related infrastructure, and ₹16 crore for a decade-long maintenance plan.
The Bihar State Tourism Development Corporation will implement the project.
Employment rules amended
The Cabinet also approved a proposal by the Labour Resources Department to amend the Bihar Factory Rules, 1950, allowing women — excluding pregnant and lactating women — to work in factories classified as hazardous.
Mr. Siddharth said the move would help expand employment opportunities for women in the industrial sector.
A total of 24 agendas were passed in the cabinet on Tuesday.

‘Nitish-led Bihar': Rajnath removes leadership haze
Union defence minister Rajnath Singh on Wednesday sought to uplift the mood of Bharatiya Janata Party (BJP) workers in poll-bound Bihar by offering key strategies for electoral success and addressing any uncertainty within the ranks regarding leadership. 'Time has come to form the NDA government again in Bihar which has seen badlao (change or progress) under Nitish Kumar and we should vow to make it a developed Bihar under Nitish Kumar. Bihar will grow only under the NDA,' said Singh. The party later passed political resolutions regarding the development that has taken place in 11 years of PM Narendra Modi and 20 years of Bihar under the leadership of CM Nitish Kumar. 'We will go among the people and present before them the development work done by the Central and Bihar governments,' said deputy CM Samrat Choudhary at a press conference in the middle of the day-long event. The party also passed a Vijay Sankalp resolution to win by a thumping majority. Motivating the party workers, Singh said, 'You all are not ordinary workers; you are the creators of Golden Bihar. This is the moment when, getting inspired by your history, you will work towards the upcoming elections. This is not just a party meeting, but a resolution meeting, and this resolution will take Bihar and India forward.' He added that the government has fulfilled all the promises made in the manifesto. He asked the party workers to draw inspiration from Bihar's history and work towards the upcoming state assembly polls and advised them to reach out to every house. Taking a dig at RJD chief Lalu Prasad, he said that he never respected Jananayak Karpuri Thakur from the heart. The state executive also passed a resolution criticising the 'appeasement politics' of Mahagathbandhan helmed by Lalu Prasad's RJD, which has been opposing the Waqf Act. 'We oppose the appeasement politics of Lalu Yadav and the Mahagathbandhan,' read the resolution while criticising Tejashwi Yadav, and Congress leaders Kanhaiya Kumar and Imran Pratapgarhi, who had attended a mammoth rally held here a couple of days ago in protest against the Waqf Act. 'These leaders spoke of throwing the Waqf Act into the dustbin. The legislation has been passed by Parliament. Their stance is anti-Constitution. Their stand is in line with the politics of appeasement, much to the detriment of Pasmandas, the backward sections among Muslims, who have been victims of oppression for centuries,' the resolution said. It added, 'The BJP will never compromise on the welfare of any section of society. The Waqf Amendment Act was an important step in the direction of social reforms taking place in the country. Its benefits will be reaped by generations to come. We thank Prime Minister Narendra Modi for the same'. The resolution also touched upon the 50 years of the Emergency, and alleged that the 'lives of many generations were wasted behind (Indira Gandhi's) slogan 'Garibi Hatao'. 'It was under Modi that 27 crore people have been able to overcome poverty,' it read.

Tourism caravans to hit Andhra Pradesh roads soon
For those yearning to escape the monotony and explore life off the beaten path, caravanning offers an ideal escape. Recognising the growing demand for experiential travel, the government is now formulating a policy to facilitate the operation of caravans across the State to promote sustainable tourism and unlock new avenues for adventure seekers. The policy is currently under legal vetting and officials of the Tourism Department say it may take a couple of weeks for its approval by the State Cabinet before these vehicles, equipped with luxury and comfort, begin to crisscross Andhra Pradesh roads. A tourism caravan, flagged off by the Chief Minister N. Chandrababu Naidu, on the sidelines of a tourism conclave recently was the cynosure of all eyes. Stepping into the world of comfort and style that rivals hotel suites, visitors were greeted by plush interiors with thoughtfully designed layouts. Soft, upholstered seating lined the lounge area, convertible into cozy sleeping arena, while ambient lighting cast a warm, inviting glow. A compact kitchenette, a wash basin and a ceramic toilet, besides a genset to power the caravan when parked facilitate smooth functioning of the mobile campers. One of the most delightful features of a caravan is the awning, the extension that transforms a simple stop into a comfortable, open-air living space. 'With a quick setup, the awning will create a shaded, weather-protected area right outside your door, allowing you to enjoy the great outdoors without sacrificing comfort,' said J. Kalyan Kumar Reddy, founder and chairman of Hyderabad Luxe Caravans, a company that designs and builds caravans. A native of Nandyal district, Mr. Reddy's firm is building two vehicles to be operated in Andhra Pradesh, in collaboration with the Tourism Department in Public-Private Partnership (PPP) mode. Each vehicle is a 10-seater and has room for seven people to sleep. While final modalities of the project are yet to be worked out between the Tourism Department and Hyderabad Luxe Caravans, Mr. Reddy says depending on the demand, more vehicles would be added at a later stage. Tourism officials said that the first two vehicles would start operating around Suryalanka Beach in Bapatla district and Gandikota in Kadapa district by August. 'The plan is to introduce 20 such upscale touring vehicles in the next four years,' said an official from the Tourism Department.
