Bihar Cabinet approves constitution of commission for upliftment of sanitation workers

The Nitish Kumar Government on Tuesday (July 29, 2025) approved the constitution of the Bihar State Safai Karmachari Commission for the all-round socio-economic upliftment of sanitation workers in the State. A meeting of the State Cabinet, chaired by Chief Minister Nitish Kumar, approved a proposal of the Urban Development and Housing Department in this regard. The decision assumes significance with Assembly polls due to be held later this year. 'The decision to constitute the commission has been taken with an aim to ensure the protection, welfare, rehabilitation, social upliftment, grievance redressal, and monitoring of various welfare schemes for the rights and interests of sanitation workers in the State,' an official said. The Bihar State Safai Karmachari Commission will consist of a chairperson, a vice-chairperson, and five members, including a woman or a transgender person, he said. The commission will play a significant role in integrating the deprived sections of society engaged in sanitation work into the mainstream and contributing to their social and economic development, he added. The CM had announced on Sunday (July 28) that his government had decided to constitute the Bihar State Safai Karmachari Commission. 'This commission will provide suggestions related to the interests of sanitation workers, advise the government on the protection of their rights, and take appropriate action to review and implement welfare schemes related to those engaged in sanitation work,' he had said in a post on X. The State Cabinet also approved a proposal to amend the rules of the Bihar Patrakar Samman Pension Yojana 2019 so that all retired journalists, registered with the State Government, receive the increased pension of ₹15,000 per month. Earlier, they used to get ₹6,000 per month. Additionally, in the event of the death of journalists receiving a pension, their dependents will also get a monthly pension of ₹10,000 instead of ₹3,000 for their lifetime. The decision was announced by Mr. Kumar last week. Briefing reporters following the meeting, Additional Chief Secretary (Cabinet Secretariat) S. Siddharth said it was also decided to bring Munger's popular 'Sitakund Mela' under the management of Bihar State Fair Authority. 'Now the Sitakund Mela will be organised under the supervision and management of the State Government,' he said. Deputy Chief Minister Samrat Coudhary said the decision was taken in view of the fair's religious, social and cultural significance. 'Lakhs of devotees from Munger and nearby districts, such as Bhagalpur, Khagaria, Begusarai, Saharsa, Purnia and Lakhisarai, participate in the Sitakund Mela. Every year, approximately 5,000 foreign tourists also visit the Sitakund temple for worship and sightseeing,' he said. 'It is believed that this is the place where Goddess Sita entered into the pyre of fire for 'Agni Pariksha',' he added. The 'Sitakund Mela' is organised every year on the occasion of Maghi Purnima, and continues until Phalgun Purnima, lasting for about a month.

In view of the inordinate delay in the clearance of the Bills passed by the Legislature paving the way for implementation of 42% reservation for backward classes in education, employment and political fields, the State government has decided to request President Draupadi Murmu for speedy clearance of the two Bills, which were awaiting her assent. The State Cabinet, at its meeting here on Monday, decided that Chief Minister A. Revanth Reddy, accompanied by his Cabinet colleagues, MLAs, MLCs and senior leaders, would camp in New Delhi for three days — August 5, 6 and 7 — to meet the President and seek her cooperation in the passage of the Bills. Minister for Transport Ponnam Prabhakar told the media on the decisions taken at the meeting of the State Cabinet here on Monday. The Cabinet held elaborate discussion on the modalities that should be adopted for ensuring the passage of the Bills and unanimously resolved to request the President for her consent to the Bills. The decision comes in the light of the deadline set by the Telangana High Court for conducting long overdue local body elections and the stoppage of Finance Commission grants to local bodies for want of elected bodies governing them. The Cabinet had also decided to press for clearance of the Ordinance seeking removal of the 50% cap on the reservations, a decision taken by the previous BRS government headed by Chief Minister K. Chandrasekhar Rao through an amendment to the Panchayat Raj Act in 2018.

VIJAYAWADA: The State Cabinet meeting held under the chairmanship of Chief Minister N Chandrababu Naidu at the State Secretariat on Thursday, approved the Andhra Pradesh Electronics Components Manufacturing Policy 4.0 (2025-30). Disclosing the details to mediapersons, Minister for Information and Public Relations Kolusu Parthasarathy said the policy will accelerate business pace and stimulate large-scale domestic and global investments in the electronics components ecosystem. Electronics component manufacturing companies investing in Andhra Pradesh can receive advance and matching incentives, interim support measures, and plug-and-play manufacturing facilities in special clusters. Electronics companies can also receive incentives and concessions suitable for mega projects as part of the policy. Significant employment generation opportunities will arise in places like Sri City, Orvakal, Kopparthi and Hindupur. The new policy intends to attract $150 billion investments into the State, he explained. In this Cabinet meeting, proposals related to investments of approximately Rs 80,000 crore, which will create employment opportunities for 1.50 lakh people were cleared. Based on the State Investment Promotion Board (SIPB) recommendations, the Cabinet allocated 3.6 acres of land at IT Hill No. 3, Madhurawada, Visakhapatnam district at Rs 1 crore per acre, and 50 acres at Paradesipalem at Rs 50 lakh per acre to Sify Infinite Spaces Limited through APIIC, thereby facilitating Rs 16,466 crore investment, and 600 jobs. This strategic development will establish Visakhapatnam as a key data hub, attract technology-based organisations, and improve the State's capabilities in cloud computing, data storage, and digital services, the I&PR Minister said. The Council of Ministers gave green signal to the recommendations made by the Technical Committee in its final report for completing construction works of 20 existing packages under Andhra Pradesh Urban Water Supply and Septage Management Improvement Project (APUWS&SMIP) with Asian Infrastructure Investment Bank (AIIB) funding, and to invite tenders for remaining works.

