Central African Republic's Touadera announces bid for third term

BANGUI - Central African Republic's President Faustin-Archange Touadera said on Saturday he will run for a third term later this year, seeking to extend his rule into a second decade after scrapping term limits in 2023.
"Many of you have asked for me, and my answer is yes. I am your candidate for the presidential election of December 2025," the 68-year-old said at a meeting of his party, the United Hearts Movement, in the capital Bangui.
"We will continue the work of rebuilding our country."
Since taking office in 2016, Touadera has enlisted outside forces to stay in power amid a persistent civil conflict, including mercenaries from Russia's Wagner militia, who intervened in 2018 on the side of the government.
Landlocked Central African Republic, roughly the size of France and with a population of around 5.5 million, is deeply impoverished despite being rich in resources including gold, diamonds and timber.
It has witnessed waves of instability, including coups and rebellions, since independence from France in 1960.
Touadera won a second term in 2020, though militants including the Coalition of Patriots for Change (CPC) have fought to overturn that result.

The army, backed by United Nations peacekeepers and Russian and Rwandan troops, has been fighting the group for years.
Touadera's current term was supposed to be his last, but in 2023 the country held a constitutional referendum that abolished the two-term limit and extended the presidential mandate from five to seven years.
Opposition parties and civil society groups have said the new constitution, which was backed by more than 95% of voters, could allow Touadera to stay in power for life.

[KUALA LUMPUR] Thailand and Cambodia's leaders opened peace talks Monday (Jul 28) in Malaysia, seeking a ceasefire after five days of combat along their jungle-clad frontier that has killed at least 35 people. More than 200,000 people have fled as the two sides fired artillery, rockets and guns in a battle over the long-disputed area, which is home to a smattering of ancient temples. US President Donald Trump – who both nations are courting for trade deals to avert the threat of eye-watering tariffs – intervened over the weekend, and said both sides had agreed to 'quickly work out' a truce. Shi Yongxin, 59, previously a member of China's parliament, is "suspected of criminal offences, misappropriating and embezzling project funds and the temple's assets," the temple said in a statement, adding Shi is under joint investigation by multiple agencies. Shi could not immediately be reached for comment. The temple did not answer a call from Reuters. Nicknamed the "CEO monk" and known for his commercial ambitions, Shi sought to capitalise on the monastery's fame during his decades-long tenure at Shaolin Temple, the fabled birthplace of kung fu and the setting for many martial arts films in the central Chinese province of Henan. Shi has "seriously violated Buddhist precepts, maintained improper relationships with multiple women over a long period of time" and fathered at least one "illegitimate" child, the temple said in its statement released on its social media account on Sunday. In a statement issued on Monday, the state-supervised Buddhist Association of China said it approved the revoking of Shi's ordination certificate, adding that his "behaviours are extremely deplorable in nature, have seriously damaged the reputation of the Buddhist community and tarnished the image of monks." In 2015, a letter circulated online accusing Shi of misconduct and improper sexual relations. The temple denied the allegations at the time. Shi, known as Liu Yingcheng before he became a monk in 1981, has overseen the temple since 1987 and became its abbot in 1999, the temple's website showed. In 2008, the temple opened an online store, offering a range of goods including shoes, tea, T-shirts, and a kung fu instruction manual for 9,999 yuan ($1,395). Its business ventures over the years also included book publishing, medicine, kung fu performances, film production, asset management and real estate. Shi posted daily on his social media account on Weibo with more than 882,000 followers. Cambodia says immediate ceasefire purpose of talks; Thailand questions its sincerity, Asia News
BANGKOK/PHNOM PENH — An immediate ceasefire in a deadly border dispute is the purpose of talks with Thailand on Monday (July 28), Cambodia's Prime Minister said, but his Thai counterpart said there were doubts about Cambodia's sincerity ahead of the negotiations in Malaysia. Monday's talks to end the deadliest fighting in more than a decade between the Southeast Asian neighbours are being hosted by Malaysia, the chair of the regional Asean bloc. Cambodian Prime Minister Hun Manet said the talks were co-organised by the United States, and that China would also take part in them. Both Thailand and Cambodia accuse the other of starting the hostilities last week and then escalating them. On Monday, officials from both countries said clashes along the disputed border were ongoing ahead of the talks later in the day. "We are not confident in Cambodia, their actions so far have reflected insincerity in solving the problem," acting Thai Prime Minister Phumtham Wechayachai told reporters ahead of his departure for Kuala Lumpur. "Cambodia has violated international law, but everybody wants to see peace. Nobody wants to see violence that affects civilians." Cambodia has strongly denied Thai accusations it has fired at civilian targets, and has instead said that Thailand has put innocent lives at risk. It has called for the international community to condemn Thailand's aggression against it. "The purpose of this meeting is to achieve an immediate 'ceasefire', initiated by President Donald Trump and agreed to by the Prime Ministers of Cambodia and Thailand," Hun Manet said in a post on X as he departed for the talks. US Secretary of State Marco Rubio said State Department officials would assist the peace efforts, after President Donald Trump had earlier said that he thought both leaders wanted to settle the conflict. The tensions between Thailand and Cambodia have intensified since the killing in late May of a Cambodian soldier during a brief skirmish. Border troops on both sides were reinforced amid a full-blown diplomatic crisis that brought Thailand's fragile coalition government to the brink of collapse. Malaysian Prime Minister Anwar Ibrahim had proposed ceasefire talks soon after the border dispute erupted into conflict on Thursday, and China and the United States also offered to assist in negotiations. Anwar said he expected to chair the negotiations after being asked by the two governments to try to find a peace settlement, state media agency Bernama reported on Sunday. "So, I'm discussing the parameters, the conditions, but what is important is (an) immediate ceasefire," Anwar said. Thailand and Cambodia have bickered for decades over undemarcated points along their 817-km land border, with ownership of the ancient Hindu temples Ta Moan Thom and the 11th century Preah Vihear central to the disputes. Preah Vihear was awarded to Cambodia by the International Court of Justice in 1962, but the situation worsened in 2008 after Cambodia attempted to list it as a Unesco World Heritage site. Skirmishes over several years brought at least a dozen deaths. Cambodia said in June it had asked the court to resolve its disputes with Thailand.