Tirupati: The State Cabinet which met in Amaravati on Thursday has decided to act against two officials held responsible for the stampede that claimed six lives during the Vaikunta Ekadasi token distribution in Tirupati earlier this year. The move comes after a detailed judicial inquiry report revealed critical lapses in crowd control at a key token distribution site. The stampede, which occurred on January 8 at Sri Padmavati Park, one of the designated centres for issuing Vaikunta Dwara Darshan tokens, had triggered public outcry over mismanagement and poor safety planning by the Tirumala Tirupati Devasthanams (TTD) and local police. The tragedy also left several devotees injured and raised questions about the preparedness of the authorities. Following months of investigation, a one-man judicial commission headed by retired High Court judge Justice Satyanarayana Murthy submitted a comprehensive 200-page report to the government earlier this month. The report scrutinised the chain of events leading to the stampede, pinpointing procedural lapses and administrative negligence at Padmavati Park. According to the findings, while general coordination between Tirupati Urban SP L Subbarayudu and former TTD Chief Vigilance and Security Officer (CVSO) S Sreedhar was found to be satisfactory, with both implementing safety measures at most distribution points – the failure to enforce crowd control protocols specifically at Padmavati Park was the root cause of the incident. The report singles out the then SV Dairy Farm Director Harinath Reddy and DSP AV Ramana Kumar for ignoring directives from their superiors and ordering the gates to be opened prematurely. This action, the inquiry noted, led to an uncontrollable rush of devotees, resulting in the fatal stampede. It was learnt that the Cabinet recommended further proceedings against these two officials. Alarmingly, the Commission also highlighted shortcomings in emergency response. Although two ambulances were present at the location, they were not used efficiently to transport the injured. Five of the six deaths were reportedly due to delayed medical attention, raising further concerns over crisis preparedness. In course of the probe, the commission summoned TTD Executive Officer J Syamala Rao, District Collector S Venkateswar, former JEO M Gowthami, former SP L Subbarayudu and other officials both from the government and TTD. The commission also took note of the views of those injured in the stampede and the kin of the deceased.

In addition, applications from private entities have been received, though permission for such institutions would be granted only after the proposed government colleges become operational. As a result, Assam is expected to have over 60 medical colleges - both public and private - by 2035. Highlighting recent developments, the Chief Minister stated that 500 doctors have already been appointed to the health department this year. He said that, by 2030, medical colleges in the state should be producing at least 1,500 MBBS graduates annually, which would also alleviate the shortage of postgraduate-qualified doctors. With enhanced infrastructure and academic facilities, Assam is poised to be recognised as a state with a competent medical workforce by 2035 and is likely to emerge as a centre for both medical education and health tourism. He expressed confidence that the state could become a global supplier of medical professionals. Sarma informed that the state government has begun offering foreign language training to nursing students and other professionals. He remarked that nurses employed abroad - such as in Japan and Singapore - are earning between Rs. 1 lakh and Rs. 2.5 lakh per month, and that discussions are underway with the United Arab Emirates for similar opportunities. He added that medical graduates and postgraduates from Assam may also be able to access international employment opportunities, provided educational standards are consistently upheld. Citing global interest following the Advantage Assam 2.0 summit, he stated that Japan and South Korea have expressed intent to collaborate with Assam in the medical sector. He further observed that while Assam's infant and maternal mortality rates are currently lower than the national average, sustained efforts are still required to ensure improved quality of healthcare delivery. The Chief Minister urged Assam Medical College & Hospital to keep pace with contemporary trends and evolve into a premier institution for quality medical education. He acknowledged the historic role of the institution as the sole provider of medical education in Upper Assam but noted that recent establishments in Jorhat and Tinsukia, and ongoing construction in Sivasagar, Charaideo, and Golaghat, would help redistribute the patient load. Consequently, he suggested that the college reorient itself as a specialised referral hospital focusing on critical care. Sarma also referred to the assurance he made during the college's Platinum Jubilee celebrations in November 2022 to build residential facilities for faculty, staff, and students. The current foundation-laying marks the first phase of that commitment, covering one-third of the total housing requirement. The subsequent phases would cater to the remaining housing needs, including those of the dental and BSc nursing colleges, with an estimated outlay of Rs. 1,000 crores. He also mentioned that work has commenced on the CT Hospital wing. Furthermore, he expressed hope that the institution, which currently offers 200 MBBS seats, would receive approval for an additional 50 seats in the present academic year.
